• Preferably Diploma in Quantity Surveying/ Construction Management/ Building Services or higher qualification recognized by Singapore Institute of Surveyors and Valuers (SISV).
• Minimum 5 years of relevant working experience in supporting Project Managers/Contract Managers in the delivery of projects in engineering and construction industry.
• Meticulous, independent, highly motivated, results-oriented and good team player.
• Able to manage stakeholders (Contractors, Client and Consultants).
• Good written and oral communication skills.
• Able to meet tight deadlines.
• Experienced in Public Sector Standard Conditions of Contract (PSSCOC) preferred.

• To provide commercial and cost management support to the procurement, operations and planning teams.
• To accurately measure and value the works undertaken by the operational teams and contractors.
• A detailed knowledge of Standard Methods of Measurement as they relate to both fabric works and Mechanical & Electrical installations would be expected.
• To prepare and monitor the submission and approval of design, specification and cost estimates information provided by the Service Providers, sub-contractors and suppliers.
• To work with Service Providers to minimise the costs of the service and enhance value for money, while still achieving the required service standards and quality.
• To work with the project management team to manage consultants, contractors, and their supply chain.
• To identify and make suitable recommendations on the need for other professional services and working with procurement to oversee arrangements for such appointments.
• To understand and respect the needs of the end user in respect of building improvement and maintenance.
• To have a knowledge and understanding of the implications of health and safety regulations.

Responsibilities:

• Collaborate with the Project Manager in devising strategies for site development, ensuring effective supervision and operational management.
• Handle the detailed organization, timeline management, execution, and oversight of designated projects.
• Oversee the inventory of construction materials and equipment, maintaining strict cost controls to ensure project stays within budget.
• Conduct regular site meetings and thorough inspections, maintaining close communication with subcontractors to track the advancement of project phases.
• Act as the principal liaison for all project-related interactions with external entities such as
• consultants, suppliers, architects, and regulatory authorities.
• Implement rigorous quality control measures to align outputs with project specifications and deadlines.
• Develop and enforce safety protocols to minimize risks on-site.
• Maintain up-to-date knowledge of necessary permits and regulations, ensuring project compliance at all times.
• Undertake ad hoc tasks as needed.

Requirements:

• Bachelor’s Degree in Civil Engineering or equivalent
• With 4 years of relevant working experience in the similar industry.
• Experience in Construction Management, Projects.
• Strong knowledge of MS Office, AutoCAD and Revit.
