• Deliver hands-on training sessions to company technicians on marine fire safety equipment, including fire extinguishers, suppression systems, and personal protective equipment.
• Develop and update training materials tailored to the specific needs of technicians, focusing on equipment maintenance, troubleshooting, and regulatory compliance.
• Ensure technicians are proficient in the use and upkeep of marine fire safety systems by conducting practical demonstrations and assessments.
• Stay updated on advancements in fire safety technology and international regulations to keep training content current and relevant.
• Monitor and maintain training equipment to ensure functionality and safety.
• Provide post-training evaluations and feedback to help technicians continually improve their skills.
• Maintain thorough records of training sessions, attendance, and assessment results for compliance and internal review.

Requirements:

• Certification in marine fire safety, fire protection, or a related field.
• Practical experience in installing, maintaining and testing marine fire safety systems.
• Strong knowledge of industry standards and regulations, including IMO and SOLAS (Safety of Life at Sea).
• Excellent communication and instructional skills, with the ability to simplify complex topics.
• Proven ability to engage and effectively train technical staff.
• Detail-oriented with strong organizational skills to maintain accurate training records.

Scope of Works:

• Conduct gap analysis on workplace safety, contractor managment & training needs.
• Align company to existing laws for legal complaince
• Implement and review Risk Assessment program pursuance to latest Risk Management Regulations
• Review the effective functioning of WSH Committee in accordance with WSH Act.
• Conduct regular safety inspections and audits to identify hazards and safety gaps.

Job responsibilities:

• Review and upkeep the Safety Management System, Safe Work Procedure and Risk Assessment.
• Identify areas for improvement and monitor implementation progress of recommended measures via site inspections and engagement with different work teams
• Work closely with different teams to plan, implement and maintain effective WSHE related work plans.

• Conduct investigations of WSH infringements and industrial accidents and recommend remedial actions. to prevent recurrence.
• Responsible for all incidents reporting, investigation and propose corrective actions
• Facilitate and conduct internal auditing, to ensure compliance with ISO 9001, ISO 14001, and ISO 45001 standards, GGB, ConSASS and Bizsafe.
• Identify areas for improvement and monitor implementation progress of recommended measures via site inspections and engagement with different work teams
• Liaise with all relevant authorities on all WSH issues.
• Any other duties that may be assigned.

Requirements:

• Registered WSHO & ECO Officer
• 5-8 years of relevant working experience in construction industry
• own transport an added advantage

• Conduct monthly fire safety inspection for workplace.

• Correspond with SCDF on all matters pertaining to fire safety within the premises

• Advise company in all submission of fire safety documents to Singapore Civil Defence Force (SCDF) for approval

• Assist in the formation of Emergency Response Teams (ERT) and assist in training for the ERT members

• Review and update Emergency Response Plan (ERP) as required by Singapore Civil Defence Force (SCDF).

• Ensure that all occupants are familiar with the means of escape located within the premises.

• Ensure Maintenance works on the fire protection system are carried out accordingly to FSSD regulation by company contractor.

• Perform fire safety inspections within premises to prevent fire hazard are created and no violation of Fire Safety regulations

• Conduct annual fire drill exercise for occupants of the premises

• Conduct Table-Top Exercises (TTX)

• Perform a fire risk assessment of the premises.

• Prepare an annual Fire Safety Manager (FSM) report for the building owner.

Safety Compliance:

· Ensure the construction site complies with all relevant Workplace Safety and Health (WSH) regulations, guidelines, and codes of practice.

· Regularly update site safety protocols to reflect changes in local regulations or company policies.

· Liaise with regulatory bodies such as the Ministry of Manpower (MOM) and other authorities to ensure compliance with statutory requirements.

Risk Management:

· Conduct thorough risk assessments to identify potential hazards on site.

· Develop and implement control measures to mitigate identified risks.

· Monitor and review risk assessments regularly, updating them as necessary.

Safety Inspections and Audits:

· Perform daily site inspections

· Conduct periodic safety audits, documenting findings and recommending corrective actions.

· Ensure that all equipment and machinery are in safe working condition and that safety devices are properly installed and functional.

Training and Education:

· Organize and conduct safety training sessions for all site personnel, including toolbox talks, safety inductions, and emergency response drills.

· Educate workers on the proper use of personal protective equipment (PPE) and other safety measures.

· Maintain records of all safety training sessions and ensure that all employees are aware of site safety protocols.

Incident Management:

· Investigate any accidents, incidents, or near-misses to determine their cause and recommend preventive measures.

· Prepare and submit detailed incident reports to management and relevant authorities as required.

· Ensure that all incidents are documented and that lessons learned are communicated to the site team to prevent recurrence.

Safety Documentation and Reporting:

· Maintain all safety records, including inspection logs, safety training records, incident reports, and risk assessments.

· Prepare monthly safety performance reports for submission to the Site Manager and Project Manager.

· Monitor and report on key safety metrics, such as accident frequency rates and safety compliance levels.

Skills:

· A diploma in Occupational Health and Safety, or a related field

· MUST Possess Advanced Certificate in WSH Safety Coordinators Training Course

· Good to have: Certification in Lifting Supervisors Safety Course, Certification in Supervision of Metal Scaffold Erection Course, Certification in WAH Supervisor course, Occupational First Aid Course (OFA), Managing Work at Height

· Additional certificates related to safety is an added advantage

· Proficient in report writing.

· Strong problem-solving skills and attention to detail

· Ability to work outdoors in varying weather conditions and at heights, as required

· May need to work extended hours, including weekends, to meet project deadlines.

Expected salary: $1,000 - $1,800 per month
