JOB PURPOSE:

• To assist Head of LCD and AML Team Lead in ensuring that the Business & Support Units’ Anti-Money Laundering / Countering the Financing of Terrorism (“AML/CFT”) controls are effective and in line with the Branch’s AML/CFT Compliance Program
• To keep abreast of regulatory developments in prevention of money laundering and terrorist financing activities and assess impact on Branch, as well as interpretation and providing baseline advisory and recommendations
• To provide advisory and sanction support, conducting Customer Due Diligence reviews and AML investigations, enhance the AML/CFT Policy, relevant guidelines and framework

PRINCIPAL ACCOUNTABILITIES:

1. To enhance AML/CFT, and sanctions policies and guidelines as well as operating manuals to ensure branch’s exposure to financial crime and reputational risks are managed appropriately
2. To provide advisory and guidance to the Business & Support Units on possible Money Laundering / Terrorist Financing (“ML/TF”) and sanction risks, and in compliance with the regulations and policies
3. To conduct the Enterprise-Wide Risk Assessment periodically to identify associated ML/TF risks and institute action plans to migrate the risks identified from the assessment.
4. To conduct Customer Due Diligence reviews and AML investigations in identifying unusual transaction patterns in transactional accounts and trade finance activities
5. To draft and submit Suspicious Transaction Reporting, and track recommendations on risk mitigation measures and account closures, as required
6. To conduct the review, development and implementation of a risk-based compliance monitoring programme (including surveillance and thematic reviews)
7. To conduct review in the Transaction Monitoring rules and thresholds, identify weaknesses in rules and advise how rules can be tuned/optimised to provide a more effective and efficient operating environment in managing ML/TF risks
8. To prepare management reports to Head Office and Senior Management, and present key findings / follow-up actions
9. To keep abreast of the latest money laundering / terrorism financing typologies and review & enhance controls to be vigilant in detecting suspicious customer behavioural patterns
10. To plan and conduct relevant training to raise awareness on money laundering and terrorism financing among staff
11. To participate in compliance-related projects and/or perform any other duties as may be assigned by Head of LCD from time to time

KEY COMPETENCIES:

1. Sound working knowledge of MAS Banking Regulations and Guidelines on Prevention of Money Laundering and Terrorist Financing requirements and sanctions regulations, as well as guidance papers issued by key international bodies (e.g. Financial Action Task Force, Wolfsberg Group, etc.)

The Business Risk team

Our team helps organisations tackle issues around governance, risk, and controls so that they can make strategic and risk-informed decisions. We support financial institutions and other businesses by conducting internal audits, assessing the effectiveness of their internal audit teams, reviewing internal controls, advising on regulatory compliance, and improving governance through enterprise risk management.

The role

In this position, you will work closely with the team to plan and execute projects and you will play a key role in the successful delivery of services to clients. Responsibilities

• Conduct assessments on client’s information technology (“IT”) infrastructure, system and processes including identifying key or emerging risks and gaps against related MAS regulations (i.e., technology risk management, cyber hygiene and PDPA)
• Leading and executing projects or engagements for a variety of clients, including planning, interviews/workshops with key stakeholders/ senior management, including:
• Evaluating the design and operating effectiveness of technology and cyber risk management;
• Review and test IT general and application controls, system development and implementation and data conversion, including review over APIs and database integration; and
• Perform reviews over data protection and privacy.
• Communicating of identified observations/ gaps to key stakeholders or senior management, as well as providing industry leading practices on technology and cyber improvement opportunities
• Preparing written reports, organising closing meetings, wrapping up of work files, and supporting in the closure of the project or engagement
• Supporting the building and maintenance of client relationships and assisting management with business development for technology and cyber risk opportunities
• Keeping abreast of technology risk and cybersecurity regulations

Qualifications and requirements

• Recognised bachelor’s or master’s degree in IT or computer science or related IT specialisation;
• At least 3-5 years of technical experience in performing reviews over the following areas:
• Technology and cyber risk management including assessments against MAS Technology Risk Management, Cyber Hygiene and PDPA notices and guidelines;
• IT internal audit covering assessment of IT infrastructure, general and application controls review; or
• IT Governance and Security reviews.
• Knowledge on IT infrastructure and ability to understand ERP system configurations
• Experience implementation and integration of governance, risk and compliance tools is highly preferred
• Some work experience in a professional services/ consulting firm or industrial/commercial IT internal audit
• Professional qualification in IT risk, e.g., CISA or CIA
• Strong sense of accountability, good time management and project management skills
• Effective report writing skills, proficiency with MS Office, strong analytical and interpersonal skills
• Candidates with data visualisation and analytics skills will have an advantage

What is the opportunity?

As a Trust Officer, you will be reporting to the Head of Trust Administration. You will be primarily assisting with the day to day administration duties of Trust structures managed in Singapore.

What will you do?

• Responsible for a portfolio of high net worth clients Trust relationships.
• To act as an effective member of the fiduciary team, and to assist other members of the team to ensure that all business objectives are met, and all operational standards and controls are complied with, to maintain a sustainable fiduciary business.
• To help maintain the highest level of trust and company administration to minimize business risk, and to adhere to a culture of compliance with policies, and appropriate risk management.
• Responding to requests from clients, family offices, outside professionals and Banking Teams for execution of transactions, provision of information, FATCA and CRS requirements, regulatory requirement.
• Maintaining fiduciary documentary files according to guidelines and procedures to ensure that legal, fiduciary and record keeping responsibilities are performed and that there is evidence thereof.
• Read, understand and review financial statements and to liaise with the firm’s accounts department regarding the preparation of financial statements for both trusts and companies.
• Assist in updating and/or drafting new procedures to reflect the latest regulatory environment.
• Handle any ad hoc projects as assigned.

What do you need to succeed?

Must-have

• The role would typically require at least 7 years’ experience in handling Trust administration matters
• Good written and verbal communication skills
• Participate in meetings with Wealth Planners, Relationship Managers and clients as and when required
• Accounting, Estate Planning or other business related qualifications
• Good technical ability in trust laws for respective jurisdictions and good operational knowledge on various types of trusts available for respective jurisdictions
