JOB DESCRIPTION (Finance and Admin Officer)

Join our team as a meticulous and reliable Finance and Admin Officer and play a pivotal role in ensuring the smooth financial and administrative operations of our organization. As a key member of the team, you will use your financial expertise and administrative acumen to manage accounts, support daily operations, and contribute to the overall efficiency and success of the company.

Duties & Responsibilities

Financial Management:

• Handle accounts payable and receivable, ensuring accurate and timely processing.
• Maintain and reconcile financial records, including invoices, receipts, and expense reports.
• Assist in preparing budgets, forecasts, and financial statements.
• Monitor cash flow and prepare periodic financial reports for management review.
• Bookkeeping and coordinating with external consultants.

Administrative Support (including Executive Assistant duties):

• Manage office supplies, equipment, and vendor contracts to ensure a well-functioning office environment.
• Organize, maintain, and file records, ensuring compliance with company policies and regulations.
• Coordinate meetings, events, and schedules to support the management team.
• Prepare and edit correspondence, presentations, reports, and other documents as needed.
• Act as the point of contact between executives and internal/external stakeholders.
• Handle confidential information with discretion, ensuring all communication is professional and accurate.
• Screen and prioritize emails, calls, and messages, responding on behalf of the executive when appropriate.
• Assist in planning and executing company events, meetings, and team activities.
• Maintain efficient office systems, including filing, record-keeping, and expense management.
• Support executives in managing ongoing projects by tracking progress, deadlines, and deliverables.
• Prepare agendas and meeting materials, ensuring executives are equipped with necessary information.
• Take meeting minutes and follow up on action items.

Compliance and Reporting:

• Ensure compliance with local financial regulations, including tax filings and statutory reporting.
• Liaise with external auditors, tax authorities, and financial institutions as needed.
• Provide regular updates on financial performance, operational budgets, and administrative functions to leadership.

Requirements & Qualifications

Qualifications:

• Bachelor’s degree in Accounting, Finance, Business Administration, or a related field is preferred.
• Proficiency in financial software (e.g., QuickBooks, Xero), Microsoft Office Suite (Excel, Word, PowerPoint), and other productivity tools.

Preferred Experience:

• Previous experience in finance or administrative roles, ideally in an SME environment.
• Familiarity with local tax regulations and compliance requirements.
• Demonstrated ability to maintain confidentiality and integrity in handling financial data.
• Familiarity with office management systems and procedures.

The WSH Officer is responsible for carrying out all the environmental, health and safety tasks to create and maintain a safe workplace and culture.

A summary of the responsibilities of this position are, and not limited to, as follows:

• Discharge duties as relevant in the WSH Act, WSH (Workplace Safety and Health (Officers) Regulations and Environmental Public Health Act
• Implement and maintain proper procedures of WSHE management, administrative and recording system
• Assist the WSHE committee chairman, act as secretary to the committee and provide guidance to the members in carrying out their safety duties
• Conduct team/ individual WSHE inspections and produce relevant reports and follow-ups
• Organize / conduct WSHE briefing/ training to all employees
• Investigate every incident/ accident and develop preventive measures
• Ensure risk assessment control measures are implemented for their activities.
• Be prepared to stop work or to notify the Site Manager in the event of any WSHE deviations

Value Add of Position

• In-depth knowledge of WSHE legal guidelines to advise and facilitate site activities

Qualifications and Education Requirements

• Education: Minimum Specialist Diploma in Safety, Health and Environment as stipulated in the Singapore Ministry of Manpower’s accepted WSH-related qualifications
• Experience: Minimum 3 years of experience in the Construction industry
• Experience in PPVC will be preferable
• Registered WSHO with Ministry of Manpower
• Registered Environmental Control Officer with National Environment Agency

Main Tasks and Duties:

• Process and perform Regulatory submission related functions and data governance
• MAS Notice 610 Submission of Statistics and Returns
• MAS 758 Minimum Cash Balance submission
• Qualifying Liabilities / Liabilities Base Return
• Fortnightly Asset Maintenance Report
• MAS Notice DIA-N01 Deposit Insurance Returns
• Monthly RMB FX turnover by product types
• Prepare and submit various reports required from Head Office in China, including regulatory reporting
• Any other data governance task
• Any other ad-hoc duties as assigned

Job Requirements:

• At least Bachelor’s degree qualification (preferably in Accounting)
• At least 2 years of relevant working experiences
• Working knowledge or experience in financial institutions is an advantage
• Analytical and meticulous to handle financial data, having strong logic thoughts
• Excellent communication and good interpersonal skills to handle stakeholders across multiple departments
• Strong team player who is able work within the team while at the same time, able to work independently to deliver quality output. Good leadership track records would be advantageous
• Good working attitude with a willingness to learn and challenge oneself
