This position reports to Assistant Director (Corporate Communications)

Main Responsibilities:

Corporate and Marketing Communications

• Support Assistant Director (Corporate Communications) in media relations work
• Assist in visits/courtesy calls by external parties
• Work with vendors to design and produce collaterals for branding/profiling
• Procurement of corporate gifts and managing corporate gift inventory
• Design and send EDMs (when needed)
• Updating content on ReCAAP ISC website

Social Media

• Support Assistant Director (Corporate Communications) in generating content to educate and engage followers on ReCAAP ISC social media channels (Twitter and LinkedIn).
• Photo taking and drafting social media posts to publicise the Centre’s events and meetings/engagements by ReCAAP ISC Executive Director
• Monitoring comments/responses to social media posts.
• Keeping track of and reporting on social media analytics to increase engagement and followers

Secretariat

• Support Secretariat work – e.g. drafting letters/official correspondences and reports, managing invitations for annual Governing Council (GC) Meeting of ReCAAP ISC, drafting meeting minutes, producing the Executive Director’s Report
• Copywriting and working with appointed vendors to produce ReCAAP 20thanniversary collaterals (e.g. logo, microsite, coffeetable book)

Requirements:

• Degree or diploma in communications
• Minimum 2-3 years of work experience; preferably in communications-related fields
• Excellent writing skills.
• Adept in social media/digital communications, including analytics and data measurement
• IT-savvy and proficient in use of design software (e.g. Canva)

About ReCAAP ISC

The Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia Information Sharing Centre (ReCAAP ISC) is the first regional government-to-government agreement to promote and enhance cooperation against piracy and armed robbery against ships in Asia.

The Agreement entered into force on 4 September 2006 with 14 Asian countries as Contracting Parties, and the Information Sharing Centre was established on 29 November 2006. To date, 21 States have become Contracting Parties to ReCAAP.

To fulfil its vision as the Information Hub for combating piracy and armed robbery against ships in Asia, ReCAAP ISC enhances regional cooperation through information sharing, capacity building and cooperative arrangements.

At the 12th Governing Council Meeting in 2018, the Council announced that ReCAAP ISC has met the criteria to be a Centre of Excellence for information sharing in combating piracy and armed robbery against ships at sea.

ReCAAP ISC, an International Organisation, marked its 15th anniversary milestone in 2021.

· Experience in corporate secretarial work and preferably with experience in an in-house environment.

· Responsible for Compliance, Board Advisory, Corporate Secretarial Support.

· Corporate Secretarial Support- Instruct team member/subordinate staff in the provision of services for routine and non-routine corporate secretarial matters, or in the absence of subordinate staff, handle directly the routine and non-routine corporate secretarial matters.

· Corporate Secretarial Administration- Instruct team members/subordinate staff in the handling of corporate secretarial administrative matters, including the maintenance of up-to-date corporate registers and corporate database relating to the companies within the portfolio, and the collation and management of information (whether for precedent or research purposes) under assigned tasks.

· Understanding of board and management dynamics

· Corporate minute writing experience required.

· Ability to manage deadlines effectively.

Job Summary:

We are seeking a highly skilled Corporate Development Manager to join our team in Singapore. The ideal candidate will excel in vendor management, procurement, and business development, with the ability to remotely manage vendor relationships across multiple countries. This role includes sourcing vendors for corporate secretarial services, work visas, and operational needs across all project locations, as well as managing suppliers, bankers, and cross-border compliance.

Key Responsibilities:

Vendor Management (Local and Remote):

• Source, evaluate, onboard, and manage vendors for corporate secretarial services, work visa arrangements, and operational requirements across multiple project locations.
• Maintain strong relationships with vendors through effective communication, guidance, and regular evaluations to ensure high-quality service delivery.
• Monitor vendor performance and ensure compliance with company standards remotely.
• Negotiate contracts and agreements to achieve favorable terms and build long-term partnerships.
• Resolve cross-border vendor challenges efficiently, leveraging local expertise and remote management strategies.

Procurement & Business Development:

• Develop and execute procurement strategies to achieve cost savings and operational efficiency.
• Identify and pursue business opportunities to enhance vendor partnerships and improve service offerings.

Supplier & Banker Management:

• Manage relationships with suppliers and financial institutions to support the company’s operational and financial needs.
• Evaluate supplier and banker performance regularly to ensure alignment with organizational objectives.

Cross-Country Coordination:

• Collaborate with internal teams and external stakeholders to ensure regulatory compliance and seamless operations across different countries.
• Facilitate workforce management, including work visa arrangements and onboarding for employees in various regions.

Good to Have:

• Experience in setting up new entities, including handling legal, compliance, and operational processes in different regions.

Qualifications & Skills:

• Bachelor’s degree in Business Administration, Management, or a related field.
• Minimum of 5 years of relevant experience in vendor management, procurement, or business development.
• Proven experience managing vendors, suppliers, and bankers across multiple countries.
• Strong remote management skills for overseeing cross-border vendor relationships.
• Exceptional negotiation and relationship management abilities.
• Excellent organizational and project management skills.
• Proficiency in leveraging technology for remote operations and vendor management.
• Knowledge of compliance and regulatory requirements across different countries is a plus.

Role

Be a part of the Corporate Secretarial team leaders who work closely with and assist the Head of Department (“HOD”) to independently provide Corporate Secretarial services to clients. The incumbent will also contribute to the development and implementation of the Corporate Secretarial strategies as well as management of the Corporate Secretarial team, facilitation, and activities with the Company.

Job scope

• Handle full spectrum of corporate secretarial duties including acting as named secretary for a portfolio of clients, company incorporations, preparation, and review of directors’/ shareholders’ resolutions, liaising with Registered Agent for incorporation of offshore companies, etc.
• Attend board meeting of clients, writing of minutes, etc
• Ensure compliance with statutory and regulatory requirements including meeting deadlines
• Onboard new clients in accordance with policies and procedures
• Organise and co-ordinate board meetings and preparation of board papers for clients
• Strong attention to detail with the ability to work efficiently and accurately as well as the ability to follow up on pending items in a timely manner
• Liaise with external parties such as other corporate secretarial service providers, notary offices, etc including with cross-department colleagues
• Lead and manage a team of corporate secretarial assistants
• Involve in staff recruitment, mentoring, and development activities
• Groom, coach, and train team members to enable them to carry out their roles effectively and efficiently
• To identify and highlight potential risks to HOD and recommend/take appropriate actions

Requirements:

• ICSA qualified Chartered Secretary or equivalent related qualification with at least 5 years of relevant and related working experience. Prior work experience in a corporate service provider and understanding of Trusts will be advantageous
• Experience in public unlisted entities and non-profit organisations will be a plus
• Good knowledge of relevant provisions of the Singapore Companies Act and Practices, AML/CFT requirements of registered filing agents, ACRA Bizfile and e-stamping
• Proficient in MS Office Skills and familiar with Corporate Secretarial software such as Viewpoint is an advantage
• Possess excellent communication and interpersonal skills and the ability to work effectively in a team
• Ability to build team rapport with a willingness in sharing knowledge
• Ability to work independently, multi-task, and meticulous
