• Supervise concreting, pavement, drainage construction works (applicable for C&S);
• Carry out checks on compaction and curing of concrete (applicable for C&S);
• Carry out checks on striking of formwork, re-props and removal of props (applicable for C&S);
• Carry out checks on quality & erection of precast components (applicable for C&S);

Qualification:

• Minimum four (4) years of relevant experience as a civil & structural engineer, of which at least 3 years shall be in supervision of works in projects similar in size and complexity; in particular deep excavation and foundation, cut and cover tunnel works and building works;
• Possess a civil and structural engineering degree recognised by the Professional Engineers Board of Singapore;
• Accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore;

Job Description:

• Liaise with regulatory bodies such as LTA, QPS, QPD, as well as sub-contractors and suppliers, ensuring seamless collaboration.

HANDBACK ENGINEER

Job Description :

• Supervise, inspect and certify that the completed/renewed track is fit for purpose upon completion of work.
• Attend the Operator’s toolbox meeting and confirm that the track is safe for commencement of train operation after each work shift in accordance with the operator’s procedures and standards.
• Undertake duties as Track Handback Engineer wherever required or instructed by Company.
• Conduct information briefing on work method to teams and ensure SWP is followed during the work
• Confirming works is carried out to technical standards
• Provide appropriate briefing material, to ensure and reinforce compliance with
  Company’s and client’s Standards, for promulgation to the workforce.
• To aid or conduct accident, incident and near miss investigations and participate in investigation reviews and provide feedback to affected parties when called upon so.
• Review and Sign-off of Toolbox talks relevant to your role.
• Report regularly on the Project and company’s technical compliance and risk assessment activities under your control or supervision.
• To enforce the wearing of all relevant PPE by all employees where mandated by the relevant safety system.
• Attendance or organisation of attendance at relevant key customer Meetings and Reviews
• Experience of practical railway engineering including standards, design, construction, maintenance and development
• Proven technical, engineering experience and be conversant with all relevant rules, regulations, codes of practice and Company Standards

Requirements :

• Minimum 5 years experiences as Handback Engineer
• Personal Track Safety Certificate or similar
• Recognised Handback Engineer Certificate from UK or similar

Responsibility:

• To lead and oversee Supervision Team to ensure all works are carried out in accordance with the Contract and authorities’ requirements.
• Manage the Supervision Team to monitor, supervise and inspect works as directed by CAG, QP(S), QP(Geo) and/or the project consultants, including planning the roster shift duties based on the work schedules of the contractors and ensure the welfare of the personnel reporting to him are well taken care of. The shift roster shall comply with all relevant Acts and Regulations. In event of any Personnel not turning up for duty, he shall immediately arrange for a qualified and competent replacement.
• Work with the QP(D) / QP(S) / QP(Geo) to resolve all design and technical issues arising from the construction of Temporary Works and Permanent Works.
• Review contractors’ proposal, method statements, risk assessments and designs, including to assist QP(S) and QP(Geo) in reviewing the
• construction proposals and implement supervision oversight of these construction works carried out by the contractors.
• To provide overview of WSH and aerodrome safety management systems and risk analyses and implementation of safe working practices on site.

Qualification:

• Minimum eight (8) years of relevant experience as a civil & structural engineer, of which at least 6 years on projects similar in size and complexity; in particular deep excavation, foundation, cut and cover tunnel works and building works;
• Possess a Civil and Structural Engineering degree recognized by the Professional Engineers Board of Singapore;

• Understand and effectively implement the organization’s SHMS at site;
• Plan, organize and manage EHS promotional activities within the site to cultivate good EHS practices;
• Provide reasonably practicable and effective EHS recommendations to team members to ensure compliance to legal and other requirements;
• Motivate, coach and counsel on EHS matter to site workforce on an on-going basis with particular regard for recalcitrant personnel;
• Co-ordinate the work of team members, allocate tasks and provide effective supervision;
• Lead the risk assessment team at site;
• Participate as a risk management team member in the corporate RM organization;
• Brief project manager/ project team periodically on the execution status of the overall safety program;
• Carry out safety orientations and to conduct daily safety toolbox meeting (if required);
• Conduct monthly EHS Committee meeting with the company and Subcontractors;
• Review existing safety measures and recommend safety measures for upcoming works during the safety committee meeting;
• Recommend Stop Work Order to Project Manager when unsafe conditions arise including to promptly correcting any unsafe conditions or safe work practice;
• Attend client/consultant safety meeting/ weekly coordination & technical meeting;
• Lead investigation and maintain records for every first aid case, accident and near miss at the work site;
• Conduct emergency drills periodically;
• Inspect site to ensure all facilities and equipment relevant to the maintenance of environmental health are in proper working condition and do not pose any environmental health hazard;
• Identify and discuss environmental health irregularities such as mosquito and fly breeding, rodent infestation, noise / dust / smoke / water pollution, poor housekeeping, earth littering, poor refuse management, poor maintenance of sanitary facilities, etc. and recommend measures to rectify such irregularities;
• Any other duties as may be assigned

Job Requirements:

• Candidate must possess Specialist Diploma in Workplace Safety & Health, Risk Management Level 2 and First Aid certified.
• 5 years practicing as a WSH Coordinator.
• 1 year post registration of Workplace Safety and Health Officers with the Ministry of Manpower.
• Responsible and with good attitude personnel.
• Willing to work under minimum supervision.
• Well verse in MS Words and in MS Excel.
• Experience in Civil / A&A construction projects.
