Are you up for the challenging next step in your career? Stolthaven’s Asset Management – Projects department is looking for a Project Engineer who responsible for execution of the technical projects (Capex) for the terminals.
As a Project Engineer, you will be the project manager and have responsibility for the engineering and construction of projects, including all relevant project management tasks.
In this dynamic role, your responsibilities range from construction and modification of physical assets to providing engineering support to the Asset Manager in the design and construction of bulk liquid storage facilities and related equipment. Within the local and global Asset Management teams, you will share knowledge & experience on your specific project or engineering discipline expertise and be involved in efforts to train Asset Management colleagues or other Stolthaven functions.
As part of the local Asset Management team, you will work in close cooperation with the MR&I Engineer, Maintenance Supervisors and other roles for developing project cost estimates to existing and proposed facilities in consideration of environmental and customer requirements. The position is also responsible for review and quality control of field construction work, although potentially supported by Construction Supervisors. Implements programs for compliance with all government and regulatory requirement and other technical areas.

Key Responsibilities
1. Provides comprehensive technical and management support on all technical projects assigned by the Asset Manager. Typically class I & II capex projects. This includes, but is not limited to:
- Prepare project details, scope engineering documents and cost estimate for the execution of the capex program together with (main) contractors and other departments and disciplines
- Prepare Requests for Quotation and other procurement documents in close cooperation with Stolthaven’s procurement team
- Responsible for coordination of procurement and or contracting of materials and services for your projects together with Stolthaven procurement
- Governance on quality and legal and or safety requirements during the whole project including execution
- Responsible for commissioning and closing of the project to operations and maintenance and ensure closure of project including timely completing of as-built files
- Responsible for leading change process in case of scope change
- Responsible for safety, quality, progress and cost control and reporting during the project
- Sets priorities and project scheduling for completion of projects within required deadlines
- Provides input to Manager of Engineering as required to complete monthly cost and schedule tracking reports on capital projects
- Supervises contractors in activities related to new construction, modifications to existing facilities and plant repair items
- Responsible for leading project evaluations and Management of Change processes for the projects at hand.
- For larger projects, this role can also be part of a project management team whereas the responsibilities are defined by the Project Manager.
2. General multi-disciplinary engineering works, such as:
- Support the preparation of technical proposals for improvements of technical installations
- o Proactively identifies technical risks in projects and seeks for mitigation
- o Providing assistance in the formation of annual capital budget forecasts
- o Ensure all systems within the facility are designed, installed, and maintained in accordance to local, state and federal regulations and standards
3. Support or promote innovations, new products and methods by:
- Meeting with vendors to acquire knowledge to technical advancement, cost control and alternate solutions to typical terminal design and maintenance requirements
- Attending continuing education seminars and conferences to acquire knowledge pertinent to technological advances and regulatory changes
- Interacts with other initiatives for example in Risk Based Inspection meetings contributing to standardized way of working over terminals and within team by working on corporate projects assisting the global Asset Management team
4. Enforces established plant safety and environmental policy and procedures as related to assigned projects and related tasks.
Qualifications
1. Bachelor/Master degree in Mechanical Engineering, E&IA, Civil or related field
2. Proven track record in an engineering design position, preferably in the field of storage tanks or in a related industry
3. Must be familiar with all applicable standards and codes relating to bulk liquid storage facilities for the applicable terminal location. This could include IEC, API, EEMUA, ANSI, NFPA, NEC, OSHA, and CFR and any other (local) codes.
4. Project management experience is preferred field
5. Minimum 5 years progressive engineering experience in terminal or related industry
6. Minimum 10 years progressive experience in terminal or related industry may be accepted in lieu of a degree
7. Self-motivated to ‘close the loop’ with actions and administrative responsibilities
8. Fluency in English and preferably in Chinese (read & write) as the job requires liaising with our Taiwan joint venture
9. Able to build and maintain both internal and external relations on various levels
10. Able to communicate effectively both verbally and in written
11, Proven safety leadership and service mindedness
12. Competences: self-motivated, flexible, stress resistant, result driven, team player, humour
13. Requires advanced conceptual thinking in complex and/or completely new situations and analytical skills
14. Must be computer literate with specific skills in MS Office
15. Knowledge of and experience with planning software (e.g. MS Projects, Oracle Primavera etc.) and Autodesk products (e.g. Autocad) is considered an advantage
16. Occasionally the ability and willingness to work weekends and/or holidays to accomplish critical project assignments
17. Depending on the required engineering discipline, have knowledge of the following:
- Mechanical: Must have in-depth knowledge of all standards and codes relating to bulk liquid storage facilities applicable to the location, such as API, ANSI, NFPA, NEC, OSHA, CFR, PGS
- EI&A: Must be familiar with all standards and codes relating to bulk liquid storage facilities applicable to the location, such as ATEX, IEC, IEC61511, SIL applications, field instrumentation
- Affinity with IT network components (e.g. firewall and basic networking setup) and experience with FAT for E&I system, panels, automation, etc.
- Knowledge and experience with reviewing drawings such as P&ID, Single Line Diagram, MCC drawings and other E/I/Automation specifications, calculations and drawings
- Knowledge and experience with ACAD and E-plan drawings
- Experience with trouble shooting E&I installations
18. Willing to working in Jurong Island (Company transport is provided at designated pickup point)
