Location of Work : Jurong Island
The Resident Engineer shall be the Customer’s main point of contact on site in relation to the Long-Term Service Agreement (LTSA) and shall act as a technical representative of Mitsubishi Power (MPW) in relation to operation and maintenance of the Gas Turbine Combined Cycle (GTCC) Power Plant located in Jurong Island, Singapore.
The Resident Engineer needs to have strong technical knowledge in Gas Turbine Combined Cycle Power Plant. The role requires analyzing operational data to investigate various operation problems on turbines and auxiliary systems, trouble shooting a diverse range of problems that occur during operation and/or maintenance. With the support from the Singapore office and the Service Engineering Head Office in Japan, the Resident Engineer needs to be capable of providing solutions on an urgent basis.
The Resident Engineer must have experience completing Gas Turbine Combined Cycle Power Plant outages successfully and know how to coordinate with various internal stakeholders, vendors, technical advisors and local labour. The Resident Engineer must establish and maintain good working relationships with the Customer, ensuring that the customer’s technical issues and requirements are understood and addressed in an effective and timely manner.
The Resident Engineer shall be stationed at the site in Jurong Island during normal working hours (8 hours per day, 5 days per week, excluding public holidays), and at times when there is a substantial risk of Power Train operation interruption due to problems arising from the Power Train. As the Power Plant provides essential services, in the event of an emergency, the Resident Engineer shall be required to reach the Power Plant within specific required timeframe based on the service agreement with the customer, upon activation by the Customer to support the efficient recovery of the power plant.
Technical Support
The Resident Engineer shall act as the Customer’s interface for the flow of information to and from the Singapore office and Service Engineering Head Office in Japan. Such activities include but are not limited to:
· Establishing and maintaining good working relationships with the Customer, ensuring that the customer’s technical issues and requirements are understood and addressed in an effective and timely manner.
· Responding to and resolving internal and external customer requests for technical issues concerning relevant operation and maintenance matters of the GTCC Power Plant, making use of technical product knowledge and analytical skills while adhering to sound engineering principles, standards, practices and procedures.
· Communicating with and supporting the Customer to act on Technical Information notices to improve or upgrade the plant.
· Proactively identifying potential failures, assessing and controlling operational risks with support from the 24/7 remote monitoring hub and expert support
· Proactively advising and assisting the Customer in planning and executing relevant maintenance activities and coordinating with the Customer and MPW for the preparation of planned and unplanned inspection activities.
· Analyzing, tracking and reporting monthly Reliability, Availability, and Maintainability (RAM) data and relevant KPIs for the LTSA, for the purposes of invoicing and for monitoring performance · against the contractual guarantees and obligations. If necessary, recommend corrective actions.
· Reviewing and presenting the monthly monitoring diagnostic reports to the Customer.
· Reviewing and presenting the inspection findings and outage reports to the Customer.
Maintenance Work Coordination
The Resident Engineer shall be responsible for coordinating all activities provided by MPW under the LTSA, including but not limited to:
· Collaborating with the Customer, various MPW group resources (E.g. LTSA Program Manager, Technical Advisors, Field Services, Engineering) and Local Vendors (E.g. Labour, Onsite Machining, Local Workshop or other Third Party Services) in order to achieve the common goals with the Customer including but not limiting to health and safety, environmental protection, customer satisfaction, unit availability, reliability, performance and emissions
· Presenting and discussing with the Customer the scope and the planning of Planned/ Unplanned Maintenance
· Actively contributing in maintenance planning meetings, pre-outage and post-outage meetings between the Customer and MPW, confirming repair status with Repair Facilities.
· Supporting the Customer in the selection of spare parts to be kept on stock, aiming to increase the timely availability of necessary spare parts while optimizing inventory costs.
· Helping the Customer in selecting tools and equipment required for maintenance of the Covered Equipment.
· Coordinating dispatch of Parts and Technical Advisory Services
Troubleshooting/ Failure Investigations
The Resident Engineer shall be responsible to lead and/or support the troubleshooting of a diverse range of problems that may occur during Plant operation and/or Planned or Unplanned Maintenance, with the support from the Singapore office and Service Engineering Head Office in Japan. Such activities may include but are not limited to:
· Conducting fact-finding and communicating failure data between the Customer and MPW
· Analyzing operational data to investigate various operation problems on the Power Train and Auxiliary systems and suggesting necessary actions.
· Leading or supporting root cause analysis to determine the original cause of failures that led to plant trips or unplanned maintenance.
· Investigating problems that have occurred during maintenance works and be capable of providing solutions on urgent basis.
· Summarizing findings and conclusions in clear, logical and easily understood reports for external customers or internal departments.
Pre-requisites
Education level and relevant experiences
· Diploma/Degree in a relevant engineering or technical field
· More than 10 years of proven related work experience in the Power Industry
· Previous site work experience in Long Term Service Agreements, field service or maintenance and overhaul of CCGT power plants or industrial plants rotating equipment is preferable.
· Previous customer facing experience where there is regular interaction with plant personnel to provide support and resolve problems.
Knowledge and skills
· Knowledge of Gas Turbine Combined Cycle Power Plant Equipment operations and maintenance.
· Good communication skills.
· Able to develop and write clear and concise technical instructions, reports, specifications and recommendations.
· Able to work in a multidisciplinary team with people from different cultures and nationalities.
· Good Knowledge of MS Office software (Word, Excel & PowerPoint)
· Industry standard training courses on NDT, Machinery Diagnostics, Lubrication, Automation, Quality Control, Metrology would be an added advantage.
