Primary Function

Organize and control day-to-day operations of the Laboratory in accordance with order requirements, client standard operating procedures, industry standards, and policy directives. To ensure accurate and timely completion of test results and no unnecessary delay occurs.

Principal Duties/Responsibilities

• Organise and supervise the day-to-day operations of the Laboratory in their respective sections. This includes allocation of tests to technicians, sample pick-up and manpower planning.
• Prepare worksheets and ensuring client requirements are met.
• Verify test results/records of analysis and initiate re-test when necessary. To check and ensure that all data are complete in the datasheet.
• To sign Analysis Report or Certificate of Quality upon completion of work (NOTE: only approved signatory can sign SAC endorsed report).
• Coordinate and assign staff to work overtime when necessary.
• In liaison with the Laboratory Operation Manager, to raise and update standard and in-house test methods and procedures.
• Assist in the development and training of staff to required levels of expertise and administer performance appraisal methods.
• Co-ordinate activities to ensure that the Laboratory provides a high standard of service and satisfy
• Ensure sample storage is properly maintained and disposed.
• To recognize that the Laboratory Quality System is fully implemented as per the QA Manual.
• Ensure that good housekeeping is maintained at all times in the laboratory.
• Perform analysis when required.
• Perform any other tasks as assigned by management, including testing and analysis during periods of heavy workload. To be on call 24 hours a day 7days a week for queries from lab staff.

Competency Requirements

• Possess Bachelor's Degree or Diploma in Chemistry/Chemical Engineering.
• Minimum 5 years of working experience in petroleum or petrochemical laboratory industry.

Responsibilities:

1.Seafarer Payroll Management:

• Manage and oversee payroll for all assigned vessels, ensuring accuracy and timely payments in accordance with seafarer contracts.

5.Issue Resolution and Training:

• Address payroll-related inquiries and disputes from seafarers and their families, ensuring prompt and professional resolution.
• Provide onboarding training for Master on payroll processes, allotment procedures, and financial policies.

6.Coordination and Communication:

• Work closely with internal departments (e.g., Crew Operations, Accounting, HR) and external stakeholders (e.g., manning agencies, port agents) to ensure seamless payroll operations.
• Prepare necessary correspondence for internal and external parties, including Masters and Accounts departments.

7.System and Process Optimization:

• Monitor payroll systems for efficiency and accuracy, working with Crew manager and IT to implement updates and troubleshoot issues.
• Identify and implement process improvements to enhance payroll management with Crew manager..
• Explore automation opportunities to streamline payroll operations and reduce errors.

8. Audit and Risk Management:

• Support internal and external audits by providing necessary documentation and addressing queries.

Job Summary

Serve as the overseer of all programmes in Active Ageing Centre (AAC) and Senior Care Centre (SCC). Develop quality standards in key programmes for Senior Services and ensure consistency of programme delivery. Work with key stakeholders and collaborators to provide quality programme for seniors.

This person will be working at the NUS Centre for Biomedical Ethics on the CENTRES (Clinical Ethics Network + Research Ethics Support) project. CENTRES was established in 2009 and has been funded by the Ministry of Health since its founding. CENTRES is a networking and training platform to enhance capabilities of healthcare professionals and clinical ethics committees in Singapore.

We offer a range of educational programmes targeted at members of clinical ethics committees, and more broadly healthcare professionals. These programmes are delivered fully online, hybrid (online and in-person) and fully in-person. This person will report to Dr Sumytra Menon, CENTRES Co-Director, and work closely with CBmE’s Head of Administration, Ms Connie Wu.

The main purpose of the job is for the person to provide effective administrative support to enable the CENTRES team to carry out its educational programmes and build its networks. A sliver of the administrative work will be department related.

The position is for 2 years, with the possibility of renewal if performance is satisfactory.

Responsibilities

1. Coordinates and manages the administration of our various programmatic activities. The detailed tasks include (not an exhaustive list): - engaging effectively and sensitively with partners and stakeholders
   - managing our learning management system and ensuring participant satisfaction
   - proactively ensuring website content is updated
   - managing activity registration
   - providing onsite and/or online administrative support for our in-person, online and hybrid activities
2. Maintains comprehensive and updated records of our programmatic activities including partner and participant details, teacher information, and feedback reports, and organizes it in a user-friendly and effective manner for stakeholders.
3. Coordinates the collection, compilation, and analysis of training programme data and drafts statistical and narrative reports that are user-friendly and effective for stakeholders.
4. Responsible for comprehensive and accurate quarterly financial and administrative reports right up to submission to the CENTRES Co-Director: - Maintains accurate bookkeeping and records of financial accounts on a monthly basis, and assists with financial reconciliation.
   - Processes expenditures, invoices and other financial transactions on a rolling basis.
   - Understands the terms of the grant and alerts the CENTRES Co-Director if proposed expenditures are not concordant with those terms.
   
5. Drafts and updates standard operating procedures to enable the smooth conduct of our programmes and the efficient management of our financial accounts.
6. Creates the materials to promote programmatic activities in various media such as print and online.
7. Ensures that our processes comply with NUS & MOH guidelines.
8. Perform other related duties incidental to this job description.

Qualifications and Experience

• A degree in any discipline, with at least 3 years working experience.
• Candidates with no experience, or those with less than 3 years working experience, who are analytical thinkers, fast learners, detailed-oriented, and focused may be considered.
• Experience in budgeting and grant management principles preferred.
• Project management experience a plus.
