The QA/QC Manager for Offshore Substation (OSS) is responsible for the overall quality assurance and quality control of all activities related to the design, procurement, construction, installation, testing, and commissioning of the offshore substation. The role ensures that all processes, systems, and deliverables meet the required quality standards, industry regulations, and Employer Requirement. The QA/QC Manager will implement and oversee the project-specific quality management system (QMS), ensure compliance with quality standards, and lead efforts to identify and mitigate quality risks throughout the project lifecycle.

DUTIES AND RESPONSIBILITIES

Quality Assurance (QA):

• Develop, implement, and improve the project’s QMS in line with Employer Requirement, industry standards (ISO 9001, IEC, DNV, etc.), and Korea regulatory requirements where necessary.
• Develop detailed quality plan, procedures, and work instructions specific to offshore substations, ensuring alignment with project scope and requirements.

• Ensure that all testing, including electrical, mechanical, and structural tests, are carried out according to Employer Requirement, approved standards, procedures, and protocols.
• Make sure that the offshore substation meets DNV Project Certification based on DNV-ST-0145 (2021 Edition) primarily.
• Supervise the commissioning process to verify that the offshore substation meets all operational and safety requirements.
• Maintain detailed, accurate records of inspections, testing, and commissioning activities. Ensure all QC-related documents are in compliance with regulatory requirements and Employer’s expectations.
• Ensure the compilation and completion of quality records, inspection reports, and test certificates for final handover to Employer upon project completion.

Project Integration & Coordination:

• Work closely with the project engineering, procurement, construction, and commissioning teams to ensure quality management is integrated into all phases of the project lifecycle.
• Interface with external stakeholders such as regulatory authorities, certifying bodies, and Employer to ensure the quality system and results meet project standards and expectations.
• Communicate quality-related issues, risks, and actions to Project Manager, Interface and Risk Manager, and other stakeholders in a clear and timely manner.

Risk and Issue Management:

• Identify quality-related risks, including those related to offshore conditions, materials handling, and installation processes. Develop strategies to mitigate these risks and prevent issues from impacting project timelines, costs, or safety.
• Lead the resolution of quality-related issues on-site, ensuring effective communication and collaboration across teams. Ensure non-conformity reports (NCRs) are documented and appropriate corrective actions are implemented promptly.

REQUIREMENTS

Education

Experience

• Minimum 8-12 years of experience in quality assurance and quality control, with at least 5 years in the offshore energy sector or large infrastructure projects (offshore substations, offshore wind, or oil & gas).
• Proven experience in managing QA/QC processes for offshore substations, electrical installations, marine construction, or other similar offshore projects.

Job Summary

Reporting to Head of Legal and Risk, you will work closely with the business units and be responsible for managing the full range of compliance matters.

10 years of experience in a compliance role within a Singapore licensed trust company or MAS licensed firm would be advantageous (not strictly necessary)

Job Description

(A) Principle duties and responsibilities

• Manage, supervise and lead the compliance team, setting clear objectives and providing ongoing training
• Ensure compliance with all relevant laws, regulations, and guidelines issued by the Monetary Authority of Singapore (MAS) and other applicable regulatory bodies.
• Monitor, keep abreast and interpret changes in regulations, laws and industry practices that may impact the business and communicate such changes to the relevant stakeholders and staff
• Lead, support and from time to time, update the impact assessment and periodic review of the firm’s compliance program to meet regulatory requirements and changes.
• Assist in developing, updating and implementing compliance related policies, procedures, and workflows that are related with relevant regulations and industry best practices e.g. notices and guidelines as issued by MAS from time to time
• Conduct periodic compliance risk assessments to identify potential compliance vulnerabilities and provide mitigation strategies
• Conduct gap analysis across business functions, as well as collaborate with stakeholders across the company to enhance compliance controls
• Oversee the FATCA and CRS due diligence and reporting

(B) Governance and Reporting

• Participate in client classification, risk rating, KYC and transaction monitoring. Familiarity with regulatory requirements of AML and CFT and other applicable laws and regulations
• Serve as the primary point of contact for all compliance-related matters within the organisation and act as the liaison with regulatory bodies and external auditors (including liaising with regulators on matters arising from AML/KYC/CFT)
• Lead the preparation and submission of regulatory filings, including MAS reports, FATCA/CRS and ensure accurate and timely compliance with regulatory deadlines

(C) Regulatory Compliance and Risk Management

• Review the client onboarding documentation, due diligence checks, and enterprise-wide risk assessment.
• Perform transaction monitoring activities, identify, investigate, and escalate any irregularities as part of the monitoring process.
• Conduct compliance and anti-money laundering and countering the financing of terrorism training to all employees.
• Perform any additional duties or participate in ad-hoc projects assigned by the Head of Legal and Risk from time to time.

Corporate and Marketing Communications

• Support Assistant Director (Corporate Communications) in media relations work
• Assist in visits/courtesy calls by external parties
• Work with vendors to design and produce collaterals for branding/profiling
• Procurement of corporate gifts and managing corporate gift inventory
• Design and send EDMs (when needed)
• Updating content on ReCAAP ISC website

Social Media

• Support Assistant Director (Corporate Communications) in generating content to educate and engage followers on ReCAAP ISC social media channels (Twitter and LinkedIn).
• Photo taking and drafting social media posts to publicise the Centre’s events and meetings/engagements by ReCAAP ISC Executive Director
• Monitoring comments/responses to social media posts.
• Keeping track of and reporting on social media analytics to increase engagement and followers

Secretariat

• Support Secretariat work – e.g. drafting letters/official correspondences and reports, managing invitations for annual Governing Council (GC) Meeting of ReCAAP ISC, drafting meeting minutes, producing the Executive Director’s Report
• Copywriting and working with appointed vendors to produce ReCAAP 20thanniversary collaterals (e.g. logo, microsite, coffeetable book)

Requirements:

• Degree or diploma in communications
• Minimum 2-3 years of work experience; preferably in communications-related fields
• Excellent writing skills.
• Adept in social media/digital communications, including analytics and data measurement
• IT-savvy and proficient in use of design software (e.g. Canva)
• Proactive problem solver

About ReCAAP ISC

The Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia Information Sharing Centre (ReCAAP ISC) is the first regional government-to-government agreement to promote and enhance cooperation against piracy and armed robbery against ships in Asia.

The Agreement entered into force on 4 September 2006 with 14 Asian countries as Contracting Parties, and the Information Sharing Centre was established on 29 November 2006. To date, 21 States have become Contracting Parties to ReCAAP.

To fulfil its vision as the Information Hub for combating piracy and armed robbery against ships in Asia, ReCAAP ISC enhances regional cooperation through information sharing, capacity building and cooperative arrangements.

At the 12th Governing Council Meeting in 2018, the Council announced that ReCAAP ISC has met the criteria to be a Centre of Excellence for information sharing in combating piracy and armed robbery against ships at sea.

ReCAAP ISC, an International Organisation, marked its 15th anniversary milestone in 2021.
