Job Description

• Advise the client on potential issues impacting project outcomes, including sustainability and post-project considerations like maintenance.
• Manage the flow of information between the Project Director and project team..
• Support the preparation of budget estimates for project deliverable.
• Assist in formulating work plans and budgets for all project activities.
• Upon project initiation, help manage financial, human, and informational resources to ensure robust project management.
• Ensure project deliverable are completed on time, within budget, and meet quality standards.
• Identify and address potential obstacles, barriers, or unanticipated risks.
• Assist the Project Director in planning, monitoring, and evaluating procurement and contracting processes.
• Ensure adherence to Workplace Safety and Health (WSH) policies and procedures.

The Successful Applicant

• Bachelor's Degree in Civil Engineering, Project Management, or a related field.
• At least 10 years of relevant experience in project development.
• Proven expertise in bridge projects, particularly with erection works utilizing specialized equipment (e.g., Launching Gantry, Lifting Frame, viaducts) and post-tensioning systems.

Responsibilities:

• Responsible for all aspects of quantity surveyor works i.e. tendering, quantity take-off, budget, price comparison, preparation of contracts / PO for sub-contractors, consultants and suppliers
• Call quotations, procurements and sourcing for new suppliers / sub-contractors
• Responsible for follow-up on claims certification, variations and settlement of final accounts with clients and sub-contractors
• Responsbile for preparation of warranties, submission of OMM and as-built drawings from Consultants, Specialist sub-contractors and suppliers to clients

Requirements:

• Degree in QS Studies or Buildings
• Minimum 2 years working experience with building contracts knowledge
• Possess initiative and be able to work independently
• Must have good communication skills, both written and spoken
• Reports to Director

Responsibilities

• Oversee projects from inception to completion, ensuring work is completed on time and within budget.
• Formulation of procurement strategy, preparation of tender documentation, preparation of cost reports and cost plans, administration of the tender process, evaluation of tenders, and submission of tender recommendation reports.
• Review variation request orders, assess the associated variation costs, monthly financial report, process progress payment, and final account.
• To work closely with the Project Team providing cost and financial advice as well as contractual support and advice during pre-, construction and post-construction stages.

Requirements

• Recognised Degree in Quantity Surveying with relevant working experience in the Construction industry.
• Essentially possess 1 year of working experience in a cost consultancy/contracts management environment.
• Strong technical background with sound knowledge of pre and post-contract duties.
• Good working knowledge of forms/conditions of contract.
• Good working knowledge of standard forms of measurement, CEMS, SMM or equivalent
• Membership with SISV, RICS or/and AIQS is preferred.
• Able to work independently and be a good team player as well.
• Possess excellent people skills with the ability to integrate within a multi-disciplinary team and communicate with external consultants and clients.
• Experienced candidates will be considered for Senior positions

· Require relevant qualification i.e. Dip / Degree in Building / QS recognised by SISV

· Assist in tenders e.g. preparing documents for calling of quotations , replying subcontractor’s queries, compare quotations , compiling for submissions , urgent measurements etc

· Arrangement of payments to subcontractors , managing of work allocation to subcontractors

· Perform site visits, assessments and projections for future work

· Experience in closing account and awarding subcontractors preferred.

· Able to write and converse reasonably well in English and Mandarin
