Responsibilities:

Shipbuilding Planning and Preparation

• Confirmation of construction schedule, detailed drawings, and specifications. Participation in regular meetings with shipowners, shipyards, designers, and other relevant parties.

Shipbuilding Quality control

• Verify that materials and parts used conform to specifications. Checking the progress and quality of each construction process to ensure proper quality. Perform inspections, Nondestructive testing (NDT), welding inspections, painting inspections, etc. Observe and confirm various tests (buoyancy tests, pressure tests, functional tests, etc.).

Shipbuilding Design supervision

• Check and approve blueprints and change drawings. Handling of review and approval of design changes that occur during construction.

Shipbuilding Safety management

• Planning HSSE management. Patrols and Ensures compliance with safety standards within the shipyard.
• Reporting and handling of safety issues and incidents.

Shipbuilding Process control

• Monitoring the progress of construction according to the schedule. Responding to and coordinating schedule changes and delays.

Shipbuilding Reporting and Recording

• Reports to head office about progress, problems, budget etc. Preservation of important records such as inspection results and test results.

Communication and coordination

• Liaison and coordination with shipyards, designers, shipowners, standards bodies, etc.
• Prompt response and resolution of problems and issues that arise.

Compliance with laws, regulations and standards

• Verification of compliance with the International Maritime Organization (IMO), Classification Society (Class), Japanese law and regulations and other standards and laws. Management of inspections and witnessing by standards bodies.

Shipbuilding Final verification and handover

• Completion inspection and verification during the final process. Confirmation of final trials such as sea trials. Witnessing and confirmation of the final handover the vessel.

Preparation for cable laying work after delivery

• Order and load the materials and equipment needed for the cable laying work. Planning the suitable crew rotation schedule and the operation schedule. Cable installation project planning support.

Defect warranty

• When a machine problem occurs, troubleshoot to identify the cause and resolve it after delivery.
• Negotiate compensation with the shipyard in the event of a problem occurring and maintain the ship in a sound condition.

Cable laying Project Operation and Vessel Maintenance

• Quickly identify the cause of mechanical or electrical troubles in the working vessels and establish a proper restore/repair plan. Take precautions to prevent troubles on working vessels. Handle operational issues, repairs, and/or modifications to Cable laying Vessel fleet.
• Liaise and coordinate with various stakeholders, Vessel master’s shipyard and vendors to schedule repairs and maintenance needed for the operations.
• Prepare proposals for docking requirements and specifications. Check and ensure that spare parts inventory management and condition are sufficient to support repair and maintenance schedules.
• Ensure quality, environment, health & safety requirements are met.

Requirements:

• Minimum 8 years of engineering experience with a degree in Electronic and Control Systems Engineering or a recognised degree in the relevant field subject to the acceptance of the engineer.
• Experience in planning Electrical systems.
• Experience in designing (Initial/Basic/Detailed) the Electrical part of vessels.
• Experience in development of process simulation for LNG Dual-Fuel vessel's Fuel Gas Supply System (FGSS)

Senior Quantity Surveyor, Tender & Contract

(Civil Projects)

Primary Objective

Ability to sources for all the cost estimated for the construction projects and prepares quotations and tenders for projects.

Providing support in the procurement administration of the project and manage project budgeting, controlling of cash flow and cost, processing of claims, contract payment and settlement of final accounts as well as maintaining proper documentation.

Manages a small team of junior Quantity Surveyors.

Equipped with professionalism, to provide support to the project team, maintaining commercial information and ensuring compliance with contractual requirements and ensure that the Company’s objectives are achieved. ECO cum WSH Coordinator

Job Description

i) To work with the PM to comply with environmental, health & safety (EHS) laws laws, advise PM on environmental remediation measures, carry out site inspections and to engage workers and stakeholders on maintaining good environmental health standards

ii) Work with the PM to draw up, implement and monitor effective environmental management plans, including reviewing them when necessary:

· Prepare & submit to the PM the Site Environmental Control Programme before work commences at the worksite.

· Prepare & submit to the PM the Site Environmental Control Report once every two weeks.

iii) Inspect the construction site to ensure all facilities, equipment and operations do not pose any environmental health hazard;

iv) Inspect the on-site canteen, worker’s quarters, if any, and dining areas to ensure that good hygiene practices are being observed, and the areas are well maintained with good housekeeping.

v) Identify and discuss environmental health irregularities or potential lapses with the PM, and recommend corresponding measures to prevent or rectify such concerns;

vi) Attend to all feedback on any irregularities and inform the PM accordingly;

vii) Assist the authorities to investigate outbreaks of infectious, vector-borne or food-borne diseases at the construction site; and

viii) Organise campaigns, training courses and other activities, where required, to develop and sustain the interest of workers in maintaining good environmental health standards.

ix) Conduct inspection of the ECM at the worksite in accordance to ECM plan

x) Maintain records of all inspections.

xi) Advice the PM & project team members on the implementation of the EHSMS & implement the EHSMS.

xii) Assist the PM identify any unsafe work condition or unsafe work practice which is carried out in the worksite;

• Develop, implement, and review the company’s Safety Management System (SMS) to ensure compliance with local regulations, industry best practices, and organizational needs.
• Maintain and ensure the continuous improvement of the SMS, including emergency response procedures, risk assessments, and hazard control measures.
• Conduct audits to assess the effectiveness of the SMS and identify areas for improvement.
• Ensure that all activities at the workplace comply with the Workplace Safety and Health (WSH) Act and other relevant regulations and standards.
• Stay updated with changes in safety legislation and advise senior management on necessary changes to policies or procedures.
• Prepare and submit safety reports and documentation required by regulatory authorities such as the Ministry of Manpower (MOM).
• Liaise with government agencies and third-party safety auditors during inspections and audits.
• Conduct risk assessments to identify potential hazards in the workplace, including those related to machinery, work processes, chemicals, and ergonomics.
• Develop and implement safety control measures to mitigate identified risks and prevent accidents or injuries.
• Oversee the safe use of equipment and machinery by establishing protocols and ensuring maintenance standards are met.
• Design and implement safety training programs for employees, contractors, and visitors to ensure they understand workplace hazards and follow safe practices.
• Ensure that employees are adequately trained on the safe use of equipment, PPE (Personal Protective Equipment), emergency response procedures, and any other site-specific safety protocols.

• Prepare detailed accident investigation reports and submit them to management and regulatory authorities.

• Conduct regular safety inspections and audits of the workplace to ensure compliance with safety regulations and company policies.
• Monitor safety performance and implement necessary adjustments based on findings from safety inspections and audits.
• Develop and maintain emergency response procedures, including fire drills, first aid protocols, and evacuation plans.
• Act as the point of contact for any emergency situations, providing guidance and support during the response.
• Track key safety performance indicators (KPIs), including accident rates, near misses, and safety audit findings, and report results to senior management.
• Analyze safety trends and propose strategies for reducing accidents, improving safety performance, and fostering a safety culture across the organization.
• Prepare safety reports for senior management meetings, detailing current safety performance, challenges, and actions taken.

Requirements

• Bachelor's degree in Occupational Safety and Health, Engineering (preferably Civil or Environmental), Construction Management, or a related field.
• Must be a MOM registered Safety Officer (Registered WSHO Certified), ECO is an additional benefit.
• Min 5 years of experience in a safety-related role in the construction industry
• Proven track record of managing and improving workplace safety programs.
• Experience with site inspections, hazard identification, risk assessments, and accident investigations.
• Familiarity with construction-specific safety practices
• Knowledge of Workplace Safety and Health Act, Construction Safety Regulations, and relevant codes of practice.
• Ability to work in cross-functional teams, collaborating with project managers, engineers, and contractors.
