As a Lead Governance Manager in the APAC Technology Management Office (TMO), you will drive the successful delivery of complex technology projects and programs that will help reach business goals across the firm. Job responsibilities

• Apply a demonstrated understanding of the impact of regulatory change and engagement on Technology; functioning of governance frameworks; and legal entity structures and operating models to the role.

• Oversee the management of third-party and inter-affiliate (intra-Bank) outsourcing engagements, including materiality assessments and regulatory notification where necessary for APAC locations.

• Manage and uplift of inventory management processes for APAC locations, which provide enabling reference data for the Technology ‘EMR’ (Executive Management Reporting).

• Provide support for the Singapore Senior Technology Officer and Singapore Technology Operating Committee (STOC), in their oversight role for Technology (Incidents, Headline Programs, Risk metrics, key regulatory engagements and change, etc.).

• Support the Senior Technology Officer (“STO”) on Technology updates and escalations to senior committees.

• Engage in location Technology audits and regulatory assessments where input is required on accountable areas (governance framework, outsourcing, inventory management, etc.).

• Develop and execute comprehensive project plans, incorporating technical requirements, resource allocation, and timelines to ensure on-time delivery of technology solutions.

• Identify and mitigate risks, proactively addressing potential roadblocks and implementing contingency plans to maintain project and program momentum.

• Collaborate with cross-functional teams, including engineering, product, and business stakeholders, to define program scope, objectives, and deliverables, ensuring alignment with overall business goals.

• Utilize advanced analytical reasoning to assess program performance, identify areas for improvement, and implement data-driven optimizations to enhance efficiency and effectiveness.

• Champion the adoption of agile methodologies and technical solutions, fostering a culture of continuous learning and innovation within the team.

Required qualifications, capabilities and skills

• Bachelor Degree or equivalent qualifications

• At least 5 years of IT risk management experience or equivalent experience

• Advanced expertise in stakeholder management, with the ability to establish productive working relationships and influence decision-making across cross-functional teams and clients

• Advanced experience in utilizing technical fluency, including knowledge of vendor products and managing vendor relations

• Proven track record of effectively managing resources and high-performing teams in a fast-paced, agile environment

• Demonstrated proficiency in applying analytical reasoning and problem-solving techniques to break down business, technical, or operational objectives into manageable tasks and activities

Preferred qualifications, capabilities and skills

• Experience in IT management and preferably in the financial services sector in a regional or global capacity

• Knowledge of legal entity operating models, Board/Branch committee governance structures and management accountability regimes is preferred

• Experience in facing financial regulators and industry self-regulated bodies is preferred

GENERAL DESCRIPTION

This position within the Business Risk Management department is responsible to perform the Monitoring & Assurance (M&A) reviews in accordance with the M&A framework with a set of globally aligned methodologies, as well as location specific reviews.

The incumbent will monitor any non-adherence to the existing requirements as set out in the bank’s policies and highlight any potential misconduct and emerging risk to the relevant forum and parties. MAIN DUTIES
