About ReCAAP ISC

The Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia Information Sharing Centre (ReCAAP ISC) is the first regional government-to-government agreement to promote and enhance cooperation against piracy and armed robbery against ships in Asia.

The Agreement entered into force on 4 September 2006 with 14 Asian countries as Contracting Parties, and the Information Sharing Centre was established on 29 November 2006. To date, 21 States have become Contracting Parties to ReCAAP.

This is an research administrative and operational position within the Asia Centre for Health Security (ACHS). The incumbent will be part of the team to support the core functions of the centre. Their duties would include supporting research administration, conducting education and training programs, convening meetings, and secretariat functions.

Duties & Responsibilities
Working under the direction of the Director and Head of Operations at the ACHS, the Assistant Manager/Senior Assistant Manager will be part of the team to support the core duties of the centre:

a) Research and Centre Administration

We are seeking for a Manager/Assistant Manager, to be part of our R&D team, to strive towards our Mission in establishing Singapore as a leading global maritime research centre of excellence in Next Generation Port, Smart Shipping, and Green Technologies.

You will support the Deputy Executive Director and work with a team of R&D managers to strengthen R&D collaborations between our maritime industry and academia partners.

The key responsibilities will include:

Strategy Planning

· Map out latest developments and carry out gap analyses in science and technologies relevant to maritime domain, and identify new emerging areas for Singapore’s maritime strategic interests;

· Develop strategies, initiatives and programmes for the translation, deployment, commercialisation, and internationalisation of maritime R&D through engaging government agencies, Institutes of Higher Learning (IHLs), Research Institutes (RIs), maritime companies and other relevant stakeholders

Initiatives and Programmes

· Plan and implement R&D programs and initiatives;

· Evaluate R&D proposals submitted or led by IHLs/RIs;

· Oversee and manage performances of maritime Centres of Excellence and Programme Partners;

· Manage awarded projects and budgets, including variations to budget/ project duration/ project-lead, collation of reports, and review of completed projects.

Engagement

· Engage potential overseas IHLs/RIs to identify synergies, coordinate maritime R&D collaborations, and facilitate multilateral R&D engagements for impactful joint initiatives.

· Engage companies in the maritime industry to understand their technology and business needs, partnering with key stakeholders to showcase local R&D capabilities, and facilitating research opportunities by harmonizing industry needs with local R&D capabilities;

· Drive partnerships between the research ecosystem and industry, and to catalyse technology commercialisation, focusing on industry collaboration projects and translation platforms in the maritime domain

· Plan and organise engagement visits to project partners

Other Duties:

· Oversee R&D processes to ensure compliance with established funding policies and procedures;

· Manage internal R&D capability development and resourcing;

· Represent SMI in R&D matters, when required or any other ad hoc duties assigned.

Qualification and Experience

a. Background in Computer, science and engineering fields with 3 years of relevant working experience

b. Experience in R&D strategy formulation, technology fore-sighting / road mapping, technology translation, and/or good working knowledge of the R&D landscape in Singapore.

c. Experience with grant governance and administration e.g. funding guidelines or compliance requirements;

d. Strong interest in applied science and technology R&D and research community engagement

Skills

a. Proficient in Microsoft Office and grant management software (e.g. Oracle Netsuite);

b. Good analytical skills, with an ability to take a strategic perspective when formulating proposals and recommendations;

c. Excellent interpersonal, communication and presentation skills for effective engagement of senior stakeholders, partner agencies, IHLs/RIs and companies;

This Manager/Assistant Manager contract position provides communications and content support to the Community Impact (CI) division, which includes departments that run community engagement programmes, the Singapore National Youth Orchestra (SNYO), and the Singapore Symphony Choruses. This position will focus on strengthening the brand positioning and visibility of key SSG entities like the SNYO and Singapore Symphony choruses, which includes working closely with the respective teams to develop and implement social media strategy and tactics while ensuring alignment with the overall Singapore Symphony Group’s communications and digital plans and frameworks.

KEY RESPONSIBILITIES:

Content creation and social media

• Develop and implement strategies to maintain and grow existing and new social media channels for SNYO and the Singapore Symphony Choruses
• Oversee social media and content marketing for CI, including developing scripts/ story outlines and working with vendors to produce content
• Act as a liaison between SNYO, Choral Programmes, and Communications, Digital & Marketing departments
• Create and edit basic short-form video content for different social media platforms (e.g., IG, TikTok, YouTube, etc.)

• Oversee hired photography and videography vendors at concerts; Manage photo and video shoots for the CI division

Branding and communications

• Work with external vendors to develop brand assets and resources for CI programme needs (e.g., key visuals for concerts and other activities, photo/ video shoots, social media content in the lead-up to key concerts, etc.)
• Plan and deliver marketing campaigns targeted at specific audience segments, including e-brochures, e-mail marketing, and other promotional material
• Document CI programmes and develop compelling narratives for media coverage
• Identify unique stories for press pitching and content building needs
• Work closely with internal Marketing Communications department to ensure brand alignment for all public-facing materials and brand assets for CI.
• Any other matters related to branding and communications of CI work

REQUIREMENTS

• Diploma and above
• Minimum 4 years of branding, communications, social media, or other related work experience
• Experience in arts administration, especially symphonic/ choral music, would be an advantage
• Excellent oral and written communications in English is essential
• Knowledge of MS Word, Excel, and Powerpoint, as well as video editing and photography, are required

About the Role
