As Executive Manager / Assistant Director (Treasury Branch) in the Finance Division, you will need to assess, monitor, plan and manage the efficient utilisation of financial resources in a manner consistent with the objectives of the Agency.
You will be part of the team that manages the liquidity, investment and financing activities of the Agency. Your responsibilities include the following:
ā¢ Perform treasury activities related to cash flow projection, portfolio investments, borrowings, debt, and capital management
ā¢ Manage debt financing plan in collaboration with project stakeholders and external parties (such as consultants and banks)
ā¢ Administer debt financing programme including setting up reports and systems to support and manage the related activities, measuring and maintaining key financial metrics, monitoring debt compliance and green bond requirements, and servicing debt obligations
ā¢ Make future projections about cash flow position and determine related borrowing needs and funds available for investment
ā¢ Manage cash and investment portfolios
ā¢ Monitor and report on the investment portfolios and external fund managers for compliance with investment policy and guidelines and any statutory legislation
ā¢ Identify, control, mitigate, monitor and manage financial risks associated with debt financing and portfolio investments
ā¢ Develop and manage policies and procedures to ensure proper control over treasury activities
ā¢ Prepare submissions related to financial and statutory reporting requirements
ā¢ Secretariat to Board Finance Committee
[What we are looking for]
ā¢ At least 6 years of relevant working experience in treasury management
ā¢ Excellent technical knowledge of financial and capital markets and products
ā¢ Conversant with local regulatory environment related to the business including any finance, accounting and tax requirement
ā¢ Advanced Microsoft Excel (including financial modelling) and intermediate PowerPoint skills
ā¢ Experience or knowledge in Bloomberg, data visualisation tools and other applicable treasury technology and systems
ā¢ Analytical thinking and reasoning ability and meticulous with an eye for detail
ā¢ Excellent planning, problem-solving and execution skills
ā¢ Good communication (written/verbal) and presentation skills
ā¢ Independent and hardworking
ā¢ Ability to work under pressure and manage multiple priorities and stakeholders at the same time
ā¢ Good team player with strong interpersonal skills
