Role Description

We are looking for a full-time HR Executive to join our dynamic and diverse team in Singapore. As an on-site HR Executive, your role will be to handle and manage administrative tasks relating to human resources including employee onboarding, off-boarding, managing employee data, maintaining HR records, and assisting in recruitment initiatives.

Roles & Responsibilities

Manage the end-to-end recruitment process, including job postings, screening, interviews, and offers.

Conduct new hire orientations and ensure a smooth onboarding process.

Serve as a point of contact for employees, addressing concerns and resolving workplace issues.

Promote a positive work environment through effective communication and conflict resolution.

Assist managers in setting performance goals and conducting performance reviews.

Monitor employee performance and provide guidance for improvement.

Develop, update, and communicate HR policies and procedures in compliance with labor laws and regulations.

Ensure organizational compliance with employment laws and regulations.

Identify training needs and organize employee development programs.

Evaluate the effectiveness of training initiatives.

Administer payroll and benefits programs, ensuring accuracy and timely processing.

Address employee inquiries about compensation, benefits, and related policies.

Maintain accurate employee records and HR documentation.

Generate HR reports and metrics to support decision-making.

Organize and coordinate employee engagement activities and events.

Foster initiatives to enhance employee satisfaction and retention.

Qualifications

Bachelor's degree in Human Resources or related field.

Proven experience working in Human Resources, with at least 3 years of experience in HR Administration.

Excellent communication, interpersonal, and organizational skills.

Good knowledge of Singapore's employment related laws and government regulations.

Experience working with HRIS systems such as Workday is a plus.

Familiarity with recruitment processes and ability to assist with recruitment initiatives.

Ability to handle sensitive and confidential information.

Attention to detail and strong problem-solving skills.

Job Description

1. Recruitment – Manage recruitment activities including job postings, screening and scheduling, and conducting interviews.
2. Employee Life Cycle – Handle onboarding and offboarding activities. Handle staff confirmation, movement, and promotion.
3. Compensation and Benefits – Process monthly overtime claims and eClaims, ePayroll and CPF. Handle yearly tax submission and adhoc tax clearance for foreign employees. Administer eLeave, group insurance renewal and claims. Consolidate government paid leaves for claim submissions. Consolidate salary benchmarking data for salary review. Handle AWS and Variable Bonus payments, and increment matters. Manage employees’ birthday vouchers and long service award.
4. Employee Engagement – Draft memos and communicate with employees on HR matters. Handle events such as Teachers’ Day Celebration, Staff Retreat, etc.
5. HR Policy Review – Work with relevant stakeholders on policy review and updates.
6. HRIS - Maintain the QuickHR system and help resolve employee’s enquiries.
7. Other Matters – Liaise with government agencies on required submission such as MOM Labour Survey, Absentee Payroll, etc. Update HR statistics for monthly reporting. Prepare HR slides for monthly COM Meeting.
8. Perform any assigned duties with the Company and its subsidiaries diligently.

Job Requirements

• Minimum Diploma in relevant field (preferably in HR/Business Administration)
• Good knowledge of Singapore Employment law and sector statutory requirements
• Team player; able to work well independently in a fast-pace environment
• Possess strong interpersonal and communication skills
• Proficient with Microsoft Office Suite with good written skills
• Experience/s in the Early Childhood Education industry is a plus

Responsibilities:

Payroll processing:

- Execute payroll processing for Local, Assignees, Transferee

- Conduct payroll checking and verification of all payouts to ensure accuracy

- Ensure payroll accuracy within the system (BIPO & SAP)

- Seeking approvals for CPF (Central Provident Fund), FWL (Foreign Worker Levy) payments, Tax Payment and SDL (Skills Development Levy), ensuring all statutory payments are made on time

Income Tax:

- Yearly Income Tax Reporting & Tax Clearance (Local)

- Manage tax clearance procedures for employees leaving the company, ensuring timely submission to relevant authorities

- Prepare payroll data for Vendor, verify tax reports and submit yearly income tax reports in compliance with local regulations

Providing support for Internal & External Audits:

- Provide necessary documentation and support for internal and external payroll audits

- Ensure that payroll processes comply with auditing requirements

Government Claims Submission

- Verify the submission of government claims and passed it over to vendor for submission

Incoming Funds Details (Payroll related) to Finance

- Check on Incoming Funds received from Finance and to provide details to Finance

Reports to Finance and GDC:

- Prepare and submit payroll reports to the Finance department, ensuring data accuracy and timeliness

- Provide assignee payroll reports to GDC per request

- Checking on suspense payments and payroll clearing to Finance

Cancellation of Work Passes for Leavers

- Handle the cancellation of work passes for employees who have resigned or are leaving the country

NS Submission

- Ensure timely and accurate submissions in accordance to requirements and obligations

Respond to complex employee queries on Payroll matters

Invoices

- Verify payroll and tax related invoices

General Payroll Administration:

- Manage BIPO system user access (resetting passwords for user login)

- Notify relevant parties of monthly payroll cutoff dates

- Generate pay slips for leaving employees

Exit Clearance (Local, Assignees, Transferee)

- Sign off the final clearance process for the last salary payment of exiting employees

Requirements:

- Diploma in Human Resource Management or related field

- Minimum 2 to 3 years’ experience in human resource function in a similar capacity

- Well versed in Microsoft Office & SAP

- Well versed in local employment statutory laws, regulations, employment act & practices

- Minimum 3 years of payroll experience and payroll vendor management

Responsibilities

• Perform duties according to SOP and Transport Management System (TMS) Manuals and ensure each step is performed according to KPI’s set.
• Proficient communication with relevant parties:
• Control Party: Ensure receipt of shipment handling instruction, meeting the minimum information required.
• Rhenus Network/Agents: Ensure clear communication of shipment handling instruction, receipt of shipment details from relevant suppliers, and confirmation to proceed with shipment processing.
• Customers: Ensure receipt of confirmation on the shipment details obtained from relevant suppliers, prior to shipment processing. Ensure notification of shipment milestones.
• Check the Airfreight Import Job created in TMS and ensure 100% compliance to the mandatory shipment requirements.
• Check Mandatory Status Codes set in TMS and ensure that the date and time are as per the actual event.
• Pro-actively monitor any event discrepancies from point of Arrival up to point of Delivery and enter relevant discrepancy codes in TMS.
• Create Accounts Receivable and Accounts Payable invoices in TMS.
• Create Accruals of cost and sale on job level in TMS.
• Ensure completion of job file with all the required documents and closure of job in TMS.
• Manage and solve issues escalated by relevant Operations Staff.
