The Role:

The Director, Evidence & Policy is a leadership role within the APLMA Secretariat, responsible for guiding Secretariat’s work to raise the visibility of the malaria elimination effort in Asia Pacific through strategic, evidence-based policy documentation efforts. The Director will ensure the organization's policy positions are well-informed, insightful, and impactful; and will lead projects and teams working on analysis and document generation. The role will provide oversight to a team working to develop briefs, white papers, case studies, peer -reviewed documentation, Op Eds, and other policy and advocacy materials. The Director will also draw upon important work being done to generate evidence new in the region by a range of institutions and partners working to generate new insights on malaria in the Asia Pacific Region that can leveraged for advocacy.

Responsibilities:

Strategic Leadership & Management

• Oversee the development and execution of the Secretariat’s evidence, insights, and policy efforts which include the development of key policy related outputs such as policy briefs, case studies, blogs, white papers, and peer-reviewed policy papers, and other reports
• Lead and manage the Evidence, Insights and Policy team to proactively engage with the APLMA Dashboard and ensure elevation of key insights, identifying priority issues for elevation, and align them with the APLMA Secretariat’s organizational strategy and goal
• Ensure robust linkage to the organization’s Country Engagement and Advocacy and Communications teams to ensure that evidence, insights, and policy efforts are sufficiently linked to APLMA themes priorities
• Ensure that APLMA remains an evidence based and data driven organization; ensure that advocacy and policy is on the cutting edge of new ways of use of data
• Supervise and provide mentorship to direct reports; train and further develop existing skill sets within the team
• Lead communications on evidence and data to policymakers, stakeholders, and the public through reports, presentations, and briefings to influence policy change
• Provide oversight on strategic direction and guidance to the Evidence, Insights and Policy team to support malaria elimination policy development, stakeholder engagement and internal program reviews
• Provide oversight on strategic direction and guidance on the development of evidence-based policy interventions that amplify APLMA’s mission while also building and sustaining critical partnerships within the malaria advocacy ecosystem and broader push for global health equity
• Proactively identify new opportunities and projects in related areas such as Climate Change, One Health, Financing, Health Security, and GEDSI (Gender, Equity, Disability and Social Inclusion) which help ensure malaria elimination remains relevant in Asia Pacific
• Work closely with other members of APLMA leadership team to help identify concrete ways to build and implement an evidence-based agenda around malaria elimination that can be amplified throughout the Region
• Represent APLMA at senior meetings and professional engagements

Capacity Building

• Training staff on policy research methods and data analysis to foster a culture of evidence-informed practice within the organization

Stakeholder Engagement

• Building collaborations and effective partnerships with Government agencies, key bi and multilateral partners, research institutions and other organizations to leverage diverse perspectives and expertise in the production of policy related materials
• Advocate for change at various levels of government and within relevant communities to help bridge the gap between evidence findings and actionable policy initiatives

Requirements:

Qualifications and Experience

• Minimum Master's degree in public health, policy, development, or business administration
• Candidates with Doctorate degree will have an added advantage
• Minimum of 12 years’ experience in policy and advocacy work in global heath & development
• Experience working with Governments and/or key bi- & multilateral agencies, preferably in the Asia Pacific region
• Experience in the use of data analytics and in leading evidence generation strategies for health policy development
• Experienced in leading, mentoring, and managing a team of mid-level professionals

The Position
