The Project Manager (Civil) / Risk Management Facilitator is responsible for assisting the Project Director on the progress of site works and manpower related aspects of the project.

A summary of the responsibilities of this position are, and not limited to, as follows:

• Prepare master construction program and catch-up program, if applicable.
• Involve in the site setting up and tower crane location erection & dismantling.
• Control and monitoring of sub con progress.
• Ability to resolve drawing discrepancies prior to start work and settle drawing issue with technical team & consultants.
• Understand and able to know how to work out prelims, budgeting and monitor cost report.
• Ability to plan for site access during different stages of work.
• Involve in planning all works on site, including program schedules and construction methods, forecast equipment, material and manpower requirement, and control usage and wastages of all.
• Liaising with any consultants, subcontractors, supervisors, planners, quantity surveyors and the general workforce involved in the project;
• Communicating with clients and their representatives (architects, engineers), including attending regular meetings to keep them informed of progress.
• Facilitate the hazard identification and risk management sessions for the preparations of the Safety Submissions.
• Update and maintains Hazard register according to LTA requirements.
• Attend the Engineer’s Project Safety Committee Meetings and any other risk management meetings as directed.
• Overseeing quality control and health and safety matters on site.
• Adherence to safety practices in the workplace.

Skills and Requirements

• Education: Degree in Civil Engineering from a recognized University
• Experience: Prior experience in Singapore MRT / Civil projects is a must.
• Minimally 10 years of working experience in the design and the supervision of the construction of structures
• Attended the Design for Safety Professional Course and passed the assessment

Key Responsibilities:

• Spearhead, plan, and oversee the management of building defects and conversion works to meet asset objectives and ensure high standards across a diverse property portfolio.
• Collaborate closely with the in-house technical team, as well as external consultants and contractors, to assess and address building-related defects, offering practical solutions for rectification, operation, and maintenance of building facilities and systems.
• Source and manage consultancy services and contractors for the successful implementation of rectification and conversion projects.
• Review proposals from consultants for new developments, ensuring they meet functional and operational requirements for efficient building management.
• Take ownership of budgeting and cost control for repair and maintenance activities, long-term asset repair and replacement planning, and capital expenditure projects.
• Identify opportunities for new initiatives or automation processes, providing recommendations to enhance cost-efficiency and operational effectiveness across the portfolio.
• Offer expert guidance to the local team in addressing complex structural and mechanical challenges, ensuring timely resolution.

Qualifications & Requirements:

• A degree in Engineering (Electrical or Mechanical) or a related field.
• Minimum of 15 years of hands-on experience in building facilities management, project management, and integrated fit-out works.
• Strong proficiency in MS Office (Word, PowerPoint, Excel); experience with SAP is a plus.
• Fire Safety Manager certification is highly advantageous.
• Exceptional leadership, organizational, and communication skills, with the ability to foster strong working relationships.
• Proven ability to manage multiple operations and projects concurrently, ensuring deadlines and objectives are met.
