You will work closely with stakeholders and the CareHub team including Call Centre Officers (CCOs) who are helming CareHub, to draft, develop and implement requirements (including IT systems) and collaborative workflows and SOPs to bring plans into reality dovetailed to implementation timeline, organisation’s strategies, priorities and national’s directives. You will ensure that CCOs are properly trained and supported by a relevant knowledge management system to support handling of enquiries in the most professional and timely manner.

You will have the opportunity to support the developmental plans and partnerships of CareHub by driving and facilitating conversations with stakeholders and community partners to further develop CareHub and review CareHub’s functions and initiatives which improve outcomes in tandem with the wider community ecosystem.

Another key accountability is data visualization and reporting of CareHub’s KPIs and standards to stakeholders and senior management in a timely manner. Key accountabilities but not limited to:

1. Support the day-to-day operations of the CareHub including being the point of escalation when required, in line with CareHub’s service standards, key performance indicators (KPIs), developmental plans and organisation’s policies
2. Support in the implementation of CareHub’s functions and IT systems through monitoring and tracking of timelines, translating plans and requirements into actionable workflows, development/review of SOPs to working collaboratively with stakeholders, vendors and users to propose go-forward solutions to meet implementation timeline
3. Facilitate collaborative conversations and change management with presentation slides internally and with stakeholders to further develop CareHub’s functions and facilitate adoption of new/improved workflows and SOPs
4. Support in the continuous development and implementation of projects and quality initiatives to enhance operational effectiveness and efficiency with a focus on providing a positive customer experience in line with CareHub’s standards and KPIs.

Overview

As Local Coordinator and as part of the Blended Care Team, you will assist the care management team in developing social activities and interest groups for residents at a physical centre, under the Health District @ Queenstown. This effort is in part to support social-health integration and enhance care delivery in the community.

These activities include working with residents and community partners to co-create, plan and conduct ground-up activities (e.g. exercise groups, hawker centre tours, etc.), encourage residents to participate in suitable programmes, within and beyond the physical space and oversee the general operations at the centre.

You will be involved in facilitating the development and implementation of Health District Queenstown Lighthouse Projects involving National University Health System (NUHS) and various community partners in Queenstown to support social-health integration and enhance care delivery in the community.

Job Responsibilities

You will be responsible for the following:

1. Co-create and organise activities and interest groups at the physical space

· Engage residents and volunteers to co-create, plan, and conduct activities and interest groups e.g. hawker centre tours to share on healthier eating habits.

The World Economic Forum (the Forum) is an International Organisation for Public-Private Cooperation, engaging global leaders to shape major agendas across sectors. Its Centre for Health and Healthcare focuses on enhancing healthcare systems by scaling solutions for resilience, efficiency, and equity through diverse stakeholder engagement.

The Centre has launched the “Digital Healthcare Transformation (DHT) Initiative,” a multi-year program to boost public-private partnerships in digital health, data, and AI. This initiative complements the Global Health Equity Network (GHEN), which promotes health equity and patient-centred system transformation.

Singapore, a leader in healthcare delivery and equity due to its investment in digital health, will be highlighted as a World Economic Forum Centre for Health and a Healthcare Country Lighthouse. This collaboration aims to showcase Singapore’s healthcare success globally and identify opportunities for Public-Private Partnerships to advance health equity through digital transformation.

Job Description

The Fellowship role will manage projects and provide expertise on Health Equity, access to care, and social determinants of health. The Fellow will support the Forum’s work in developing Singapore as a Country Lighthouse, conduct research on its health system transformation, and share insights on health equity. He/She will also coordinate with regional working groups and engage with local and global partners, including the Centre for the Fourth Industrial Revolution (C4IR) Network and the Accelerators Network, and contribute to the Forum's Health Equity strategy and broader global efforts.

The Health Equity effort in Singapore as well as the proposed pilot place-based change programme(s) will link to a broader global Global Health Equity strategy and pre-existing place-based change work (launching by the GHEN in 2024). This will provide existing best practice and networks that can be adapted to the new regional efforts in ASEAN.

This role is based in Singapore and hosted within the NUS Centre for Research in Health Systems Performance (CRiHSP). The Fellow will be involved in projects from the Forum’s Centre for Health and Healthcare. The Fellow will report directly to the NUS Principal Investigator, as well as to the Forum's Lead for Health Equity.

The fellowship is for 3 years (or until January 2028, whichever comes first, if applicable). Initially, a 1-year contract will be offered, renewable based on performance.

Main Duties and Responsibilities

• Research and draft a White Paper on Singapore’s health system transformation journey, including leading interviews with key Health Equity stakeholders and identifying future opportunities for collaboration.
• Develop and execute a dissemination plan for key learnings from the paper, including public engagement opportunities and convening interested stakeholders to share best practice.
• Support the broader GHEN team to incubate and manage a regional public-private working group focused on specific Health Equity gaps and opportunities identified in the research, to support the building on existing Singapore-led work in Southeast Asia to scale regional health equity development and innovation; and incorporating key topics in health equity such as access, trust, and impact measurement.
• Contribute to the Forum’s broader global Health Equity strategy with Singapore-based insights and case studies - linking also to the Digital Healthcare Transformation Initiative in partnership with the Digital Healthcare Transformation Fellow.
• Drive partner engagement opportunities in Singapore with all relevant stakeholder groups across sectors.

Qualifications

Patient Service Associates (PSA) provide frontline counter services to patients. Reporting to Centre-IC, Medical Technologist (MT) is responsible for the daily operations and administration of laboratory to ensure compliance to regulations and accreditation standards. This includes daily routine laboratory work, performing phlebotomy, electrocardiogram and spirometry. MT is responsible to maintain professional care to patients and works closely with NUP and other stakeholders.

Job scope

• Perform patient registration, specimen reception, preparation and packing of specimens
• Perform laboratory analysis (e.g. Urine microscopy, full blood count, HbA1c), operate and maintain instruments according to work instruction.
• Perform point-of-care testing, phlebotomy, ECG and spirometry procedures.
• Responsible to verify and report accurate results in timely fashion; investigates and reports any anomalies.
• Responsible to perform daily quality control check and troubleshoot as required.
