Co-Development Business Unit is looking for Digital Project Manager

This is a two-year contract role
What will you do?
The scopes of the services include, but are not limited to:
- Lifecycle Management and Policy Compliance: Support project officers in managing IT systems across planning, design, development, deployment, maintenance, and support stages, ensuring adherence to policies.
- Cloud Integration and Service Management: Facilitate system onboarding to cloud platforms, manage service activations and data migration processes, and handle technical feasibility assessments of change requests.
- Testing, Compliance, and Risk Assessment: Oversee User Acceptance Testing (UAT), review security and compliance reports, prepare cybersecurity documentation, and manage third-party risk assessments.
- Vendor and Stakeholder Coordination: Collaborate with vendors to ensure contract compliance, report project progress to managers and stakeholders, and perform ad-hoc administrative tasks
- Support the Board’s project officers to manage the Board’s IT systems over various stages of the system lifecycle, i.e. planning, design, development deployment, maintenance and support, in compliance with the Board’s and Whole of Government policies and procedures.
- Support the Board's Project Officers in reviewing the requirements and tender specifications for new systems proposed by the Board’s user departments to align with the Board’s policies and seeking clearances from the relevant authorities.
- Facilitate system onboarding to various cloud platforms e.g. Government Commercial Cloud (GCC), Government Commercial Cloud Plus (GCC+)
- Raise and manage service activations and requests, and manage data migration processes.
- Oversee User Acceptance Testing (UAT) and project completion.
- Review hardening, VAPT (Vulnerability Assessment and Penetration Testing), and SCR (Security Compliance Review) reports, as well as vendor's risk assessments.
- Prepare and submit the relevant documents for cybersecurity compliance.
- Review vendor reports to ensure compliance with contract requirements and IM8 standards.
- Manage third-party relationships and risk assessments.
- Assess technical feasibility of the change requests and review vendor's proposed scope of work.
- Work closely and report to the Board’s project manager and stakeholders on the project progress, delays and any other matters pertaining to the assigned projects regularly.
- Other assigned ad-hoc or routine project administrative tasks.
What are we looking for?
- Degree in Computer Science, Computer Engineering, Electrical or Electronic Engineering or equivalent
- 3-5 years of experience in digital project management, preferably having gone through at least one (1) full project lifecycle from initiation to closure
- Familiar with deploying and managing cloud hosted systems across the various Cloud Service Providers (CSPs), such as Microsoft Azure, Amazon Web Services.
- Hands-on experience with system functionalities testing, GCC onboarding, data migration processes, and supporting service activations/requests.
- Experience in reviewing security hardening reports, VAPT and SCR reports.
- Below skillsets are an advantage:
- Experience in Operational Technology (OT) and/or Industrial Control Systems (ICS)
- Relevant professional certifications such as Project Management Professional (PMP), Microsoft Azure/AWS/Google Certified Solutions Architect, CompTIA Security+, SANS GIAC Security Essentials (GSEC), (ISC)2 Certified Information Systems Security Professional (CISSP)
