• Review and check the drawings, designs specification, materials and equipment from vendor for conformity with project technical requirements
• To liaise effectively with vendor and inter-departments to resolve engineering technical issue
• To resolve and response to client comment.
• Prepare information drawing for interface design work whenever is necessary
• Prepare bill of material for cost estimation of bid project
• Provide engineering support for the equipment installation and commissioning activities at site
• Provide engineering support for maintenance works.

Qualification & Experience Generally Required

• Bachelor Degree in Mechanical Engineering or its equivalent
• Min. 1 to 2 years engineering knowledge in mechanical disciplines in Oil & Gas and Petrochemical industries.

The PTO Lead Process Engineer leads new product introductions and the transfer of drug products to other facilities of moderate/high complexity independently and is a coach for his/her colleagues on the commercialization and manufacture of all drug products. He/ she typically will assume the responsibilities of a technical product steward and leads/supports all technical/ process activities (for example) investigations, validation and qualification processes, risk assessments and process safety management activities under his/ her responsibilities. The PTO Lead Process Engineer also leads/supports continuous process improvement activities to enhance site performance metrics and provides advanced/expert knowledge to the site and across our global technical network (while leveraging on other site experiences / knowledge) and continuously expands on personal expertise. He/ she will also provide technical supply support independently. The PTO Lead Process Engineer is expected to possess advanced/expert knowledge of at least one process/platform technology and supports the objectives of his/her seniors and the direct supervisor.

WHAT YOU WILL DO

MAIN RESPONSBILITIES

• Leads new product introductions to the site by conducting process and equipment comparisons, new raw materials introduction, development studies, clinical supplies manufacturing, cleaning processes development/ validation and training of technicians as required. Identifies and implements strategies for PPQ matrixing, novel technologies and new products etc. Authors PPQ protocols, reports and other associated documentation related to a new product introduction. Expected to have an advanced knowledge of product development, scale-up and technical transfer, key supporting documentation and associated regulatory requirements. Anticipates and remediates quality issues and challenges from the technology transfer process. Demonstrates advanced knowledge in technical writing for investigations, change request, PPQ reports and CMC sections.
• Leads and/or supports the design and execution of small/ full scale experiments using appropriate methodology and/or simulations for products/ processes to evaluate the impact of proposed changes to validated equipment/ processes.
• Proactively identify solutions independently to address issues that arose during experiment/ evaluation
• Leads/ provides technical guidance in support of site and divisional capital projects and new facility start-up activities. Ensures that the process design is well thought-out and robust for routine manufacturing. Provide technical input independently to the process design to ensure its fit for purpose for routine manufacturing. Responsible to transfer the knowledge of the project and facility to IPT colleagues.
• Provides technical expertise related to the product, equipment and manufacturing/cleaning processes in response to deviations/ product complaints/ adverse events to identify point of occurrence, root cause and corrective/ preventative actions. Demonstrates ability to lead and resolve complex technical issues and investigations and resolve with minimal supervision.
• Provides technical expertise for compliance activities such as audit and regulatory support. Acts as primary regulatory representative with business partners and regulatory agencies for moderately complex products/ programs/ issues.
• Manages product portfolio activities and is expected to manage a project team for activities associated with the product portfolio. Examples (but not limited to) include managing documentation updates (e.g. SOPs, batchsheets, recipes), quality risk assessments, change control management/ filing support (if applicable) and validation activities such as equipment qualification, simple process validation and cleaning validation/monitoring activities. Expected to have an advanced knowledge of respective compliance topics related to the above-mentioned activities. Demonstrates good project management skills (e.g. define core team and activities, project scheduling, stakeholder management and issues escalation etc), and demonstrates the ability to manage/ influence the project team.
• Supports routine supply manufacture by providing on going technical support to the IPT, participates in Tier processes and implements opportunities for improvement utilizing MPS (Our Production Systems) tools. Ensures optimum production runs, identifies constraints and non-conformances and troubleshoots to resolve complex issues in production systems. In addition, conceptualizes process designs to troubleshoot and resolve complex operational or manufacturing issues and recommend enhancements to improve production runs and enable the continuously improvement of the product cost structure.
• Manages and performs the proactive monitoring of the performance of process parameters, critical quality attributes and equipment/module(s)/unit operation(s) performance during manufacturing and cleaning. This could involve leading/participating in Prospective Process Analysis (PPA), statistical analysis and response to shifts and trends in process performance. Undertakes responsibilities as an active site product steward and is a member of the Value Chain Technical Team where applicable.
• In addition, leads Continued Process Verification and participates in Annual Product review activities as part of product lifecycle management. Applies moderately complex statistical and risk analysis tools to evaluate actions required to ensure product robustness across applicable manufacturing equipment and processes.
• Demonstrates advanced understanding of product CPP, CQA, Cpk and sterile boundary of the current validated processes. Has good knowledge of the raw materials and PCC (product contact components) used for the products under his/her responsibility.
• Actively participates and shows commitment to collaboration and sharing of best practices across the global S&T network. Typically possesses advanced and/or expert knowledge in at least one platform technology/ process.
• Complies with all divisional and site-specific policies, guidelines and procedures.

WHAT YOU MUST HAVE

Qualification:

• Bachelor's degree in a technical field, including Chemical or Mechanical Engineering, Chemistry or Pharmaceutical Sciences

Experience:

• Responsible for ensuring that all works meet scope and technical quality of the project and comply with project requirements.
• Monitor P&ID revisions and ensure the compliance between piping 3D model with latest P&ID.
• Monitor design input need date and data required to execute the piping design works.
• Monitor 3D model clash and design review comments / punch lists.
• Monitor the comments from Client and Classification Society.
• Monitor all the piping related interface points.
• Monitor all the hotwork, tank’s coating and drydocking related activities where applicable.
• Monitor piping procurement status and surplus material due to drawing revision.
• Monitor all the hold items that affecting piping design completeness.
• Monitor and control the development of piping weight.
• Ensure proper communication and workflow are well established between piping stress team with pipe routine and pipe support designer team. Closely monitor the compliance between piping 3D model with the latest pipe stress analysis report.
• Review/comments piping arrangement, isometric and pipe supports drawings from piping designers.
• Review/comments on piping calculations carry out by other piping engineers/ subcontractors (e.g. pipe stress analysis report, flow master report, surge analysis report).
• Review/comments technical proposal from vendor.
• Review/comments vendor certified Document (VCD).
• Monitor and control drawing revisions especially when construction already started.
• Ensure proper communication and workflow are well established between piping designing team with construction team. Monitor the compliance between piping construction drawing (piping isometric and pipe support drawing) with the latest 3D model.
• Monitor the piping design database completeness (such as 3D model attributes, etc) to meet the project Digital Engineering requirements.
• Interface with vendor, other discipline lead, procurement, production, commissioning.
• Onboard vessel to carry out inspection at site.
• Provide support to piping construction, QA/QC and other non-engineering design related activities such as inspection, coating, painting, welding, test packages, etc.

Requirements:

• Prefer to have at least 5 years of piping engineering related working experience or similar activities as describe above.
• Min. Bachelor Degree in Mechanical Engineering.
• Prefer to have experience in Offshore/Shipyard project, Rig building/Ship building.
• Prefer to have experience in FPSO project, both topsides & marine.
• Good knowledge in Piping Design.
• Good knowledge in International Standards related to Piping such as ASME, ASTM, API and Classification Society Rules and Regulations.
• Good skill in Excel is preferred.
• Experience in using AutoCAD, Naviswork, Smart Plant, Aveva, Cadmatic, etc. is preferred.

Overview:

To lead a team of personnel (Yard and contractors) on the efficient operation of activities carried out onboard vessel (offshore newbuilding, repair, conversion and modification) or workshop and ensure that works are completed within stipulated schedules with skill, efficiency, quality and innovative solutions. Operation activities include practical design, practice procurement, project management, construction, installation, testing and commissioning. Lead the Safe Distance Officer for Covid-19 or similar where applicable.

Responsibilities:

• Administers, monitors and continuously ensures that all operations conform to safety requirements and maintains high safety standards.
• Based on defect list given by ship owner, plans, prioritises and executes repair activity based on available resources and facilities. Provide information to APM for any CM39 requisition
• Co-ordinates and disseminates all the repair activities in the repair process in a given schedule with supervisors, yardmen and contractors in accordance to the Department Work Instruction and specifications.
• Attends vessel safety co-ordination meetings to ensure that all repair activities are carried out in a safe environment and meets the applicable statutory, regulatory and contractual requirements.
• Attends department production meeting to co-ordinate work progress, update work schedules promptly and scope of work. Highlight critical path and also channel to Ship Repair manager to achieve project milestones and prevent cost overruns.
• Liases with Shiprepair Manager/ Billing Dept about variation and additional in work scope. Raise variation order for additional work not stated in the specs
• Liaises and coordination with relevant trades towards milestone set
• Liaises with Superintendent for critical activities for smooth operation and provide technical proposal.
• Ensure cost control by correct Just In Time material ordering, proper manpower deployment and reporting, rework prevention, continual improvement on work method in order to meet the EVA, KPI and Key Thrust set by the department
• Feedback to HOD and superior on any non-conformance and record in Incident reporting and follow up on corrective actions
• Ensure all completed works carried out are documented and verified by Client
• Contractors work completion report verified as per actual carried out
• Ensure proper usage of department assets and report any non-conformance
• Whenever required communicate through by means of IT networking and solutions
• Ensure the safety of personnel through compliance with Occupational Safety and Health and Environmental Regulations and HSE operating procedures and conduct Risk assessments before commence of work. Counsel employees about compliance as necessary.
• Participate in the preparation of Safe work, Environmental control and Emergency procedures and Audit Matters e.g. ISO9001:2015, ISO45001:2018 and ISO14001:2015.
• Ensure that all Health, Safety, Environmental & Quality (HSEQ) plans are followed. Perform Safe Management/ Distancing Officer duties stipulated when assigned
• Any other associated tasks and responsibilities assigned from time to time.

Preferred Requirements:

• Preferably with 2 years’ working experience in a similar capacity.
• Effective planning skills, good supervisory ability, conflict management skills and interpersonal skills.
• Effective problem solving and decision making skills are also essential.
• Ability to communicate in other languages (like Mandarin, Tamil, and Malay) would be an added advantage.
• Basic knowledge on Piping Standard and Compliance with all Codes, Policies, Procedures e.g. ASME Code for Pressure Piping B31.3, ASME IX, IACS
