Working hours:
Total about 80 hours/month
· Mondays to Fridays: 8.30 am to 12.30pm by default or
· Mondays to Fridays: 1.30 am to 5.30pm when required by the Board
· Lunch break 1 hour (Mon to Fri), time to be 12.30pm to 1.30pm.
Scope of works:
· Assist in the planning stages by providing technical input on the feasibility, safety, and environmental considerations of the Demolition and Land Reinstatement.
· Coordinate with various stakeholders, including contractors, subcontractors, and regulatory authorities, to ensure project alignment.
· Supervise all on-site activities related to demolition and reinstatement, ensuring compliance with the project plan, safety regulations, and quality standards.
· Conduct regular site inspections to monitor progress and ensure that all work is executed as per the design and specifications.
· Implement and enforce safety protocols to prevent accidents and ensure the well-being of all site personnel.
· Review and approve method statements, risk assessments, and safety plans provided by Contractors.
· Ensure that the materials and the workmanship meet the required standards and specifications.
· Address any non-compliance issues by directing corrective actions and overseeing their implementation.
· Maintain detailed records of the project’s progress, including daily logs, material delivery notes, and site reports.
· Prepare and submit regular progress reports to the project manager and client, highlighting any issues, delays, or deviations from the plan.
· Provide on-the-spot solutions to technical challenges that arise during the demolition or reinstatement process.
· Liaise with design engineers and other experts to resolve complex technical issues.
· Oversee the final inspection and testing of the reinstated plant facilities to ensure they meet tender requirements.
· Manage the handover process to the authorities, including the provision of asbuilt drawings, operation manuals, and maintenance schedules.
· Specific Project Scope Responsibilities by liaising with the main contractor (not limited to):
- Structural Assessments: Conduct or oversee detailed structural assessments to determine the safety and stability of existing structures before demolition.
- Geotechnical Surveys: Carry out geotechnical surveys to assess soil stability, bearing capacity, and potential issues related to ground movement during demolition.
- Real-Time Sensors Monitoring During Demolition: Ensure integration of sensors in the demolition works by the Contractor for real-time data collection and analysis, improving decision-making and risk mitigation management. E.g. Structural Integrity Monitoring, Vibration Monitoring, Air Quality Monitoring, Noise Level Monitoring, Temperature and Fire Detection, Ground and Soil Movement Monitoring, Worker Safety Monitoring that project is completed safely and within regulatory frameworks.
- Environmental and Safety Compliance: Ensure that the demolition and reinstatement processes comply with environmental and safety regulations.
- Monitoring and Reporting: Regularly monitor site conditions, progress, and quality of work, providing detailed reports to project managers and stakeholders.
- Risk Management: Identify potential risks associated with the demolition and reinstatement process, particularly related to structural integrity and ground stability, and develop mitigation strategies.
Qualification, skill, experience:
· A Bachelor's degree in Civil Engineering or GeoTechnical Engineering from a recognized institution or equivalent is necessary.
· Professional Engineer (Singapore PE in Civil or Geo-Technical) license is preferred.
· Certifications in safety management (e.g., OSHA, NEBOSH) or environmental management is advantageous. Registration with a relevant professional body (e.g., The Institution of Engineers Singapore, IES) is beneficial.
· A about of 5 years of relevant experience in Civil /& GeoTechnical engineering, particularly in projects involving demolition, structural assessments, and construction. Experience in large-scale industrial or plant settings or large infrastructure projects including relevant water retaining structure construction experience is preferred.
· Experience in managing large-scale projects, including coordinating with various stakeholders, ensuring compliance with regulations, and handling complex logistics.
· Proficiency in civil structural analysis for designing and reviewing plans and project management.
· Skills in geotechnical analysis, soil mechanics, and foundation engineering.
· Thorough understanding of local and international standards, codes, and regulations related to demolition and construction.
· Ability to lead a multidisciplinary team, including site engineers/resident technical officers, contractors, and safety officers.
· Strong communication skills for liaising with clients, regulatory bodies, and contractors.
· Competence in preparing detailed reports, technical documentation, and ensuring all communications are well-documented.
