• Submit to superior for feedback and concurrence on short or medium-term programmes and execute the works according to the detailed programme.
• Ensure that the works are carried out according to the approved drawings, quality procedures and EHS requirements. Managing the works with excellent housekeeping is a key focus.
• For quality management, the engineer is responsible to fully implement with the quality recordings, carry out result analysis and formulate action plans for continuous improvement.
• Implement and maintain proper recordings to comply with EHS, quality, client and authorities’ requirements.
• Responsible for cost management so that the materials used for both temporary works and permanent works are not damaged or control the wastage within specified tolerance. Rework or abortive work which has serious time and cost impacts shall be avoided.
• Ad-hoc matters as assigned by the PM which is necessary for the execution of the project.

• Confirmation of construction schedule, detailed drawings, and specifications. Participation in regular meetings with shipowners, shipyards, designers, and other relevant parties.

Shipbuilding Quality control

• Verify that materials and parts used conform to specifications. Checking the progress and quality of each construction process to ensure proper quality. Perform inspections, Nondestructive testing (NDT), welding inspections, painting inspections, etc. Observe and confirm various tests (buoyancy tests, pressure tests, functional tests, etc.).

Shipbuilding Design supervision

• Check and approve blueprints and change drawings. Handling of review and approval of design changes that occur during construction.

Shipbuilding Safety management

• Planning HSSE management. Patrols and Ensures compliance with safety standards within the shipyard.
• Reporting and handling of safety issues and incidents.

Shipbuilding Process control

• Monitoring the progress of construction according to the schedule. Responding to and coordinating schedule changes and delays.

Shipbuilding Reporting and Recording

• Reports to head office about progress, problems, budget etc. Preservation of important records such as inspection results and test results.

Communication and coordination

• Liaison and coordination with shipyards, designers, shipowners, standards bodies, etc.
• Prompt response and resolution of problems and issues that arise.

Compliance with laws, regulations and standards

• Verification of compliance with the International Maritime Organization (IMO), Classification Society (Class), Japanese law and regulations and other standards and laws. Management of inspections and witnessing by standards bodies.

Shipbuilding Final verification and handover

• Completion inspection and verification during the final process. Confirmation of final trials such as sea trials. Witnessing and confirmation of the final handover of the vessel.

Preparation for cable laying work after delivery

• Order and load the materials and equipment needed for the cable laying work. Planning the suitable crew rotation schedule and the operation schedule. Cable installation project planning support.

Defect warranty

• When a machine problem occurs, troubleshoot to identify the cause and resolve it after delivery.
• Negotiate compensation with the shipyard in the event of a problem occurring and maintain the ship in a sound condition.

Cable laying Project Operation and Vessel Maintenance

• Quickly identify the cause of mechanical or electrical troubles in the working vessels andestablish a proper restore/repair plan. Take precautions to prevent troubles on working vessels. Handle operational issues, repairs, and/or modifications to Cable laying Vessel fleet.
• Liaise and coordinate with various stakeholders, Vessel master’s shipyard and vendors to schedule repairs and maintenance needed for the operations.
• Prepare proposals for docking requirements and specifications. Check and ensure that spare parts inventory management and condition are sufficient to support repair and maintenance schedules.
• Ensure quality, environment, health & safety requirements are met.

Requirements:

• Minimum 4 years of higher education in mechanical and/or naval engineering.
• Minimum 2 years of experience with ship hull design and outfitting design in shipyards.
• Experience in building six or more new ships at a shipyard.
• Experience in large civil construction project sites over SGD120M in General Civil works
• Experience in large marine construction project sites over SGD100M in Marine construction works
• Well-versed in ship maintenance requirements.
• Good knowledge of ship engineering, structural mechanics, marine engineering, and marine equipment

• Supervise that the ship is built for compliance with relevant IMO regulations, Rules and Regulations for the Classification and Regulations flag country
• Review technical and building specifications and plans for shipbuilding
• Quickly identify the cause of troubles that occurred during shipbuilding and establish proper solutions
• Take precautions to prevent troubles during shipbuilding
• Liaise and coordinate with various stakeholders, shipyard, designer, vendors, Classification society, and flag country for technical and procedural issues during shipbuilding
• Ensure quality, environment, health & safety requirements are met

Requirements:

• Master's degree in Naval Architecture and Ocean Engineering
• Minimum fifteen(15) years of experience in either of four(4) major IACS Classification Society, ABS, Class NK, DNV or LR
• Proficiency in plan approval for hull structure in new construction projects of merchant ships the length of which is more than 200 metres (more than ten(10) different designs)
• Experience in plan approval for Zero-emission related works, such as; Carbon Capture and Storage system and Alternative fuel
• Experience in design review for novel design of hull structures, such as; Unusual hull form, proportion and structural arrangement
• Experience in structural strength assessment for sloshing in large tanks, such as; Cargo tanks (GTT MK III membrane system) of LNG tanker
• Experience in management as a member of the leadership team of the Classification Society in any country.
• Good knowledge of Rules and Regulations for Classification of Ship, IMO International conventions and codes etc. with experience in the development and maintenance of the Rules
• Good knowledge of innovative technology in the marine industry, such as; Wind-Assisted Propulsion System
• Positive working attitude and ability to work in a fast-paced environment
• Positive troubleshooting/finding root cause during shipbuilding

Job Description

• Manage and allocate company’s fleet of vehicles and machinery to support operations, and at the same time ensure that fleet is well maintained through timely servicing, inspections, appropriate repairs, etc,.
• Direct team activities, establishing task priorities, scheduling and tracking work assignments, providing guidance, and ensuring the availability of resources.
• Direct and facilitate the recovery process of broken-down vehicles and machineries, ensuring follow-ups are complete.
• Handle accident reports and the subsequent follow-ups, which includes evaluating the repair cost/ quotes, submitting relevant reports, handling insurance claims/ settlements, etc,.
• Order, maintain and track workshop inventory of spare parts, tools, buffer stocks, etc,.
• Submission of weekly and monthly reports
• Plan, organize, and execute logistics support activities, such as inspections, maintenance planning, repair analysis, test equipment recommendations, and warehouse management.
• Manage contractor activities, reviewing proposals, and serving as liaisons between contractors and the company.
• Review logistics performance against targets, benchmarks, and service agreements.
• Review contractual commitments, customer specifications, or related information to determine logistics or support requirements.

Requirements

• Minimally a Diploma in Logistics & Supply Chain Management, or equivalent
• At least 3-5 years of relevant experience
• Has a valid Class 3 Driving License
• Able to commit to a 5.5-day work week
• Expereince in the construction industry would prove advantageous
