The Institute of Sustainability for Chemicals, Energy and Environment (ISCE2) was established by A*STAR in 2022 to support Singapore's sustainability goals, including the Singapore Green Plan and Zero Waste Masterplan, through strong international partnerships with industry, public agencies, and academia. Import Shipping Manager

Job Description:

Coordination & Planning

1. Develop and implement import strategies and procedures

2. Co-ordinate with suppliers and third party logistics to ensure smooth import operations

3. Ensuring third party logistics clear and unstuff the import containers on time

4. Ensuring third party logistics provide unstuffing report on time

5. Monitor, track and follow up shipping schedules with suppliers to ensure timely and accurate delivery. Update the shipping schedules in Navision

6. Send updated import schedule report to management and R&D team weekly

7. Update management and R&D team whenever there is a revise in vessel schedule or new shipping info

8. Monitor and ensure supplier provide the shipping documents on time for customs clearance

9. Transfer of Raw Material & Finish Product

10. To lead and manage end-to-end operational activities for transfer of raw material/finished product between warehouse and production plant.

11. Monitor and ensure claim for damage bag during transfer being submitted to insurance company or 3PL

12. Monitor and ensure sample bag being transfer promptly to 5PW for sampling after unstuffing

13. Monitor and ensure transfer activities being updated to Navision on time

14. Import shipment plan to plan monthly import shipment activities and warehouse storage allocation to drive cost saving and warehouse optimization. Ensure that warehouse is fully utilised before engaging 5PW

15. Prepare inventory aging and follow up on aged stocks, torn and sample stocks.

16. Prepare monthly inventory forecast report

Regulatory compliance

17. Ensure that all import activities comply with applicable laws and regulations, company’s Standard Operating Procedures and ISO Standards.

18. Stay updated on changes on the applicable laws and regulations.

Logistics Management

19. Oversee the transportation of goods from the point of origin to the destination

20. Monitor and track shipments to ensure timely and accurate delivery

Documentation and Record‐Keeping:

21. Maintain accurate records of all import transactions and documentation.

22. Ensure proper documentation is prepared for customs and regulatory agencies.

23. Handle and resolve any discrepancies or issues related to shipment documentation.

Cost management

24. Develop and manage the budget for import shipping activities.

25. Analyze shipping costs and identify opportunities for cost reduction and efficiency improvements.

26. Monitor and report on shipping expenses and performance

27. Verification of invoices from 3PL that related to import shipment, storage & transfer activities

Problem Resolution:

28. Address and resolve any issues related to shipments, such as delays, damages, or discrepancies

29. To ensure promptly feedback receive from 3PL regarding any quality issue and/or shipment issue to the suppliers

30. To submit claim and/or feedback quality issue and/or shipment issue to supplier

31. Act as a liaison between various parties involved in the import process to resolve conflicts or issues.

Team Management:

  3. Oversee diving operations to ensure that their execution complies with the legal requirements of HSE, SS511 & IMCA (International Marine Contractors Association) and diving systems management of the company.

1. Ensure that the diving equipment is adequate and in good operating condition.
   • Review all diver and tender Personal Dive Equipment (PDE) upon arrival at the worksite. Under no circumstances will any PDE be used for diving operations if the inspection and maintenance records are not established to be correct.
   • Ensure, prior to commencing a diving operation,that additional parties directly involved in the diving operation,masters of vessels, harbour masters, managers of civil engineering sites, inland waterways, and all persons responsible for anything that affects the diving operation are advised that diving operations are to be undertaken.
   • Ensure that the operations are conducted from a suitable location.
   • Develop and/or implement emergency/contingency procedures.
   • Ensure a two‐way communication system is available at the dive location to obtain emergency assistance.
   • Perform a Job Hazard Analysis for all tasks undertaken.
   • Ensure sufficient breathing air, proper equipment and supplies are available for safe and timely completion of the job task.
   • Ensure two‐way communication between the diver, the dive station and any equipment operators that may affect the dive.
   • Ensure that the diving equipment designated for use is:
   1. Suitable for the planned diving operation.
   2. Sufficient to regulatory requirements for the diving mode used.
   3. Inspected prior to each dive and in good working order
2. Assign the duties of all members of the dive team and personally direct them throughout the diving operation.
3. Personally verify that all personnel on the dive team are qualified and physically able to perform tasks assigned.
4. Assess the physical condition of the divers prior to each dive to determine if any physical impairment is present which would be detrimental to their health and safety in the water or under hyperbaric conditions.
5. Ensure the detailed briefing of the diving team and support personnel including:
   1. Tasks to be undertaken
   2. Unusual hazards or environmental conditions
6. Maintain a depth, bottom time, and breathing mix profile (surface dive sheet) at the dive location for each diver during the dive.
7. Ensure that each diver is continuously tended while in the water and decompression chamber.
8. Ensure that when diving in the mud or sand (on bottom) the diver’s pneumo hose is not allowed to fill with mud or sand.
9. Ensure the dive is terminated when:
   1. The diver requests termination
   2. The diver fails to respond to communication or communication is lost between the diver and dive team members at the dive location
   3. The diver begins to use his diver‐carried reserve breathing gas supply
   4. Weather or site conditions are degrading to the extent that diver safety may be compromised.
10. Ensure after every dive:

The physical condition and wellbeing of the diver is checked by visual observation and verbal questioning.

1. The diver is instructed to report any physical problems or symptoms of decompression sickness or arterial gas embolism.
2. The diver is advised of the location of the nearest operating decompression chamber.
3. Notify the Company Top Management as soon as possible after the occurrence of any incident including diving incidents, any sign or symptom of decompression illness, AGE, omitted decompression or any deviation from the scheduled decompression, however minor.
4. Maintain and submit reports required by the company and relevant governmental regulations concerning diving operations and equipment maintenance, testing or repair.
5. View and ensure accuracy of the diver personal logbook and affix signature to properly record activities.
6. Maintain certification in First Aid, AED, O2 admin and CPR.
7. Plan the mobilization of diving equipment & personnel by conferring with relevant parties.
8. To stand in as Dive Supervisor or Diver as and when required.
9. Ensure proper planning of any type of Diving operation.
10. Prepare and Submit final reports to client or office.
11. Keep Management well informed on the job planning.
