Job Description:

• To plan, manage, oversee and be responsible for all aspects of the health, safety and environmental matters for the Project.
• To advise and report to Developer and ensure the Project complies with its statutory obligations.
• To be responsible for health, safety and environmental control, update the Safety Management System Manual and to ensure that all works adhere to the procedures and instructions.
• To manage the team of Assistant Safety Managers and ensure all duties and responsibilities required of they are discharged professionally and competently.

Requirement:

• At least 5 years of relevant experience in construction industry preferably 3 years with developer/main contractor
• Must be a registered Workplace Safety and Health Officer with MOM and have been practicing as WSHO for at least 3 years
• Has developed a Risk Management Implementation Plan (bizSAFE Level 2) or equivalent
• Good communication skills and team player
• Must be able to clear any internal security checks conducted by the Singapore Government

What the Role Is

Part Time Fire Safety Manager

• Conduct monthly fire safety inspection for workplace.
• Correspond with SCDF on all matters pertaining to fire safety within the premises
• Advise company in all submission of fire safety documents to Singapore Civil Defence Force (SCDF) for approval
• Assist in the formation of Emergency Response Teams (ERT) and assist in training for the ERT members
• Review and update Emergency Response Plan (ERP) as required by Singapore Civil Defence Force (SCDF).
• Ensure that all occupants are familiar with the means of escape located within the premises.
• Ensure Maintenance works on the fire protection system are carried out accordingly to FSSD regulation by company contractor.
• Perform fire safety inspections within premises to prevent fire hazard are created and no violation of Fire Safety regulations
• Conduct annual fire drill exercise for occupants of the premises
• Conduct Table-Top Exercises (TTX)
• Perform a fire risk assessment of the premises.
• Prepare an annual Fire Safety Manager (FSM) report for the building owner.

What we are looking for

To qualify for this role, you must meet the following requirements:-

• Certificate in Fire Safety Manager Course.
• Eligible to be registered with the Singapore Civil Defence Force (SCDF) for building compliance
• Strong team player with the ability to work independently
• Must be a Singaporean citizen or Permanent Resident (PR).

● Developing and Implementing Safety Policies: Creating comprehensive safety policies

and HSSE Plant in compliance with local laws and regulations, Air Liquide safety policies

and customer safety policies.

● Risk Assessment: Developing or checking risk assessments that identify potential

hazards in the workplace. This involves inspecting equipment, workspaces, and work

practices to ensure they meet safety standards.

● Safety Training: Organizing and providing health and safety training for workers and

employees. This includes site safety orientation for workers in line with local regulation

and Air Liquide requirements .

● Accident Investigation and Reporting: Investigating workplace accidents or incidents to

identify their causes and prevent future occurrences. This also involves maintaining

records of incidents and reporting them to relevant authorities as required by

Singaporean law.

● Emergency Preparedness: Developing and implementing emergency procedures, such as

fire drills and evacuation plans. Ensuring that all employees are aware of these

procedures and that necessary emergency equipment is readily available and in good

working order.

● Health Programs: Promoting workplace health programs that may include ergonomic

assessments, wellness initiatives, and monitoring the work environment to prevent

occupational diseases.

● Liaising with External Parties: Working with regulatory authorities, and external auditors

regarding compliance issues and inspections. This may also involve coordinating with

external health and safety consultants or corporate safety representatives.

● Compliance Monitoring: Keeping up to date with changes in health and safety legislation

and standards in Singapore, ensuring that the organization remains compliant, and

advising management on necessary updates to policies and practices.

Qualifications:

● MOM Certified Workplace Safety and Health Officer

● Physically fit to work at a construction site.

● BCSS, WAH Supervisor Certificate is an advantage.

Experience:

● Minimum of 3 yrs experience working on site safety officer.

● Experience working at process/equipment construction site, plant installation, EPC, or equivalent.

Skills:

● Knowledge of Local Laws: Familiarity with Singapore’s Workplace Safety and Health Act, and other relevant legislation is essential.

● Proficient with Microsoft office application and Microsoft project or equivalent
