Summary:

As the main contractor’s Safety Officer, you will report to the Project Manager and be responsible for maintaining a safe and compliant construction site.  Ensure relevant safety signage within the project area.

 Ensure site safety notice boards are updated with current information.

 Participate and assist in HSE audits and produce audit reports and follow up on any actions required

 Completing and compiling daily site report for distribution to ISG site staff

 Communicating safety performance to the project team on site

Ensure timely collation of HSE statics and data and submit to Senior HSQE Manager and Project Manager.

 Proactively identify safety hazards and near misses to ensure a safe working condition by ensuring immediate rectifications.

 Providing advice and assistance on HSE (Health, Safety & Environmental) aspects to all employees

 Monitoring compliance with safe work procedures/practices

 Preparing and participating in safety meetings and programs

 Facilitating toolbox talks on regular basis

 Preparing and conducting project safety inductions

 Leading by example and promoting positive safety culture at every opportunity

 Facilitating the maintenance of the safety management system and records

 Participating in regular workplace inspections and ensure that any improvements resulting from such an inspection are auctioned in the required time frame given

Education & Training

 Specialist Diploma in Workplace Safety and Health from approved local training providers.

 NEBOSH International General Certificate (IGC) or equivalent will be an added advantage

 Registered WSHO (Workplace Safety & Health Officer) with MOM

 Licensed ECO (Environmental Control Officer) with NEA.

 3 year or more years of relevant working experience.

Duties & Responsibilities:

1. The Construction Manager shall play a key role in the conceptual development of the various construction projects and oversee its organization, scheduling, and implementation
2. He/She will be required to plan, lead and monitor progress and performance against the project plan whilst managing the day-to-day operational aspects of projects which includes manpower planning, construction progress monitoring, preparation of master schedule and cost control
3. Responsible for cost management to manage projects within approved budgets, include materials, manpower and machinery cost control for new and running projects
4. Responsible for exercising timely instructions to deal with the results of delays, or emergencies at construction project sites
5. Reviewing manpower planning and monitoring of work schedules to ensure orderly delegation of jobs and smooth operation.
6. Ensure to exercise effectively safe and economical methodology and enforces project standards
7. To maintain close collaboration with Project Managers, Architects, Engineers and all stakeholders to minimise errors in the process to achieve smooth completion of projects
8. To liaise closely with clients, consultants, sub-contractors, relevant authorities and developers in resolving site issues and authorities compliance issue
9. To provide evaluation/findings and project results to HQ Tokyo in Japan on a frequent basis

Requirements:

• Minimun 10 years of relevant working experience within the Construction industry
• Should possess a minimum qualification of Degree/Masters in Civil Engineering or Architecture or equivalent qualification
• Ability to prioritize tasks well and able to work independently
• Able to work under stress and complete tasks within set deadlines
• Fluency in spoken and written Japanese would be advantageous as the incumbent will be required to communicate and collaborate with Japan Head Office

Job Summary: As the main contractor’s Safety Officer, you will report to the Project Manager and be responsible for maintaining a safe and compliant construction site. Your duties include developing and enforcing safety protocols, conducting regular inspections, facilitating training programs, and fostering a culture of safety among all personnel. You will also liaise with regulatory bodies to ensure compliance with Singapore’s Workplace Safety and Health (WSH) regulations and best practices.

Key Responsibilities:

1. Site Inspections: Conduct safety inspections to identify hazards and ensure compliance with WSH regulations. Perform periodic safety audits and document findings.
2. Risk Management: Conduct thorough risk assessments to identify potential hazards, develop control measures, and monitor risk assessments regularly to ensure ongoing safety.
3. Training and Education: Organize and deliver safety training programs, including toolbox meeting and emergency response drills, ensuring all personnel understand safety protocols and the proper use of personal protective equipment (PPE).
4. Incident Management: Investigate accidents and near-misses to determine causes, recommend preventive measures, and prepare detailed incident reports for management and relevant authorities.
5. Safety Protocols: As the main contractor's Safety Officer, you will implement and enforce safety protocols, ensuring they are updated to reflect any changes in regulations or company policies. You will also liaise with regulatory bodies, such as the Ministry of Manpower (MOM), to guarantee compliance with all statutory requirements, reinforcing a commitment to safety at the Main Contractor level.
6. Emergency Preparedness: Develop and maintain emergency response plans, conducting regular drills to ensure site readiness.
7. Documentation and Reporting: Maintain accurate records of safety inspections, safety training
   sessions, incident reports, and risk assessments. Prepare monthly safety performance reports.
8. Communication: Act as a point of contact for safety-related concerns, facilitating clear
   communication between management and workers to promote a culture of safety.

Responsibilities:

• Diploma or degree in Occupational Safety and Health, Environmental Science, or a related field.
• Valid Workplace Safety and Health Officer (WSHO) certification recognized by MOM, with additional certifications in risk management, fire safety, first aid, being advantageous.
• Minimum 3-5 years of experience as a Safety Officer in the construction industry, with a strong understanding of WSH regulations in Singapore.
• Excellent knowledge of construction site safety practices and legal requirements.
• Ability to work outdoors in varying weather conditions.
