The Category Manager role has a global scope where the successful candidate will lead one or more procurement categories for Sea Sourcing’s growing fleet of vessels. He/She will independently conduct Strategic Sourcing and Contracting activities, manage key vendors in support of the long-term category strategies, apply procurement policy in cooperation with stakeholders, monitor contract compliance and utilization, and perform regular reporting to senior leaders throughout the organization.

Job Responsibilities

• Strategic Perspective: Owns one or more procurement categories; develops and executes long-term category strategies in support of the department and company strategies. Accounts for market situation, market development and internal customer requirements. Prioritizes projects and operational support objectively based on understanding of relative urgency and impact.
• Supplier Management: Monitors contract performance while developing and driving structured supplier relationships. Develops reporting methods and tools to track and benchmark purchase, savings and identify additional areas of opportunity. Establishes and manages favourable vendor relationships to ensure competitive pricing and effective service levels; addresses performance issues related to the vendors and act as the main point of contact for general / performance-related communications with the vendors.
• Sourcing: Independently leads complex sourcing or cost optimization projects through the strategic sourcing and project management processes. This includes demand mapping, creation of complex sourcing events, creation of advanced total cost analyses, negotiations and contracting. He/She interprets data, collaborates with internal stakeholders, leads negotiations with vendors, makes fact-based recommendations, and ensures thorough implementation of new contracts for use by Purchasers of the Sea Sourcing partners.
• Maintenance & Development of Systems: Adheres to required workflows, maintains internal tools for contract and vendor management, purchasing support etc. Develops and/or improves reporting tools and dashboards related to spend management, vendor performance, contract compliance or other matters, in the pursuit of greater efficiency and scalability.
• Supply Management: Collaborates with Supply Chain and Operations to establish cohesive supply planning and distribution strategies globally. Proactively identifies areas of supply risk (demand, supply, environmental and business continuity) and work with stakeholders to develop and implement risk management strategies.
• Teamwork: Performs well in a complex organization where agility is required to serve all stakeholders in line with their requirements and expectations. Ensures procurement of goods and services match the quality required by the respective Sea Sourcing partners’ operations and technical functions. Stays generally aware of major development in other categories and involves himself/herself in the work of colleagues by offering support, guidance, and constructive feedback when relevant. Pro-actively shares best practice.
• Internal Compliance: Is familiar with the Health, Safety, Environmental Protection and Quality Policies and understands the responsibilities and requirements included in Sea Sourcing partners’ policies including their ESG programs. They understand their duty to report any environmental noncompliance via the Sea Sourcing partners open reporting system as per relevant guidelines.

Job Requirements

• Minimum five years’ experience in a Procurement function, with preference for Category Management and/or Strategic Sourcing roles.
• Experience in the maritime industry is a plus, with preference for experience with a vessel-owner or vessel-operator.
• Diploma / Degree in Business, Economics, Finance, Logistics, or related field.
• Strong relationship building and business acumen. Must be able to establish credibility with business stakeholders and influence where needed.
• Maturity to take ownership of assigned categories and projects, and the energy and confidence to drive an agenda of continuous development.

Job Description

• Act as a Finance Business Partner to the designated Research Centre/ Institutes within the cluster and provide strategic support to its management and budget holders by proactively monitoring financial activities and financial reporting specific to the Institutes, and clearly communicating results of the analyses.

Duties & Responsibilities:
Financial Management and Oversight

• Ensure smooth day-to-day financial operations of the Research Centre (RCE) / Institutes (RICs) within the cluster, including exercising financial control over budget expenditure, revenue collection and financial reporting.
• Drive the annual budget and forecast exercises by coordinating all movements of budget, ensuring timely submission of budgets to central teams.
• Participate in strategic meetings and budget planning sessions with the Institutes’ management, providing valuable financial insights to aid decision-making.
• Partner closely with Institutes to guide cost-efficiency initiatives and offer expertise in implementing resource optimization strategies, leading to a reduction in operational expenses.
• Analyse Institutes’ financial positions and funding status, offer insights and recommendations for periodic reporting to the Institutes’ management for decision-making processes.

Grant and Fund Management

• Partner closely with Institutes (as host institution) for effective grant administration, provide financial guidance throughout the grant lifecycle and facilitate budget allocation for various projects and funding sources, to enhance the host institute’s financial stability and research pursuits.
• Collaborate with budget owners to manage grants / funds and proactively identify issues for timely solutions and ensure optimal utilisation of funds.
• Ensure full understanding and compliance with the terms and conditions of the grants as predetermined in the signed letter of awards / agreements.
• Oversee grant claim statements preparation and timely submission to funding agencies, including liaison with auditors and fulfilment of audit requirements, and prompt response to queries for a smooth and timely audit fieldwork.
• Work collaboratively with the Institutes’ stakeholders and central shared services teams during financial year-end closing and grants’ closing activities to ensure all legitimate transactions are properly recorded and all financial reports are accurately prepared.

Governance, Controls and Compliance

• Ensure compliance with related tax filing matters including GST, withholding tax and taxable benefits for personal claims.
• Timely perform Risk Control Matrix (RCM) testing and address anomalies to mitigate financial risks, and ensure certification sign-off by Institute’s HOA before the financial year’s closing deadline.
• Liaise with internal auditors on all internal audit matters, where required.
• Coordinate and oversee the annual fixed assets verification exercise of the designated Institutes. Work collaboratively with Institutes’ stakeholders to ensure compliance with the verification procedures and maintain accurate records of fixed assets.

Leadership

• Execute plans and strategies outlined by Cluster Lead, ensuring that team goals align with the broader NUS / research finance cluster objectives.
• Resolve operational issues and challenges, making decisions with defined parameters and escalating complex issues when necessary.
• Monitor individual and team performance, offering feedback and support for continuous improvement

Process Improvement and Stakeholder Communication

• Proactively engage with Institutes’ stakeholders to understand their needs, challenges and goals.
• Provide guidance and updates to stakeholders on finance policies, guidelines and procedures, as and when required.
• Identify opportunities to develop guidelines and streamline financial processes for operational efficiency and resource optimization.
• Lead change initiatives such as projects, system implementation and other assignments as may be directed from time to time.

Qualifications

• Accounting Degree/ACCA or equivalent with at least 10 years of relevant working experience
