Business Planning Manager (BPM) to APAC Regional Chief Information Officer (CIO) is responsible for supporting APAC Regional CIO, managing 15 countries in Asia Pacific, to maintain the Bank’s Technology & Innovation (T&I) capability and to promote Asia T&I agenda and initiatives in the Bank

Business Planning Management
Provide support to Asia pacific in the provisioning of technology capabilities on the ground and set up a governance and structure for Asia Pacific CIO to effectively lead and manage the team
Monitor financials, budget, and headcount for Asia T&I to align with Group and country agenda
Monitor and track the scorecard performance
Govern the deliverable, submission, follow up actions of different Management committees e.g., Asia Pacific Regional IT Committee, APCF Management Meeting etc.
Manage T&I event and facility, with aim at driving innovation and culture/mindset change. This includes working with branch CIOs in Asia Pacific, Business (e.g., Transaction Banking), functions (e.g., HR, Finance) and T&I stakeholders

Strategy
Provide support for Asia Pacific Regional CIO to develop, implement and track the strategy of technology, including prepare annual strategy paper
Keep abreast with the latest trend of financial industry and MIZUHO initiatives on digitalization and innovation to support the development of strategy on digitalization and innovation
Plan strategically and implement the financial and efficiency deliverable including cost monitoring, budget, and business efficiency
Develop communication strategy to promote Asia Pacific T&I to senior stakeholders includes HO

CIO Office Management
Build and maintain efficient and lean CIO Office to effectively support Asia Pacific CIO
Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners
Ensure the provision of ongoing training and development, ensure that direct reports are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks
Employ, engage and retain high quality people
Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives

Governance
Responsible for assessing the effectiveness of the Group’s arrangements to deliver effective governance, oversight, and controls in the business and, if necessary, oversee changes in these areas
Awareness and understanding of the regulatory framework in which the Group operates, and the regulatory requirements and expectations relevant to the role.
Responsible for delivering ‘effective governance’; capability to challenge fellow executives effectively; and willingness to work with any local regulators in an open and cooperative manner.

Qualifications

• Bachelor’s degree in Finance or Technology. Business Administration or related disciplines.
• A minimum of 10 years’ experience in accounting / banking / consultancy industry, with in-depth knowledge of banking operations, technology, services and products

• Guides and oversees the identification of needs to design and implement ER projects or programs (e.g., policy evolution, process, tools and partnerships with business and HR leaders; oversees project planning and execution).
• Gathers and interprets industry trends about Employee Relations programs and processes and identifies execution or communication gaps within a business, region, or geography; develops and proposes action plans to address the gaps in collaboration with peer disciplines (e.g., Human Resources Consulting and Business Partnership) and business leaders.

Operational Compliance

• Interprets and advocates Microsoft values and compliance with Human Resources policies for a business, region, or geography; identifies/raises needs to mitigate potential risks by collaborating with the Legal profession; leads their team in the collaboration with peers in other businesses, regions, or geographies; provides guidance to create standardized/scalable approach for enhancing compliance.

Qualifications

Required/Minimum Qualifications
