JOB PURPOSE

The executive will support the Yishun Health (YH)’s strategic growth and development in Value Based Care (VBC) under Clinical Quality, Performance and Value (CQPV). Health-driven design for cities (HD4) is a collaborative research programme between the University of Cambridge, Nanyang Technological University and National University Singapore within Cambridge CARES.

HD4 sits at the heart of Singapore’s global research and development hub and paves the way for a sustainable and healthy city. Who are we looking for?

We are seeking a highly skilled and motivated Air Quality Modeller to join HD4. Working collaboratively with a team of population health scientists, geospatial scientists, and data engineers the post holder will lead on building various emission inventories and air quality models for Singapore which incorporate the various air pollution sources in the country and allow for linkage with the geolocations of participants of the Singapore 100K cohort (SG100K), including some geo-located behavioural data. The models will also be set-up and used subsequent scenario modelling to estimate the impact of interventions on air quality and health and disentangle the various sources through source apportionment. This role requires a multi-skilled individual that can work independently and collaboratively in a multidisciplinary team environment.

Key Responsibilities:

• Collaboration: Work closely with researchers to understand the data needs of the programme and contribute to the design of scientifically robust and policy relevant models linking emission inventories to air quality models and spatially and temporally assigning exposures for human participants in subsequent epidemiological analyses and health impact assessments.
• Data, identification, production, and assembly: Collaborate with team and external scientists, national and local organizations, and conduct independent literature reviews to produce and synthesise the required data sources with high temporal and spatial resolution and to link data across various sources.
• Data verification validation: Identify and use various primary collected data and published secondary data from peer-reviewed and grey literature to verify and validate produced emission and air quality model outputs. Ensure model robustness through cross-checking, calibration, and validation through multiple iterations.

Requirements:

• Well experienced in Food Science, Food Technology, or a related field.
• At least 4 years of experience in Quality Assurance/Food Safety within the F&B or catering industry.
• Knowledge of Singapore’s food safety regulations and standards (HACCP, ISO, SFA guidelines).
• Strong attention to detail and the ability to ensure compliance with food safety protocols.
• Good communication skills to educate and train team members on food safety practices.

Broad Function
The Assistant/Manager shall report to the FM HOD.
Lead a key function in Service Operation and Quality, focusing on contract administration, cost control, procurement, quality assurance, and FM service operation.


Key Responsibilities and Duties
Contract Administration & Management:

• Lead contract discussions and monitor milestones
• Review and address contractual issues
• Manage Service Level Agreements (SLAs) for service providers
• Oversee existing service and maintenance contracts
• Assist in strategy formulation for contract administration
• Collaborate with various departments on service contract development
• Expected to work with WH ALPS, finance, legal and etc department on developing of service contracts.

Cost Control and Procurement:

• Manage FM expenditure
• Support FM procurement with ALPS
• Assist with FM OPEX & CAPEX budgets
• Oversee utilities management
• Participate in RFP/RFQ processes

Quality Assurance:

• Assist HOD in developing FM QA policies and strategies
• Oversee FM QA activities and documentation
• Investigate non-conformances and review corrective actions
• Represent FM in Internal Quality Audits
• Conduct quality system audits

FM Operations:

• Oversee the central management and documentation of Work Instruction, FM Policy, House Rule, Tenancy Fitting Out and Reinstatement Guideline, FM department asset, licensing & certification records. Expected to work with along FM system lead to update documentation, where applicable.
• FM rep for Workplace Safety & Health Champion and Business Continuity Planning
• Assist HOD is organising and managing FM training roadmap.
• Oversee FM office administrative support

Job Requirement

• Degree in Building, Property Management, Facilities Management, or equivalent with at least 4-5 years of related working experience or (Diploma with at least 7 years) in similar portfolio for Assistant Manager role.
• Degree in Building, Property Management, Facilities Management, or equivalent with at least 6-8 years of related working experience or (Diploma with at least 10 years) in similar portfolio for Manager role.
• Prior working experience in healthcare setting will be an advantage.
• Prior experience in management of service provider contracts will be an advantage.
• Familiar and experience with public sector procurement governance and processes.
• Knowledge in mechanical & electrical maintenance and operations works.

Roles & Responsibilities

The primary responsibility of this position is to provide leadership for all Quality Assurance & Control matters.

This includes:

• Assuring consistent quality of production by developing processes and enforcing compliance to ISO 13485 quality system.
• Validating the production & inspection processes and maintaining validation status
• Managing the records for Quality Inspection, Quality Control, Calibration, QA Lab equipment, Training Resources, ERP Quality Module and Quality System Documentation.
• Managing a team of Engineers, QA Technicians & Quality Inspectors

The incumbent reports to the Site Leader, Singapore and Global Head of Quality.

Roles & Responsibilities

Quality System Management

• Manage and maintain the site's quality management system (QMS) in compliance with ISO 13485 and ISO 9001 and applicable regulatory standards.
• Key stakeholder in ERP in Quality Module and DMS of site
• Ensure that the QMS effectively supports all manufacturing and operational processes, resulting in consistently high-quality product outputs.

Quality Operation & Lab Management:

• Oversee the day-to-day operations of the quality control and assurance, ensuring proper procedures and outcomes that consistently align with product specifications.
• Manage a team on quality inspection and establishing protocols fulfilling both internal, external customers.
• Develop and enforce rigorous lab testing protocols to maintain stringent quality and safety standards.

Capital Expenditure Planning and Equipment Management:

• Plan and manage capital expenditure for quality-related equipment in production to support ongoing and new operations.
• Site calibration SME and coordinator for both internal and external calibration.
• Ensure timely maintenance and calibration of quality equipment to maintain operational efficiency and compliance with industry standards.

NPI and quality engineering:

• Ensure compliance with new and pre-existing product requirements.
• Key stakeholder in new product development including qualification to production readiness.

Global Quality:

• Working with Global Head of Quality to drive Global Quality Plan
• Working with peers in Global Quality to drive strategic global initiatives, ensuring cohesive quality management across Sites

Regulatory Compliance and Auditing:

• Oversee readiness for all internal and external audits, including customer audits and third-party regulatory audits.
• Lead the preparation and submission of documentation required for regulatory compliance in all markets where products are distributed.
• Develop and implement strategies to manage and reduce compliance risks.

Supplier Management and Incoming Quality Control:

• Oversee supplier quality management, conducting audits and addressing issues to ensure supplier compliance with quality standards.
• Develop and maintain strong relationships with suppliers to ensure continuous supply chain improvement and adherence to quality specifications.

Quality Improvement Initiatives:

• Identify opportunities for process improvements and lead quality improvement projects to enhance manufacturing efficacy and product quality.
• Drive the transformation towards a paperless factory to enhance operational efficiency and data integrity.
• Implement Statistical Process Control (SPC) to monitor and control quality during manufacturing processes.
• Utilize digital tools and methodologies such as Six Sigma and lean manufacturing to improve productivity and product quality.

Team Leadership and Development:

• Manage and lead a team of skilled quality engineers and technicians, providing strategic direction, training, and development.
• Foster a culture that prioritizes quality and compliance through continuous training, learning and development programs, and succession planning.

Stakeholder Engagement and Reporting:

• Align with the global quality function on strategic global initiatives, ensuring cohesive quality management across the organization.
• Collaborate closely with manufacturing, R&D, and supply chain departments to ensure alignment on quality standards and to address quality issues promptly.
• Report on quality metrics and KPIs to senior management, providing insights and recommendations for ongoing quality enhancements.
• Communicate effectively with customers and regulatory bodies regarding product quality and compliance issues.

Complaint and CAPA Handling:

• Lead the investigation and resolution of non-conformance issues and product incidents, identifying root causes and implementing corrective actions.
• Manage the customer complaint process, ensuring all complaints are addressed promptly and effectively.
• Lead the development and completion of 8D reports, ensuring thorough documentation and effective resolution of issues.
• Oversee the implementation of corrective and preventive actions (CAPA) to eliminate the causes of potential non-conformities or issues, preventing their recurrence.

Environmental Health and Safety (EHS) and Sustainability:

• Support the development, implementation, and enforcement of an EHS policy, complying with all legal and corporate policies.
• Assist in fostering a culture of safety responsibility, providing ongoing training and resources to ensure a safe and healthy work environment.
• Support the establishment and execution of site ESG goals in alignment with global sustainability roadmap, ensuring the site contributes effectively to broader corporate sustainability targets.

Qualifications

• Bachelor’s in Engineering or Science / Master’s in Engineering or Science
• Extensive experience within a manufacturing environment with a thorough understanding of ISO 13485 and ISO 9001.
• Six Sigma certification and/or ASQ certified Quality Engineer
