• Prepare investment schedules, internal and external audits, quarterly grant submissions, and computation of property and income tax
• Assist in preparing Income & Expenditure Statements, Balance Sheets, Annual Budgets and Financial statements
• Check, monitor, and post accounts payable (AP) invoices and account receivable (AR) journals
• Arrears computation and report submission
• Prepare reports and materials for the Finance Committee Meeting and attend to its queries
• Quarterly transfer computation for SF/LRF
• Monitor and comply with financial reporting guidelines
• Manage the funds and moneys payable to the Town Council
• Recover and demand payment due to the Town Council
• Issue payments to the contractors and/or suppliers
• Maintain proper records and account for all monies collected for the management and maintenance of the company
• Handle daily accounting data entry and bookkeeping.
• Responsible for daily sales, debtor reconciliations, bank reconciliations, inter-company reconciliation, GST preparation and submission, cashflow projection, and processing of payment documents.
• Preparation of invoices and follow-up with clients on payment of invoices
• Preparation of monthly billing statement for division head input and consolidation of these inputs for billing
• Documentation and maintaining financial records
• Verification of all supplier's and vendor's invoices and payment instructions with appropriate documents
• Process payments for expenses following approved procedures and agreed credit terms.
• Responsible for month-end closing of related companies and year-end closing.
• Preparation of a full set of accounts when required
• Preparation of quarterly GST and submission
• Liaising with external accountants for the preparation of Annual Reports and Audit

Job Requirements:

• At least a Degree in Accounting.
• Must have working experience with full sets of accounts
• Good knowledge of accounting concepts and double entries
• Good knowledge of MS Excel and Microsoft Navision preferred.

• To perform all roles and responsibilities required of site supervisors under the Building Control Act.
• To supervise the timely execution of the works and maintain quality control and ensure that the works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions.
• To check all drawings and specifications to ensure that works are carried out in accordance with the approved plans.
• To check on quality of materials and samples delivered to site and report to Superintending Officer / Consultant / Qualified Person on any materials that are not conforming to the specifications.
• To check trial panel & mockup done on site and off site, where necessary.
• To ensure that the required construction tests in connection with the construction works are carried out where necessary.
• To ensure CAG emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies.
• To prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified.
• To attend site, progress, variation and coordination meetings and to keep proper minutes of these meetings. To follow up and report to QP(S), QP(D) and CAG within two (2) days for site issues raised during the meetings.
• To help resolve contractors’ queries and coordinate the works with other contractors.
• To inspect and assist with handing / taking over of completed works.
• To facilitate the timely taking over of site parcels to be handed over by other contractors and highlight any issues that will delay the progress of the works.
• To ensure that proper and updated records of all works, including records of variation works, tests, inspections, work progress, materials and equipment/machinery on site, labour safety, provisional quantities, dayworks, etc, are kept.
• To take and carry out instructions from and represent the QP(S), QP(D) and CAG on site.
• To ensure that the contractors maintain safety, cleanliness and tidiness of the site at all times.
• To be conversant with all procedures in the Changi Aerodrome Manual, “Airside works Procedures Manual”, Airport Operational and Safety (AOS) requirements”, and Workplace Safety & Health Manual. To make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars.
• To adhere to the shift duty roster assigned by the Consultant or Resident Engineer.
• To carry out any other duties including administrative tasks as directed by the Superintending Officer / Consultant / QP (S) / QP (D).

Requirements:

• The RTO-building shall have minimum five (5) years of relevant experience as a RTO, of which at least three (3) years shall be in supervision of works similar in bored piling, and temporary works such as haul road and temporary drainage diversion, ERSS, excavation works, ground improvement works, flood prevention and mitigation, etc.
• The RTO-Geo shall preferably possess a Diploma from Polytechnic or relevant qualifications.
• The RTO-Geo shall be accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore.
• The RTO-Geo shall have a certificate in Building Construction Supervisors Safety (BCSS) Course.
• Good analytical ability with strong verbal and written communication skills. Competent in keeping and maintaining proper and updated site records on progress of work.

• Supervise all civil, structural and geotechnical building works, both permanent and temporary
• To ensure that contractor had obtained all necessary permits and clearance to work
• To conduct site inspection and ensure that contractor(s) implement corrective actions and timely preventive/mitigation measures to protect surrounding structures
• Coordinate the contractor, AC, QP(D), and relevant agencies, including interfacing contractors and consultants etc for the works
• To review, evaluate and assess all formwork structures, formwork support systems etc
• To review and supervise safety, environmental and health matters
• To supervise the installation of instrumentation
• To supervise sanitary and plumbing installations, pump drainage works etc
• To review, evaluate and assess the monitoring of instrumentation and interpretation of the results and provide analytical results/presentations
• To review the Contractor's design and supervise all works

Criteria:

- Min 3 years of experience in Cut & Cover tunnelling or supervision of installation of monitoring instruments, collation of monitoring data and use of software for the presentation of monitoring data for analysis and interpretation.

- Diploma in Civil and Structural Engineering

- Possess a valid RTO cert by JAC of IES/ACES as QSS Singapore

• To review all Authority's and Contractor's drawings
• To provide all relevant endorsements required by the relevant authorities
• Supervise all works including all civil and architectural works, plumbing, sanitary, drainage, irrigation and sewer system, commuters facilities, road works, trial trenches and utilities diversion etc.
• To coordinate the contractor, AC, QP(D), relevant agencies, including interfacing contractors and consultants etc for the works
• To review, evaluate and assess all formwork structure, formwork support systems systems and gantry crane and submit evaluation report endorsed by a PE
• To review and supervise safety, environmental and health matters
• To supervise the installation of instrumentation
• To supervise sanitary and plumbing installations, pump drainage works etc
• To review, evaluate and assess the monitoring of instrumentation and interpretation of the results and provide analytical results/presentations
• To review Contractor's design and supervise all works associated to micro-tunneling and mining, Flyover works, sewer diversion (including shaft construction and pipe-jacking operations.

Requirements:

• Diploma or Degree in Civil and Structural Engineering
• At least 4 years’ of experience, of which 3 years experience in either geotechnical works or airport construction.
• Possess a valid RTO cert by IES Singapore

• To provide all relevant endorsements required by the relevant authorities
• Supervise all civil, structural and geotechnical building works, both permanent and temporary
• To ensure that contractor had obtained all necessary permits and clearance to work
• To conduct site inspection and ensure that contractor(s) implement corrective actions and timely preventive/mitigation measures to protect surrounding structures
• Coordinate the contractor, AC, QP(D), and relevant agencies, including interfacing contractors and consultants etc for the works
• To review, evaluate and assess all formwork structures, formwork support systems etc
• To review and supervise safety, environmental and health matters
• To supervise the installation of instrumentation
• To supervise sanitary and plumbing installations, pump drainage works etc
