Job responsibilities：

1) Quality Assurance / Health & Safety Support;

- Administer Project Management resources to assist QA / H&S to:

- Recommend penalties for subcontractor non-compliance to QA / H&S requirements.

- Ensure follow-up to site quality inspection (by external consultant) comments.

2）Operations Support:

- Administer Project Management resources to assist the Operations to:

- Incorporate construct ability inputs from the Operations in design drawings;

- Ensure the timely receipt of design drawings for subcontractor tender.

- Attend the respective site meetings on a monthly basis.

- Ensure that the site managers / engineer attend their respective design meetings on a monthly basis.

3）Other detailed responsibilities：

- Administer Project Management resources to assist the Business Development to:

- Act as the direct reporting manager to some of the assigned Project Management personnel in the company:

- Contracts / Projects Executive

- Conduct Client design kick-off meetings for assigned projects and subsequently, monitor such follow-on meetings.

- Conduct internal design meetings for assigned projects and subsequently, monitor such follow-on meetings.

- Prepare and attend pre-construction meetings with Business Development and Operations for assigned projects.

- Co-chair internal design review meetings with Project Management for assigned projects.

- Conduct monthly Client project-update meetings for assigned projects.

- Provide project updates to the Deputy Director (Projects) or Assigned Senior Project Manager as and when required.

- Sign-off cost reports for assigned projects.

- Negotiate and Recommend works order to subcontractors for assigned projects.

- Approve on site/ keys handover to the Client for assigned projects.

- Recommend on formal notifications to the Client for assigned projects.

- Recommend on post-DLP maintenance / rectification expenditures for assigned projects.

- Recommend provision figures to Director (Projects) or Deputy Director (Projects) or Assigned Senior Project Manager for potential project cost / claims.

- Coordinate and verify subcontractor proposals for assigned projects during the award stage.

- Negotiate subcontractor deductions for project non-compliance and breaches.

- Compliance to key legal obligations in relation to the project;

- Flow through of Client contract obligations to the subcontractors;

- Project schedule and site progress;

- Adherence to Client progress claims;

- Formal project certifications, including handover certificates;

- Defect rectification progress, particularly during the handover / final statement claim stage;

- Maintaining relationships with relevant authority officers.

- Administer the filing and archiving of assigned projects documentation.

- Submit project progress reports for the Management Review.

- Recommend improvement on existing Project Management procedures / processes, including documentation.

Requirements:

- Must be a local Singaporean with a practicing license.

- A deep understanding of the overall situation and operation of Singapore construction projects, and good relationship with the authorities will be preferred

- 15 years of experience in the planning and construction of large-scale public building renovation projects.

- Proven track record as a renovation construction manager in large-scale projects, managing internal / external stakeholders – HSE, QA, Subcontractors, Suppliers, Client, Authorities.

- Proficiency in planning, scheduling, and resource management

- Capatable to identify and address construction challenges and issues promptly.

- Excellent ability of organization and problem-solving skills, with the ability to prioritize tasks and manage multiple tasks simultaneously.

- Good communication and interpersonal skills to collaborate effectively with various stakeholders.

- Demonstrate leadership abilities and the capacity to motivate and develop a team.

- Fruitful knowledge of safety and regulatory compliance requirements related to construction logistics.

- Profound knowledge of renovation construction and technologies.

- Excellent coordination skills and communication skills in English and Chinese, both verbal and written.

- Bachelor's degree in Civil, Mechanical or Electrical, or a related field.

Job responsibilities：

- Lead and oversee all M&E engineering activities in construction projects, ensuring adherence to design specifications, approved drawings, and project timelines.

- Manage the planning, scheduling, coordination, and integration of M&E systems installation and commissioning.

- Supervise M&E subcontractors and vendors, ensuring quality work, safety, and compliance with contractual obligations.

- Monitor and track the progress of M&E works, providing regular updates to senior management and stakeholders.

- Coordinate with architects, engineers, project managers, and other departments to resolve technical issues, discrepancies, and ensure seamless integration of M&E systems with other building components.

- Ensure compliance with regulatory standards, building codes, and quality assurance requirements (e.g., CONQUAS, QM).

- Liaise with clients, consultants, relevant authorities, and subcontractors regarding M&E issues, ensuring effective communication and problem resolution.

- Ensure M&E works comply with Safe Work Procedures and safety regulations throughout the installation and commissioning process.

- Prepare and submit M&E-related documentation, reports, and progress updates as required by the project schedule.

- Handle any other ad-hoc duties or tasks as assigned by management.

Requirements：

- Degree in Mechanical & Electrical Engineering or related fields; PE Board recognized degree is preferred.

- Minimum 8 years of relevant experience in the construction industry, with strong M&E project management expertise and at least one completed project cycle.

- Possess Green Mark Accredited Professional (GMAP) certification is a plus.

- Experience with MOHH or HDB projects is a plus.

- Proficient in Autodesk Revit, BIM software, or other M&E design tools.

- Strong leadership, organizational, and project management skills, with the ability to supervise teams and manage multiple tasks effectively.

- In-depth knowledge of M&E systems, installation methods, and industry standards.

- Good speaking and writing in both English and Chinese.

- With a actual experience of large-scale public building renovation and good relationship with the authorities will be preferred.
