The candidate manages systems and infrastructure and help desk function. He/She focuses on strategic and policy development aspects that will have medium term consequences on the operation of the function and impact elements of organisation performance. He is responsible for overseeing the incident resolution and business continuity plans along with IT administration. He focuses on setting goals and priorities, allocates accountability among staff, manages the career development of others, liaises with professional staff and other managers, advises the business on technology related issues and engages in medium-term planning.

He is familiar with enterprise architecture frameworks, infrastructure and systems, and application monitoring tools.

The Candidate possesses an end-to-end understanding of an organisation's system environment and its critical elements that need to be actively managed to ensure service levels are met. He is driven leader, able to align the team behind strategic business priorities and to motivate key stakeholders to strive for continuous improvement at all levels.

The Candidate is responsible for providing pre-sales technical expertise to the sales team and clients during the sales process. He/She delivers presentations and technical demonstrations of the organisation's products to prospective clients. He translates the client's business requirements into technical specifications and requirements, and provides technical inputs for proposals, tenders, bids and any relevant documents. He uses prescribed guidelines or policies to analyse and solve problems.

He works in a fast-paced and dynamic environment, and travels frequently to clients' premises for technical sales pitches and meetings. He is familiar with client relationship management and sales tools. He possesses deep product and technical knowledge, and is knowledgeable of the trends, developments and challenges of the industry domain.

The Candidate displays effective listening skills and is inquisitive in nature. He possesses deep technical and domain knowledge, pays attention to detail, and has strong analytical and problem-solving capabilities. He has a service-oriented personality and is a team player who works towards developing solutions collaboratively.

He/She needs to adhere to ISO27001 policy and procedure.

Job Requirements:

Working Experience Required

• 8-10 years of relevant experience in IT systems and database administration, help desk operations, and incident resolution management.
• At least 3-5 years of experience in a leadership role focusing on strategic planning, team alignment, and driving business priorities.
• Proven experience in pre-sales technical support, including delivering presentations, conducting technical demonstrations, and translating business requirements into technical solutions.

Oversee the planning, development, administration, implementation, monitoring and evaluation of counselling and psychological services and standards at Melrose Care (“Centre”), Children’s Aid Society (“CAS”). This includes reviewing the Centre’s SOPs pertaining to the delivery of services and recommending revisions to ensure compliance to the latest regulations and administrative procedures.

1. Responsibilities as Centre Manager, Melrose Care

• Oversee the identification, planning, development, administration, implementation, monitoring and evaluation of existing and new programmes and activities that meet the needs of the community.
• Network and liaise with relevant organizations, including schools, family service centres grassroots organisations and other agencies in promoting the Centre’s services and monitor service delivery.
• Work with the Executive Director to plan and prepare the annual financial budget for the Centre and track budget utilization.
• Prepare reports and write minutes for CAS Melrose Care Sub-Committee and when required, for CAS Executive Committee as well as for essential meetings with MSF, NCSS and related parties.
• Provide direction, supervision and guidance to the multidisciplinary clinical team and ensure compliance to regulations and administrative procedures. This includes holding internal team supervision and multidisciplinary team consultation (with appointed external experts) regularly as well as ensuring that KPIs are met.

Job Functions as Member of CAS Management Team

• Undertake the responsibility ensuring that operations of Melrose Care is in-line with the direction of the organisation.
• Build, maintain and enhance CAS culture among the team members in the Centre through the implementation of CAS’s HR, Finance and other policies.
