The key innovation is to use AI to analyse a bigger data set and build a multi-parameter machine learning (ML) model that integrate the complex mechanical properties obtained from DT and the electric/magnetic permeability data obtained from NDT to predict the critical material characteristics of reusable steels.

Key Responsibilities

• Participate in and manage the research project with Principal Investigator (PI), Co-PI and the research team members to ensure all project deliverables are met.
• Undertake these responsibilities in the project:
  1. Establishing test result database: Conducting both DTs and NDTs on the same samples to create a comprehensive dataset for AI model development, managing data collection processes on-site at the collaborator’s factory, and ensuring the accuracy and integrity of the collected data.
  2. Developing statistical model: Utilizing DT results to develop statistical models for estimating mechanical characteristics based on normal distribution and analyzing statistical data to support model development.

Developing and verifying the AI model: Developing various regression models and evaluate their feasibility and suitability, conducting model fitting and verification phases using training and test datasets and ensuring the selected model meets the accuracy criteria (±10% at 95% confidence) for individual mechanical characteristics and overall classification results (grade determination).

• Carry out financial forecasts to predict potential business opportunities for a company.
• Utilize performance management systems to monitor and determine level of productivity and achievement of set goals.
• Analyze costs of production/supply to identify way to reduce expenses and maximize profits.
• Prepare and manage budgets to achieve set targets and objectives.
• Respond appropriately to emergencies or solve urgent issues arise within manufacturing plant and office building premises in relation to soft and hard facilities management.
• Maintain accurate record of all relevant financial and non-financial details
• Conduct negotiations with vendors and clients to establish the terms, conditions and price of contract services.
• Review operational costs to make appropriate expense adjustments necessary for optimal running of a business.

• Reviewing construction plans and preparing quantity requirements.
• Liaising with site managers, clients, contractors, and subcontractors.
• Scrutinizing maintenance and material costs, as well as contracts to ensure the best deals.
• Preparing reports, analyses, contracts, budgets, risk assessment, and other documents.
• Advising managers and clients on improvements and new strategies.
• Keeping track of materials and ordering more when required.
• Documenting any changes in design and updating budgets.
• Establishing and maintaining professional relationships with external and internal stakeholders.
• Liaise with Reporting Superior and Project Managers on costing and variation works including final account with Consultants
• Attendance of site meetings /site visit where necessary.
• Generally covering the scope of a Quantity Surveyor from Pre to Post contract Works (e.g. Tendering to final account).

Job Responsibilities

• Prepare detailed cost estimates for construction projects, covering materials, labor, equipment, and overheads.
• Develop and monitor project budgets to ensure costs remain within the approved limits.
• Lead the preparation of tender documents, including bills of quantities, specifications, and contracts.
• Analyze bids from contractors and suppliers, providing recommendations based on value, quality, and cost-effectiveness.
• Negotiate terms with contractors, suppliers, and subcontractors.
• Oversee contract preparation and administration, ensuring all contractual obligations are clearly defined and met.
• Manage contract variations and adjustments to accommodate design changes or unforeseen circumstances.
• Ensure that projects comply with the contractual terms and conditions.
• Conduct interim valuations of work completed by contractors to facilitate progress payments.
• Evaluate and certify contractor and supplier invoices to ensure accuracy before payment approval.
• Prepare final accounts and settlements at the end of the project.
• Work closely with project managers and engineers to determine the impact of changes on project budgets and timelines.
• Lead the resolution of contractual disputes, including claims related to cost overruns, delays, or other issues.
• Negotiate settlements with contractors or subcontractors, representing the client’s best interests.
• Lead and manage junior quantity surveyors and other members of the cost management team.
• Provide guidance, training, and support to team members to enhance their skills and performance.

Job Requirements

• Diploma or Degree in Quantity Surveying/Building or equivalent.
• Minimum of 5 years of experience in the building construction industry in Singapore, preferably with a Main Contractor.
• Experience in HDB Tender/Project is an advantage but not compulsory.
• Experienced in tendering for projects.
• Proficient computer skills, including advanced proficiency in Excel.
• Skilled in project management software.
