The Training Development (TD) Manager leads a small team of Instructional Designers and Content
Developers to design and deliver engaging learning to our clients. The TD Manager leads the team to help
the clients define their staff’s competency needs, design the corresponding learning and assessment
methods to ensure the staff are competent and confident to perform their roles. The team will design and
develop the most appropriate and engaging adult learning contents to inspire and qualify clients’ staff.
Job Responsibility :
Design Training:
Design and align Learner-centric Pedagogies into each Training Development project, fitting
into the client’s training context and using client’s training frameworks to meet defined Learning Objectives.
Training Development work:
Develop or review Lesson Plans (LPs) to incorporate/align with the latest Lesson Objectives and Methods of
Instruction (MOI) to meet desired Training Outcomes. Develop or review Lesson Materials (LMs) to support
the revised LPs. New/reviewed LMs should be in digital form so that they can be accessed on the client’s
Learning Management Systems (supporting online and classroom learning). LMs include Instructional
Reference Publications (based on the client’s operating and safety guides), Presentation Slides (with
embedded interactivity), Formative Assessment Quizzes (using online/web-based applications or embedded
into slides), Training Videos, Lesson Handouts, Instructor/Facilitator’s Guide. Assessment plan including
questions, scenarios/injects as well as rubrics for Written, Oral, Practical Assessment.
Project Management:
Ensure the timely delivery of Training Development services to the clients to mutually agreed standards. This
includes coordinating the Training Developers meetings with the client to fulfil the planned training
development services as required by the client. Ensure good stakeholder engagement with client’s subject
matter experts, instructors and training managers.
Job Requirements:
1. Diploma in Design and Development of Learning for Performance (DDDLP) or equivalent
2. Qualifications or certificate in Training Development or Instructional Design from IAL, NIE or accredited
training institution.
3. At least 2 years of education/training industry related working experience, including ex-MOE education
officer or equivalent or Senior Instructor appointments in SAF Schools.
4. Experience in the following areas:
a. Developing Lesson Plans and Assessment Plans.
b. Developing Training Material such as lecture slides, facilitator guides, courseware for eLearning.
c. Competency in instructional design with expertise in development. Experience in content
development, project management with experience in all phases of the instructional design process.
d. Knowledge in IT systems. Experience with authoring tools such as Adobe Captivate, Articulate,
iSpring and web page creation skills using HTML, XML and other web technologies.
