Senior Project Engineer is responsible for assisting the Project Manager on the progress of the projects/site works and manpower related aspects of the project. • Prepare evaluations and recommendations for approval of Variation Orders
• Certify & settle sub-contractor / vendors’ payments claims & final accounts,
• Ensure the term contracts are renewed and bulk tenders are called in timely manner;
• Maintain and update the procurement database;

• Work closely with the Property Management department on the procurement of goods and services required;
• Liaise closely with Finance for the monthly closing;

Asset Operations and Maintenance

The Senior/ Property Executive supports the Asset (Building) property management teams to ensure smooth day-to-day operations, including both soft services, i.e. housekeeping, security, landscaping etc. and hard services, i.e. mechanical and electrical systems.

• Ensure all services and systems are operating according to standard at all times, including but not limited to trouble shooting, visiting to sites and assets regularly, actively engaging relevant teams and stakeholders, and attending to complaints; and
• Act as the primary liaison between contractors and the property management teams to address tenancy and common area issues and execute plans to improve operations.

Tenancy Delivery

The Senior/ Property Executive supports works required to coordinate with relevant teams to ensure smooth delivery for tenants.

• Understand and able to review design plans, mechanical and service plans; and
• Identify gaps, defects and rectification process, and organize and manage works required, including but not limited to procurement of works, organizing hoardings and security, liaising with shopfitters and contracts, managing loading and parking, etc.

Budget Reporting

The Senior/ Property Executive supports works required for managing budgets for overall operations and various projects.

Provide regular financial reporting, monitor and assist with budgeting for various projects, where applicable.

Essential requirements for this role :

• Degree or Diploma in quantity surveying, procurement, supply chain management, estate management, building, engineering, mechanical or related discipline
• Strong experience in purchasing and procurement, with a minimum 3 years of experience
• 3 years of strong building operations and technical experience with risk management focus in managing facilities and M&E systems
• Excellent stakeholder management
• Experience with innovative solutions and technologies in assets is an advantage
• Experience in using Yardi is an advantage
• Experience in asset planning and management is an advantage

j) Prepare and maintain progress claim summary

4. Progress Payment

a) Keep subcontractor's claim / invoice / DO file

b) Verify and get endorsement of PM, CM and PD on one-time payments and pass to a/c to process payment and maintain summary of one-time payments

c) Conducting site assessment (when required)

d) Preparation of payment response / certificate, breakdown, payment summary, remarks, recovery summary of advance payment if there is any and other supporting documents

e) Get approval from PM, CM and PD – prepare a complete set of subcontractor payment response / certificate together with consultant assessment, other supporting documents, payment file and go through payments with PM, CM and PD

f) Fill up monthly cash flow report prior to 1st payment assessment and submit to CM by 20th of each month

5. Variation Order

a) Updating records of VO - VO master list (w/- & w/o- Architect’s Instruction)

b) Coordination with site for project manager’s assessment of VO

c) Preparation and submission of VO assessment incorporating VO checklist form for CM, PM and PD’s approval

d) Submission of VO to consultant

e) Coordinating with subcontractor & client on the submission of quotation

6. Finalization of Account

a) List of subcontractors required for measurement of quantity

b) List of subcontractors to be finalized before the main contractor

c) Compilation of checklist for finalization

d) Preparation of final account and get CM, PM and PD’s approval and submission of final account to client

e) Prepare subcon final account and release of retention to get CM, PM and PD’s approval and update summary

f) Submission of outstanding product Warranty Card, Operation Menu, Test Cert. etc.

g) Prepare and update summary

7. Closing of Project

a) Compilation of full data records of completed project hard copy filing and in Contracts Server

b) Responding to consultant upon the expiry of the main contractor’s Insurance Policy, Indemnity etc.

8. Tendering when required

a) Assist on tender preparation when necessary;

b) Willing to work overtime to meet the limited tender period.

c) Discuss with Boss/ CM for all the matters about the tender submission.

The ideal candidate will have hands-on experience in Phased Array Ultrasonic Testing (PAUT) and be proficient in various conventional NDT methods including Magnetic Particle Inspection (MPI), Dye Penetrant (DP), and Radiographic Testing (RT). This role involves fieldwork and requires a commitment to safety, quality, and continuous improvement.

This role will be based in Jalan Boon Lay, Singapore.

Job Duties:

• Perform Non-Destructive Testing (NDT) using PAUT, MPI, DP, and RT methods in accordance with industry standards and client specifications and conduct thorough inspections and interpret test results to identify any defects or irregularities
• Prepare and maintain detailed inspection reports and documentation and ensure all testing equipment is calibrated and in proper working condition
• Comply with all safety regulations and protocols while conducting fieldwork and collaborate with team members and clients to provide accurate and timely testing services
• Participate in training and development programs to enhance technical skills and knowledge
• Assist in the development and implementation of NDT procedures and techniques

Job Requirements:

• Certification as an NDT Technician Level 2 in PAUT, MPI, DP, and RT
