The Workplace Safety & Health Officer (WSHO) is a safety professional who has undergone stringent training in accordance with prescribed mandatory standards that govern the safety, health, wellbeing of human lives and business operative processes within a specified environment.

The WSHO shall possess fundamental knowledge of occupational safety, health and environment management and protecting such from harm and damages.

BELFOR is engaging a full time WSHO to oversee the vast aspects of our business operation ranging from its headquarter to the worksites. The WSHO is charged with responsibility to ensure its operation is in compliance and running in accordance with the prescribed standard processes.

Key Responsibilities: -

1/ Safety Risk Assessment

• Conduct regular safety inspections and risk assessments of the workplace to identify potential hazards

2/ Health and Safety Training

• Develop and deliver training programs to employees on workplace safety procedure as necessary

3/ Complance and Regulatory

• Ensure the organization complies with the mandatory health and safety laws, regulatory and local authorities
• Ensure keep up-to-date with changes in the laws and safety standards

4/ Incident Investigation and Reporting

• Investigate workplace accidents, injuries or any near-miss incidents and identify their root causes
• Prepare and file reports on incidents, including any corrective or preventive actions taken

5/ Safety Equipment and Hazardous Materials Management

• Ensure safety equipment, such as fire extinghuisher, first aid kits, and personal protective equipment (PPE), is available and maintained in servicable standard

6/ Emergency Preparedness

• Develop and implement emergency response
• Conduct regular emergency drills and ensure staff are famililar with procedures

7/ Workplace Monitoring and Health

• Support wellness program, promoting mental and physical health initiatives where applicable

8/ Documentation and Reporting

• Maintain records of safety training, audits, incident reports, and health assessments
• Maintain ISO and Bizsafe standards and ensure their validity through surveillance and annual audit cycles

Requirements

• Tertiary and/or higher institute of education from the engineering field (due to the nature of job aspects, engineering background and exposure is recommended)
• Good practical working knowledge on safety standards and its regulatory control such as OSHA

Job Description

• Carry out duties as specified by WSH Act.
• Assist in the implementation of the EHS management system
• Ensure all site activities are carried out in compliance with applicable legal requirements.
• Carry out daily WSH inspections including machinery, equipment, plant, and installation.
• Functions as the Site EHS Assessor in the verification of hazardous works.
• Conduct EHS induction courses for new employees and contractors.
• Ensure that Risk Assessment and Safe Work Procedures are brief to workers and sub-contractor.
• Identify WSH hazards and implement control measures.
• Preparation of monthly WSH reports Risk Assessments, Safe Work Procedures and Permit to works submission in accordance with Main Contractor requirements.
• Ensure workers and sub-contractors comply with EHS Management System & applicable legal requirements.
• Maintain and monitor EHS records/ checklists.
• Participate and facilitate Internal/External audits.
• Investigate and report WSH all incidents & near misses.
• Conduct WSH and other related training.
• Carry out any other duties as assigned by the Project Manager and Management.

Requirements

• WSQ advance certificate in WSH with Refresher course
• WAH assessor certificate.

Job Responsibilities:

• Responsible as EHS department document controller to manage document related to EHS department
• Maintaining EHS management system documents and ensuring enforcement
• Monitoring and reporting EHS performance on a regular basis, including timely incident investigations and reporting
• Liaise with authorities and ensure all required legal documents submitted comply with the relevant authorities’ requirement e.g. MOM, SCDF, NEA etc.
• Disseminating and implementing updates to the onsite team on the WSH Act, environmental and other legal requirements
• Advise on-site team to discharge their statutory duties under the WSH Act. Assist the team in the identification of workplace safety and health and environmental risks and in recommending and implementation of the necessary control measures
• Qualifying contractors and suppliers in order to ensure that they comply with company's site environmental, health and safety standards and policies.
• Reviewing and identifying safety competency training for site staff on safe work practices and procedures
• Coordinate & conduct safety briefing, induction & training
• Enforce & promote safety rules & regulations at workplace
• Conducting and review risk assessments and aspect and impact analysis, the recommendation of safety measures, safe work procedures and environmental matters
• Conducting environmental, health and safety audits for site operations and recommending continual improvements
• Any other ad-hoc duties as assigned

Job Requirements:

• Possess minimum Diploma in Safety, Health and Environment as stipulated in the Singapore Ministry of Manpower’s accepted WSH-related qualifications
• Possess internal auditing skill on ISO 14001 & ISO 45001 will be an added advantage
• Registered Workplace Safety & Health Officer with MOM for at least 3 years

As part of our team, you will provide your technical expertise on Safety matters such as conducting risk assessments to ensuring compliance with safety standards. Your expertise ensures that we will continue to set the industry benchmark for seamless and efficient operations.

Key Responsibilities

• Conduct monthly safety trainings and annual safety drills at the depot. Conduct safety induction course for all new employees and visitors.
• Ensure all safety equipment, machines and tools are checked, serviced and tested as per regulatory requirements and in-house maintenance program.
• Review periodically depot OHSE manual as per stipulated. Suggest updating OHSE requirements include local authorities’ regulations and implement changes accordingly upon Depot Manager’s approval, keeping management informed.
• Review and make recommendation on investigation and risk assessment outcome of safety related incidents, preventive actions and safe work practices.
• Jointly perform risk assessment on new business/depot activities (includes management of change) with relevant department heads and submit to Depot Manager for review and approval.
• Report to local authorities as per regulatory requirement on safety related incidents and keeping management informed.
• Jointly assess and ensure workshop permit systems are valid as per compliance.
• Conduct weekly safety walk and monthly inspection program are conducted as per compliance and rectifications are completed promptly.
• Conduct periodic review of incident trends and effectiveness of safety performance and make recommendations for improvements.
• Keep abreast with safety incidents and share with staffs and management and recommend preventive actions.
• Responsible to update Global Safety System and ensure compliance with PEP program.

Qualifications

• Diploma, Advanced/Higher/Graduate Diploma, Bachelor’s Degree, Post Grad Diploma, Professional Degree, Chemistry, Engineer (Chemical), Engineering (Environmental/Healthy/Safety), Engineering (Petroleum/Oil/Gas) or equivalent.
• Required to have Certificate for: Manhole Entry, Work At Height Assessor, Confined Space Assessor.
• At least 5 years of working experience in safety related field.
• Preferably managers specializing in Engineering – Chemicals, Maintenance/Repair (Facilities & Machinery) or equivalent.
• WSH Registered Officer.
