RESPONSIBILITIES

Job Responsibilities:

• Plan media infrastructure and operations
  i. Execute project related to DTV transmitter systems, including transmitters, combiner and antennas.
  ii. Provide technical consultation services and advices to users on technical capabilities of equipment/system.
  iii. Execute project related to FM transmitter systems including transmitters, combiner and antennas.
  iv. Commission FM/DTV transmission system.
  v. Execute Business Continuity Plan.
  
  
• Manage linear media operations
  i. Assist in developing contingency plans and equipment redundancies to minimise loss of service from technical failure.
  ii. Assist in developing standard operating procedures (SOPs) for all Transmission operations to guide the Transmission operations teams.
  iii. Render service to support the Transmission operations team.
  iv. Troubleshoot any technical issues that may impact Transmission operation.
  v. Adhere to workplace safety and cyber security.
  
  
• Manage maintenance support activities
  i. Assist in annual preventive maintenance.
  ii. Adhere to internal service level agreements (SLAs).
  iii. Review Transmission equipment and infrastructure to recommend upgrades.

Job Requirements:

• A good basic degree or diploma in Electrical or Electronic Engineering or its equivalent.

Job Responsibilities

• Conduct regular site inspection and follow up closely with contractors on any rectification /repair on critical fire and building equipment
• Conduct daily check to ensure building emergency escape route are free from obstruction
• Conduct fire safety training, fire drills, table-top exercise and other fire related activities for all staff
• Assist and work closely with the facility manager to ensure smooth running and operations of site which including liaison with landlord/tenants
• Ensure proper and timely submission of documents for compliance to respective regulatory bodies and customer’s requirement including monthly inspection report
• Implement fire safety procedures and conduct fire drills and other crisis management campaign
• Review, formulate and update fire emergency plan and procedures as necessary to ensure compliance to customer’s requirement
• Ensure subcontractors/vendors personnel is equipped with proper PPE, adhere to proper safety work procedure and qualified to perform the respective work order
• Prepare monthly safety report and update management on any discrepancies, findings and improvement area
• Plan and ensure maintenance of fire protection systems and other M&E systems that are link to the fire alarm system are carried out by contractors as scheduled.

Job Description:

• Prepare and Monitor project cost budget, cash-flow for project, track changes in design/construction work, check variations and adjust budget projections accordingly.

The Job:

Purpose

• Lead PSA's Infrastructure Asset Management (1AM) for PSA's global physical civil infrastructure.
• PSA operates over 60 deep-sea, rail and inland container terminals across 160 locations in 42 countries. The role broadly includes developing and implementing 1AM strategies and requirements across PSA's global civil infrastructure to appropriate international standards, capacity building and providing expert advice across the organisation.
• Reporting to SVP Civil Engineering as a key member of PSA's Port Process Excellence (PPE) Civil Engineering team.
• Based in Singapore with short term travel to overseas terminals and projects as required.
• Work closely with PSA's worldwide terminals, project stakeholders and counterparts in other departments.

Responsibilities

Infrastructure Asset Management (1AM) Strategy & Policies

• Develop and provide leadership on organisational level strategic asset management plans and policies in alignment with PSA's organisational objectives. This will require close consultation with senior management and PSA international BUs.
• Develop practical 1AM planning and implementation frameworks and requirements and roll these out to PSA's global BUs. These will include (for example) asset management planning, implementation, data gathering and benchmarking and reporting through asset lifecycles.
• Oversee and support PSA's global BUs in the implementation of the 1AM policies. Provide hands-on support and guidance to BU teams and senior management and be seen as the 'go-to' expert on 1AM.
• International Standards: all strategies, frameworks, and reporting etc shall be aligned with appropriate international standards.

Best Practice

• Develop clear frameworks, best practice and methodologies for data gathering, benchmarking, target setting and reporting. Report regularly to senior management on progress, key issues, required actions and other recommendations.

Capacity Development

• Strengthen PSA's global 1AM capability from senior management to working teams. Drive organisational change and development of 1AM culture.

Build strong working relationships and trust with BU civil engineers and senior management and with regional management. Be seen as a 'go to' provider of solutions. This will require strong influencing skills and demonstration of added value.

Requirements

• Bachelor's degree (BEng or BSc) in infrastructure asset management (or similar) or a BEng / BSc in a related field such as Civil Engineering plus a post grad qualification in infrastructure asset management (or similar).
• Professional qualifications (Chartered or equivalent) with a relevant professional accreditation body.
• Proven experience in developing and delivering infrastructure asset management across multiple countries or locations, working to international standards.
• Suitable experience and gravitas to be able to influence policy, develop strategy and oversee, direct and support major civil infrastructure portfolio and to become a trusted advisor to civil engineering colleagues and senior management.
