Responsibilities:

• Oversee team budgets during closing periods, yearly budgeting, and forecasting cycles.
• Accurately manage and allocate team resources to meet operational needs.
• Evaluate and handle internal processes for proposals before sharing them with customers.
• Coordinate knowledge transfer or operational handovers between project and operation teams when necessary.
• Collaborate with business partners and vendors as required.

Key Requirements:

• At least 5 years of experience in team leadership, budget management, scheduling, and resource allocation.
• Must be ITIL V3 or V4 certified.
• Knowledge of on-premises, cloud, network, and server environments for operational cost estimation is essential.
• A bachelor's degree in any field is required.
• Proven ability and willingness to adapt to new technologies.
• Capable of working independently in a fast-paced environment.
• Familiarity with cloud service-related software, hardware, and products is an advantage.
• Experience with projects involving software-defined data centers or cloud service infrastructure is beneficial.

• Support Senior Management in the development and implementation of business strategies. Facilitate and nurture strong client relationships while proposing partnership models (focused on legal aspects) for strategic collaborations.
• Establish and oversee the Contracts Department, managing all aspects of pre- and post-contract administration and tender processes, including procurement activities.
• Lead the team in cost planning and the preparation of tender submissions.
• Supervise the process of obtaining quotations, conducting negotiations, evaluating bids, making recommendations, and finalizing contracts.
• Collaborate with stakeholders to draft, review, negotiate, and execute contracts for marine construction projects. Ensure all agreements are accurate, comprehensive, legally compliant, and aligned with organizational objectives, including assessing obligations, payment terms, deliverables, and associated risks.
• Identify potential contractual and project-related risks, devising and implementing effective mitigation strategies.
• Review and validate monthly progress claims.
• Assess payment claims from subcontractors.
• Attend client and project site meetings to discuss costs, variations, and project-related matters. Coordinate with clients and consultants on key issues.
• Work closely with project managers, engineers, and relevant stakeholders to ensure adherence to contract terms and the achievement of project milestones.
• Track project budgets and expenditures, ensuring alignment with contract terms while identifying potential cost-saving opportunities.
• Provide legal advice and support to various teams, including drafting, negotiating, and managing contract documentation.
• Engage with internal and external legal advisors to address and resolve disputes.
• Prepare formal contractual correspondence to clients, consultants, and subcontractors, such as extension of time claims and other key notices.
• Maintain comprehensive records of contract activities and provide regular updates to senior management regarding contract status, risks, and challenges.
• Conduct regular reviews to evaluate contract performance, identify areas for enhancement, and optimize overall value delivery.

Requirements:

• Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field.
• At least 8 -10 years of experience in contract management in construction industry, including experience with large-scale projects.
• Legal knowledge and experience with contracts are preferred
• Good in presentation and negotiation skills.

We are a startup aiming at providing tele-healthcare services to patients and elderlies. We have a strong shareholder base including investors from the US, China, Malaysia and Singapore.

The Project

We are working on a project to implement and localize an AI-facilitated tele-healthcare system from the US in Singapore and other regional countries.

Job Duties

• Work with the system development and operating team in the US to understand the system.
• Find out the differences on the legal and practical requirements on medical data handling in the US and the targetted countries where the system will be implemented and localized.
• Work with the IT team in China to implement and localize the system according to local laws and regulations.
• Develop new functions for the system according to user requirements.
• Maximize the value of the data collected from the system.

Job Requirements

• Over 8 years of experience in IT project implementation.
• At least 3 years of experience in artificial intelligence, machine learning, data analysis with focus on cloud-based AI/ML workloads.
• Experience in data governance, security, modeling, data warehouse, etc.
• knowledge of regulatory compliance (Personal Data Protection Act, General Data Protection Regulation, Protected Health Information, etc.), cyberseurity, risk management.
• Strong leadership and project management skills, including working experiene with cross-functional cross-cultual teams.
• Excellent communication and presentation skills, capable of interfaing with shareholders, senior managment, healthcare practitioners and system end users.
• Proficient in Chinese preferable.
