Job Responsibilities

• Establish and manage the project Quality Assurance and Quality Control System as per established project quality plans.
• Prepares and submit Project Specific QA/QC Documents in line with the Project requirements for each new project that the company gets.
• Implement and monitor continuous improvement activities to ensure that Quality Assurance of the projects meet established targets and standards.
• Drive implementation, supervision and execution of the project daily inspection, testing activities and documentation preparation.
• Able to write relevant MSRA for the work related to quality to meet client requirements.
• Review and approval of Quality Procedures for the project issued by Client and Suppliers
• Monitor and Control of NCR, CAR and Observations to minimize error during construction at project sites.
• Carry out review of non-conformance reports, defects reports; and organize and manage the corrective and preventive actions required to rectify the non-conformances.
• Liaise with Clients and Sub-contractor on all QA/QC related activities, meetings and relevant issues.
• Coordination with Engineering, Construction and Commissioning Team to discuss issues if any on quality and get it addressed. Involve Problem solving arises during construction phase and provide timely solution.
• Review inspection test plan (ITP)
• Review and maintain the WPS & PQR and Welders Qualification Test; and witness Qualification Test. Prepare, issue and control all welding procedures, welder qualification for each project in accordance with Project Specification and as well applicable International Codes/ Standards.
• Review inspection and testing reports in particular for Mill Certificates, Tank Construction and Piping Test Package Preparation.
• Review of the weekly Weld Defect Rate summary receives from Project on both Structure and Piping and ensure it is within the Stipulated KPI for the project.
• Liaise with Client and Classification Body (AME, ABS, DNV, BV, API, etc) for Document approval, Inspection and obtain final release certificate upon completion.
• Supervises preparation of Final Dossiers for all projects

• Prepare and submit Project Execution and Quality documents for the Tender submission as per the tender requirements. Clarify with Proposal on their submission and as well as responding Proposal queries on the bid documents pertinent to quality

Job Requirements

• Possess a Diploma or Bachelor Degree in Mechanical Engineering or related field of studies
• Possess Welding inspector certificate (AWS Certified Welding Inspector (CWI) or CSWIP Certified Welding Inspector (3.1). NDT qualification ASNT level II PT, MT, RT & UT. Familiar with applicable industry codes and standards, such as API1104, API650, ASME IX and B31.3.
• A minimum of 2 years relevant experience in the Oil and Gas, Precision Engineering, Construction sectors.
• Sound welding knowledge for steel structure and piping
• Good knowledge of problem solving and data analysis tools and techniques for identification, diagnosis and improvement of quality
• Singaporean & PR preferred

Project engineer is responsible to :

• Troubleshoot and report system incidents/problems and abnormalities.
• Set up IT policies, standard operating procedures (SOP) to ensure standardized system environments.
• Perform Staging / Development Test, UAT, Production & DR Environment
• Administer Windows Servers running File and Print, DNS/DHCP/WINS, Active directory and critical business services.
