This position is located at the Public Works Department, Singapore. Incumbent serves as an Engineering Technician in reviewing, assessing and resolving complex and diverse (e.g. multi-story, multi-trade, multiple technologies) construction and design problems encountered during the performance of projects assigned. Administers the Construction Quality Management Program on all assigned projects. Provides expert interpretation of plans and specifications. Reviews the project plans and specifications prior to contract award for technical soundness, compliance with Navy requirements and to determine practicability from a construction management standpoint. Provides technical knowledge of local conditions including availability of construction materials and skilled labor, contractor and sub-contractor organizations and the technical policy and procedures required by the military organization involved. Coordinates with project designers and provides solutions to complex and diverse technical problems. Conducts and evaluates Asbestos/Lead Based Paint/Radon building profiles, including surveys and physical assessments of Asbestos/Lead Based Paint/Radon, in order to complete hazard assessments and identify or decide on subsequent actions using agency priorities, budgets and other resources in decision making. Conducts Safety and Occupational Health (SOH) inspections and surveys of facilities, equipment, and operations to determine unsafe/unhealthy working conditions, deficiencies and evaluations. Prepares the results of the SOH inspection and surveys and provides recommendations to supervisors to meet the requirements of applicable safety codes, regulations and standards.

What You Will Do:

· Establish and maintain Capacity Modeling.

· Perform Time study, Track capacity model parameter and ensure data accuracy.

· Benchmark tool to tool performance.

· Capacity scenarios study, analysis and capacity optimization.

· Identify opportunity for improvement – capacity, cycle time, productivity.

· Work closely with operation and engineering to drive MOOI, OEE, cycle time on bottleneck equipment and resolve capacity constraint.

· Support Lean manufacturing and operation excellence project.

· Provide solution and works independently to resolve manufacturing operation problem and capacity constraints.

What You Will Bring (REQUIRED Qualifications):

· Experience in wafer fab front-end industrial engineering and electronics/ semiconductor operations will be a distinct advantage.

· Experienced user of engineering tools such as Microsoft Access, Project, SQL server, VBA and decision tools.

· Proficient in data management.

· Good exposure on time studies, methods and/or performance analysis methodologies.

· Strong analytical, systematic in problem solving approach.

· Good team player and able to collaborate with all levels in the organization.

· Projects or experienced in Factory Automation.

Education & Field of Study

· Bachelor in Industrial Engineering, Manufacturing or related discipline
