Formerly known as Bukit Ho Swee Family Service Centre, South Central Community Family Service Centre (SCC) provides support to the low-income and vulnerable families in our community. While giving support to families who seek help in financial, social or relationship issues, we encourage community self-help and cooperation.

About the role of HR Manager
We seek a dynamic capable individual with well-rounded experience in Human Resource field who can independently manage the entire spectrum of HR from attraction-retention-motivation-development.
The HR Manager is responsible for preparing the annual budget, overseeing payroll and other HR related operational duties, maintaining HR records, and analyzing data to support informed decision-making. In this role, you will be partnering with internal stakeholders in key initiatives, in support of building and strengthening our people agenda to achieve our organisation’s goal of transforming lives in SCC. This lead role also provides strategic HR management of wellness, employee engagement and people development initiatives, policies and practices and insights to the board and senior leadership team. This dynamic and adaptable individual to also have sound knowledge of HR legal matters in compliance to communicate across all levels of the organisation. Resilient and resourceful and seeks collaboration for the best outcome for team and organisation.
Key Responsibilities:
1. Recruitment & Onboarding
- Oversee workflow processes and procedures of recruitment
- Plans and conduct new employee on-boarding to foster positive attitude toward organisation goals.
- Update job requirements and job descriptions for all positions.
2. Compensation & Benefits & Payroll
- Develop and recommend for implementation of compensation plan
- Administer benefits plans
- Manage Annual Increment and Variable Compensation process
- Oversee payroll process including AI/VC and AWS
3. Talent Management
- Lead and administers performance review programme, integrating AI/VC within appraisal cycle to support personal development and merit-based compensation system to ensure effectiveness, compliance, and equity within organisation.
- Work on talent identification and development of career progression and succession planning
- Work on competency building to increase capacity and effectiveness of workforce
4. Employee Welfare & Engagement
- Prepare employee’s resignation notice and related documentation, and conducts exit interviews to determine reasons behind resignation
- Advise appropriate resolution of employee relations matters, and ensure activities meet with and integrate with organisational requirements for quality management, health and safety, legal stipulations, environmental policies, and general duty of care.
- Communicate and explain the organisation’s policies to employees.
- Ensure general insurance coverage for the employee and offices.
- Coordinate with insurance providers to assess coverage options and claim process.
- Develop employee engagement strategies and plan staff welfare activities
5. Training and Development
- Administer and maintaining training and development needs that fits the organisation goals and employee personal development objectives.
- Liaise with department heads to understand all necessary aspects and needs of staff training and development, and to ensure they are fully informed of staff training and development objectives, purposes and achievements
6. Policy, Compliance & Audit
- Develop and administer policies, procedures and programmes to ensure alignment of organisation mission and competitiveness.
- Keep abreast of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are complying.
- Act as the primary point of contact for external auditors during HR audits, ensuring all necessary documentation and information are prepared and accessible.
- Collaborate with external auditors to address any findings and recommendations, ensuring that HR practices align with regulatory requirements and organizational policies.
- Track and implement corrective actions based on audit outcomes to enhance HR processes and compliance.
7. Shared Services Approach
- Establish and manage HR Shared Services to ensure alignment with organisation’s initiatives and objectives [=DREAMS (Singapore) Limited]
8. Budget and Financial Oversight
- Prepare and manage annual HR Budget, align financial resources with organizational and HR strategic goals.
9. Board and Senior Leadership Engagement
- Prepare HR presentations, reports and updates for participation and meetings with HR Committee (BOD) and Senior Leadership Team to provide strategic HR insights and contribution to organisational planning.
- Lead and to support Senior Management to conduct HR Committee periodic meetings and work with stakeholders (e.g. Board & HRC subcommittee members)
Requirements:
- Degree in Business with major in Human Resource
- Minimum of 3 years of managerial experience, including HR supervisory responsibilities
- Good spoken and written English.
- Strong interpersonal and communication skills, and ability to interact effectively at all levels
- Good planning and prioritisation skills.
- Able to work independently but in a team environment.
- Meticulous, proactive, resourceful and self-driven with positive mind-set.
