Provide guidance and oversight of classification, certification, and statutory survey work within the Region/ Worldwide. Responsible for maintaining the quality and consistency of the survey work within the Region/ Worldwide and verifying compliance with the applicable ABS and statutory requirements as appropriate.

Job Duties/Roles

1. Acts as a professional specialist for the organization in the application of related rules, regulations, requirements, concepts, principles and processes.

2. Stays up-to-date with ABS Rules, Guides, and Statutory requirements.

3. Develops guidance and training for survey staff on implementation and application of ABS Rules, Guides, and Statutory requirements.

4. Makes survey-related presentations to the Surveyors within the region on a regular basis.

Makes changes to organization, staffing, and budgets, as conditions warrant, with the approval of the regional (Senior) Vice President.

7. Appraises the performance and development potential of direct subordinates and recommends appropriate compensation adjustments.

8. Serves as a member of the regional Quality Steering Committee and Management Review Board.

9. Provides input for survey-related Rule changes.

10. Attends Regional Technical Committees, as necessary, and assist in presentations of survey-related matters.

11. May assist region marketing effort at trade shows and other occasions, as directed by the regional (Senior) Vice President.

12. May make survey-related presentations at trade seminars and Technical Societies, as directed by the regional (Senior) Vice President.

13. May attend meetings of IMO, IACS, TSCF, and other bodies, as directed by the Vice President/Chief Surveyor and/or regional (Senior) Vice President and/or Corporate Executive Vice President and COO.

14. Provides guidance to ABS clients by means of meetings and/or seminars on changes to ABS Rules and Regulatory requirements.

15. Provides input on budgets and business planning when requested by the regional (Senior) Vice President.

16. Keep Vice President/Chief Surveyor and regional (Senior) Vice President advised of major survey-related problems in the region. Provide other input and data as requested by the Vice President/Chief Surveyor

17. Responsible for maintaining the port state control database of detained and/or intervened ABS classed vessels in the region. Liaise with the MOU Regimes, as necessary regarding ABS classed vessels that have been detained by the Port State Authorities.

18. Serves as a member of the Regional Safety Committee.

Knowledge, Skills and Abilities Required (KSAR)

Minimum years of Experience

• To assist the Project Manager or Project Engineer in the daily execution of work.
• To supervise the work of sub-contractors and in-house workers.
• To work closely with other site operations staff to meet the project schedule.
• Ensure installation is carried out as per construction drawings.
• To monitor the progress and quality of work being performed by workers.
• Ensure that works are executed within an acceptable standard of workmanship.
• Attend the daily tool-box meeting and convey clear instruction accordingly.
• Understand and ensure compliance in project requirement and scope of work.

Requirement

• At least 3 Year(s) of working experience in the related field is required for this position.
• Experiences in Structural Steel will be advantageous.

• To conduct / plan safety inspection to verify safety provision and provide recommendations for improvements conforming to worksite rules and regulations to comply with statutory requirements
• To investigate any accident, dangerous occurrence or occupational disease that occurred within the workplace and provide recommendations for countermeasures to prevent recurrence
• Implementation and revision of Risk Management
• Liaise with Ministry of Manpower on safety issues and safety statutory requirements
• Establish, update, maintain, and implement the Safety & Health Management System
• To conduct relevant safety training needs e.g. Safety induction, Permit to Work, Safe Work Procedures etc.
• Identify training needs for safety personnel and recommend the required training to ensure competency of the workforce.
• To conduct Safety Committee Meeting to address safety issues and ensure a safe working environment for all personnel
• Ensure in-house rules and regulations are implemented and enforced diligently at the worksite.
• Coordinate safety promotional activities to develop and maintain safety awareness among all personnel
• Evaluate, select and control sub-contractors to ensure awareness of their safety obligations on site
• Review, assess and maintain the Safety Data Sheets
• Ensure storage, movement, use, and disposal of hazardous substances and chemicals are well managed
• Ensure the register of hazardous substances is up to date
• Continuously review the emergency procedure and update.
• Manage and control situations arising during an emergency
• Plan and implement occupational health programs to protect workers from health hazards such as noise, dust, toxic gases, vapors and radiation
• Coordinate safety audit and ensure the closure of all findings
• Coordinate the preparation and submission of all required safety reports e.g. Integrated Management System (IMS) Quarterly report, Risk Assessment review
• Updates on codes of practice & safety literature and circulates information to each level of employees
• Monitor the Safety Performance of the project as set by the company policy and objectives e.g. Accident Frequency Rate (AFR), Accident Severity Rate (ASR) etc
• Person in charge of the workplace on environmental regulations pertaining to the Environmental Public Health (Registration of Environmental Control Officers) Regulations 1999
• Person in charge of the workplace implementation and revision of Environmental Management in the worksite
• Act as an Earth Control Measures Officer (ECMO)Ensure safety practices and housekeeping is to maintained to the highest standard

Requirements:-

• Must possess registered MOM WSH Officer license
• Min 3 years’ WSH Officer experience in Building projects

Responsibilities:

• To review, conduct incident / accident investigation and provide recommendations for countermeasures and to prevent recurrence of accident
• To coordinate of daily toolbox meeting and upkeep the records
• To conduct daily safety inspection and other type of safety inspection as required at work site
• To coordinate the immediate rectification of unsafe conditions and correct any safety malpractices on site
• Monitor and oversee the enforcement of In-house Rule and Regulation and ensure safe work practices on site
• Coordinate and conduct the safety induction course to all site staffs
• Submission of Quarterly EHS performance & 6-monthly review of Risk Assessment
• Ensure and to carry out duties in accordance to WSH Act & Integrated Management System
• Assist WSHO to establish, update, maintain, and implement the Safety and Health Management System
• To assist WSHO for all safety promotional activities, safety audits, safety meetings and execution of safety programmes

Requirements:

• Advanced Certificate in Workplace Safety and Health or equivalent
• Minimum 2 years of relevant working experience

Operations

• To process order from Workshop and Warehouse Department
• To manage goods receiving process and ensure proper checking & inspection of goods are done
• To report discrepancy issues arising from Goods Receiving
• To update Order Tracking Report and Goods Receiving Report and ensure on the accuracy
• To assist Warehouse Executive in diesel ordering, deployment and coordination with site personnel

Project & Departments

• To process order from project sites and internal departments
• To manage end-to-end order fulfillment from the order to goods delivery
• To manage returned goods from project sites and internal departments
• Responsible for assets creation and disposal e.g. container, ECM plant, weight bridge & etc
• To update Assets Master List and Mobile Web Apps for rental items
• In-charge of logistics arrangement related to assets deployment and movement
• To ensure all assets are calibrated and serviced according to schedule
• To conduct site inspection half-yearly for rented assets
• Responsible to raise Purchase Requisition
• To ensure proper storage of items on timely manner
• To manage the received feedback forms and responsible to close it
• To support Warehouse operations when required which includes pick, pack, receiving, putaway, loading, unloading and/or operate forklift / stacker
• To assist with Warehouse's Annual Stock-Take Activity and cycle count
• To ensure timely updating of data into system and accuracy of data
• Maintain the proper filling and document control for all processes
• Ensure safety practices and housekeeping is to maintained to the highest standard
• To perform ad-hoc duties as per assigned
