As a Manager, Learning & Training, the incumbent is responsible for developing, planning and managing the site overall learning and development strategy for organizational culture, behaviors, talent and leadership development. The person will also be responsible for site technical skill competency framework including to create an effective approach to conduct skill competency gap assessment and evaluation for all associates in order to transform our associates to be workforce 4.0 ready.
JOB SCOPE
- Develop, Implement Learning & Development strategy aligned to business strategy, with clear priorities.
- Partnering with the business functions to identify competency gap, developing short term and long-term learning & development intervention.
- Plan & conduct site Training Needs Analysis and formulate Site Training Plan
- Plan & conduct site technical skills competency assessment and formulate relevant training with relevant business leaders
- Digitalize and apply AI technology in Learning Needs Analysis process, formulation of a total learning master plan, up-keeping of learning database.
- Manage and coordinate regulatory / mandatory training to meet internal and external compliance needs.
- Facilitate site training and workshops which deemed appropriate.
- Providing L&D related methodologies advice to key stakeholders.
- Manage Site Learning & Development (L&D) budget.
- Work with relevant Singapore government agencies like WSG, SBF and e2i to maximise funding to learning and development activities of sites, where possible.
- Partnering with Talent Acquisition for early adoption of learning and development program to build talent pipeline, like internship, apprenticeship, traineeship program to meet the manpower plan and requirement.
- Lead & partnering with Site HRBP to formulate and enhance site onboarding and orientation programs to provide strong emotional engagement for new hires.
- Coordinate & plan site relevant business strategy & leadership workshops
- Site lead to manage external L&D related vendors.
- Supporting risk management and governance – CLC’s and various compliance / quality audit
- System optimization and continuous improvement in Learning and Development processes.
REQUIREMENT
- Bachelor’s degree in Human Resources, learning and development, organization development or a related discipline
- Min 10 years L&D experience and/ or HR professional handling L&D or organization development tasks across different levels of employees in the same business unit, preferably in manufacturing multinational organizations.
- Experience in plan, design, deploy, facilitate, and conduct training.
- Good communication skills, strong learning agility, dynamic and enjoy working in a fast paced environment.
- At least 3 years as site lead/manager role in L&D.
