Roles & Responsibilities
- Responsible for estimating the costs of materials, labour, and equipment required for complex and multiple construction projects /tenders.
- Assigned as team members on tender/ project basis to support the procurement process which includes but is not limited to:
· Liaising with internal stakeholders to obtain procurement-related documentation,
· Coordinate with internal stakeholders to understand the procurement needs and support as necessary,
· Establish scope of works and demarcation for respective trades,
· Develop tender documents, budgets and bills of quantities,
· Take off quantity for tenders/ projects,
· Support in vendor clarification or queries for scope of works and demarcation,
· Support to review vendor submissions to ensure submissions are compliant to scope of works/demarcation established,
· Assess and analyse vendor submissions to identify scope/measurement gaps,
· Support Procurement Team in the selection, assessment and recommendation to internal stakeholders for shortlist and/or Tender Committee Team for award,
· Support Procurement Team in the negotiation with vendors for most competitive cost and terms and conditions favourable to the company, (Negotiations should reflect strategic thinking and thorough analysis of costs and conditions)
· Maintain procurement-related documentation in a consistent and prompt manner in Sharepoint/Autodesk and according to ISO standards.
- Support the Change order process which includes identifying valid variations to claim and for claim, quantity take-off, scrutinize, analyse material and labour costs, providing cost estimates and managing cost information.
- Support in overseeing the management and control of project budgets.
- Provide comprehensive cost reports and analysis to management and stakeholders.
- Identify, assess and mitigate financial risks associated with tenders/projects.
- Be versed in Contract administration, ensuring compliance with terms and conditions.
- Mentor team of quantity surveyors, providing guidance and support.
- Source for quotations from specialists, suppliers and sub-contractors selectively.
- Gather and input cost data in procurement related tools and applications.
- Source the market for new vendor and support vendor pre-qualification process, registration process according to ISO standards.
- Support in vendor management database by providing new updates from existing vendor if any.
- Manage relationships with organisational network and external vendors to facilitate a transparent and efficient work process.
- Be open and support the use of technologies and electronic tools in procurement, vendor and cost management platforms.
- Contribute to ongoing records and information review to determine the effectiveness of work processes and procedures.
Requirements
- Good understanding of and able to read M&E drawings
- Estimating and quantity measurement skills
- Experienced in pre (tender) and post contract administration
- Good knowledge of construction sequence and able to implement change order processes
- Organized and process orientated
- Cost sensitive and eye for detail
- Possess analytical thinking skills
- Good team player
- Familiar with Microsoft Office
- Negotiation skills
- Strong interpersonal, communication and presentation skills
- Degree in Mechanical/Electrical Engineering or Quantity Surveying or equivalent with at least 3 years of experience in the field of quantity surveying, construction cost management, delivery of construction projects, or eqv,
Or,
- Diploma in Mechanical/Electrical Engineering or Quantity Surveying or equivalent with at least 4 years in the field of quantity surveying, construction cost management, delivery of construction projects or eqv,
Or,
- Minimum 5 years working experience in quantity surveying, construction engineering or related field.
