Job Description:

The HSE Officer will work with the HSE Manager and other stakeholders for matters relating to Health, Safety and Environmental requirements from both Corporate and Statutory requirements for MAN Energy Solutions Singapore. Job Duities and Resposibilites:

• Conduct monthly safety meetings and Job Safety Assessment (JSA) audits and on-site inspections to identify workplace hazards and unsafe equipment, working practices, or working conditions. Maintain record of audits and ensure follow up/ closure on open audit items.
• KPI: Zero OSHA Recordable, Timely & Accurate Incident investigation (including weekend if required), Improve Employee Safety Culture/Behavior, Compliance with Corporate/MOM HSE requirements, HSEMS (ISO 14001, ISO 45001 & BizSafe) certification
• Investigate (or support investigation) safety incidents , complete or verify safety incident reports, and collaborate with HSE Manager, technical specialists, external health and safety authorities and employees to identify the causes of safety incidents and prevent their recurrence.
• Maintain and analyze records of workplace injuries, illness, and absences to identify areas of concern.
• Recommend changes to working processes and conditions to ensure that all employees have a safe and healthy working environment and that the organization complies with all current and future regulations and laws, and the organization’s safety policies and standards.
• Establish and administer WSH policies & procedures and providing education and training, new hire HSE Orientation, Job Safety Assessment (JSA Training) and other WSH Trainings.
• Conduct risk analysis of new and existing projects, systems, processes, products and physical workspaces to determine the existence and outcome of potential hazards.
• Ensure that first aid supplies and resources are available in accordance with regulations and the organization’s health and safety policies.
• Collaborate with external suppliers and contractors to carry out repairs and maintenance of MAN-ES facilities to provide a safe work place for employees. Prepare necessary documents for maintenance, construction and contractor management.
• Promote overall employee satisfaction through effective communication (provide support/guidance not punishment), performance review processes, and recognition practices.
• Coach employees and management in identifying and solving HSE Hazards and avoiding unsafe behavior; in a non-threatening manner.
• Lead Monthly meetings with Safety committee to review regulatory changes, major risks, and Safety initiatives update.
• Meet and discuss on a daily/weekly basis with our employees (e.g. Daily Toolbox Talk) to understand their concerns and recommendations regarding Safety.
• Track and monitor the site business premise licenses to ensure that it is always current and up-to-date; such as (Fire Safety Certificate (SCDF), Electrical License, BCA license, PUB license, Flammable Storage license (SCDF), etc.
• Track and monitor site environmental and facility equipment statutory conformances as to MOM, NEA, PUB, SCDF requirements.

1. Boundary & workplace noise mapping,

3. Stormwater and wastewater discharge testing and measurement,
4. Air emission testing and measurement

• Track and monitor site safety performance monthly leading indicator reports (JSA, Near Miss, and Training Hours).

Qualifications:

• Bachelor's degree in occupational health and safety, environmental science, engineering, or a related field.
• Minimum of 2 years of experience in WSH-related roles, preferably in Maritime/Engineering or Manufacturing industry.
• Must be registered with the Ministry of Manpower (MOM) as a Workplace Safety and Health Officer (WSHO).
• Staying updated with the latest safety regulations and practices through continuous professional development is crucial.
• Excellent communication and interpersonal skills with the ability to effectively engage and influence employees at all levels of the organization.
• Proficiency in MS Office (Power Point, Excel) and HSE management software/tools.

General Overview

The incumbent will assist in administering and maintaining the company’s HSSE Management System, supporting the HSSE Manager in monitoring and meeting HSSE work plans and KPIs as well as working closely with key internal stakeholders to resolve HSSE issues.

The incumbent shall also be responsible in ensuring the company’s HSSE Management System requirements are implemented at the terminal.

Roles & Responsibilities

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

• SLNG HSSE Management System – Administer and maintain the HSSE Management System

• Be part of Process Risk Assessment team i.e. HAZOP or PHA

• Workplace Safety & Health Committee – undertake the role of WSH Committee Secretary, and follow up on HSE improvement actions and plan.
• Legal/ Regulatory Compliance – monitor SLNG’s compliance to the requisite latest HSE regulations and laws.
• Support the Emergency Response Team.
• HSSE Procedures – help develop and review HSSE procedures and conduct training.
• Administer and follow up on BBS Observations.
• Network with neighbouring companies, other similar companies and other organizations, introduce good practices and lessons learnt to SLNG.
• Undertake any ad-hoc projects/ work/ activities as and when assigned by HSSE Manager.

Work Experience

• Candidate shall have at least 5 years of practical experience in Health and Safety in the oil & gas or petrochemical industry.
• Candidate shall have basic knowledge on the requirements of Process Safety Management System i.e. SS651:2019 and/or other Safety & Health Management System i.e. ISO 45001 .
• Candidate shall have practical experience in developing and delivering training material/ seminars across all levels of an organisation.

• To ensure the proper maintenance and cleanliness of the Home’s premises and the unit’s dormitory.

Academic and Cognitive Needs

• To oversee the academic needs of the residents in the unit.

Crisis Management

• To provide on-site incident or crisis management when necessary

Supervision Outside of Melrose Home

• To escort and supervise youths and children to and from the clinic, the hospital, the school or to attend programmes and activities outside the Home.

Integrated Care Plans

• In consultation with the Caseworker, to support the Residents’ integrated care plans through the programmes delivered in the unit or through day to day tasks/activities

Undertake any other duties directed by Unit Leader and / or Manager, RC

Note: The residential home setting is a 24/7 facility. Guidance Officers are rostered to work shifts (sometimes 7am to 4pm, mostly 1pm to 10pm; 5 days a week with 2 rotational off days).

This role is integral to ensuring the smooth execution of financial operations, compliance with regulatory standards, and the accuracy of financial transactions. The ideal candidate will have a strong foundation in accounting and finance, coupled with hands-on experience in Enterprise Resource Planning (ERP) systems.

Key Responsibilities

• Assist in the monthly financial closing process, ensuring the accuracy and completeness of financial records.
• Review quarterly GST F5 report for accuracy, ensuring compliance with tax regulations and identifying any discrepancies or adjustments needed before submission.
• Support the annual financial audit, liaising with auditors and reviewing the documentation in compliance with Singapore Financial Reporting Standards (SFRS).
• Assist in budget preparation and financial forecasting to support business planning.
• Review and process employee expense claims, ensuring compliance with company policies and IRAS guidelines.
• Verify supporting documents and issue customer invoices promptly, ensuring accurate revenue recognition.
• Validate and process supplier invoices, ensuring adherence to contract terms and regulatory requirements.
• Prepare and submit bank payment requests, ensuring proper authorization and timely disbursement.

• Provide support for ad-hoc finance projects as assigned by the management.

Job Requirements

• Diploma/Degree in Accounting, Finance, or Business Administration from a recognized institution.
• At least 2 years of experience in finance operations, preferably within a Singapore-based organization.
• Proficiency in Microsoft Office Suite, including Outlook, Teams, Excel (advanced functions preferred), and Word.
• Strong working knowledge of ERP systems (e.g., SAP, Xero, Oracle) and familiarity with CRM platforms.
• Solid understanding of Singapore tax regulations, GST reporting, and financial compliance.
• High level of accuracy and attention to detail in financial documentation and reconciliations.
• Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
