Job Scope

The Process Engineer applies engineering principles and techniques to optimise the production processes in a manufacturing environment to meet organisational objectives. His/her work also includes troubleshooting process engineering issues and developing work instructions for out-of-control processes. He/she will be required to analyse manufacturing/maintenance issues and recommend engineering solutions.

The Project Engineer reports to the Project Manager and is responsible for the below:

• Prepare and submit required documents for Project, working with respective stack holders based on project proposal.
• Prepare and maintain the project document summary.
• Upon confirmation of project resources, update other stakeholders to prepare submission and record for final MDR.
• Prepare and follow up with Engineering and drawing related documents.
• Receive, review, update and issue latest revised drawing to project team.
• Prepare and monitor STQ / RFI for technical details.
• Preparation and updating of project schedule.
• Prepare and update Regular reports and Project Forecast.
• Base on approved layout and schematic drawings, prepare and update MTO upon approval from client.
• Escalate any abnormalities compared to bidding quantity to PM and procurement team.
• Update the revised MTO (material take off) to project team, ensuring material availability as well as manpower resources.
• Attend daily toolbox meeting.
• Update Project managers about the progress, plans and challenges.
• Assist in the preparation of the complete subcontract Scope of Work.
• Work with all stakeholders to ensure that we have the latest equipment connection drawings.
• Prepare, monitor and update status to procurement, and submit monthly progress claim.
• Record additional works and variation orders.
• Prepare variation claim with proposal team.

Element has an opportunity for an experienced Quality Engineer. Reporting to the Principal Quality Manager, you are an essential member of the management team and responsible for the overall quality performance. This includes implementation, maintenance and improvement of Element quality management system (QMS). The successful candidate will have a sound working knowledge of ISO/IEC 17025, ISO/IEC 17020 or ISO/IEC 17065 requirements in relation to testing, calibration inspection and certification.

In this role, you will have interaction with clients, Accreditation Bodies and will be responsible for advising operational colleagues of the importance of quality, accuracy and integrity in the provision of the testing, calibration inspection and certification services we provide.You will be involved in leading quality at a local level and will work closely with the Principal Quality Manager to ensure that Element quality policies, processes and procedures are effectively implemented. As a quality leader within Element you will be capable of driving a culture of quality assurance and quality improvement, working closely with your operational colleagues and the wider Element quality community.

This role is based in Sungei Kadut Loop, Singapore.

Job Duties:

• Ensuring all staff buy-in to the effective and efficient implementation of Element quality policies and procedure by providing advice, guidance and support on quality issues to Element Singapore and Malaysia business units.
• Driving quality improvements at every opportunity and proactive participation in continuous improvement and process improvement projects and ensure effective adoption of Element e-QMS throughout Element Singapore and Malaysia business units.
• Proactive participation in projects to deliver identified Quality objectives and contribute to and drive key initiatives to improve Quality awareness and compliance.
• Management of and participation in scheduled internal audits across management system and technical disciplines and proactively monitoring laboratory test equipment for calibration currency and advising management of upcoming schedules,ensuring corrective and preventive actions identified within specific laboratories are implemented and verified in a timely manner.
• Represent Element Singapore and Malaysia business units during assessments by accreditation bodies and audits by clients and controlled document holding and arrange to update appropriate documentation as necessary, control and issue of Element Singapore and Malaysia Quality Management Systems documentation and participate in the internal audit programme to monitor implementation of quality policies and procedures.
• Manage external and internal proficiency testing programs of all Element Singapore and Malaysia business units and prepare compliance and improvement metrics for Element Singapore and Malaysia business units quality as required.
• Writing and reviewing quality documentation as required and effective and efficient management of personal work schedules and timely generation of Element Singapore and Malaysia business units quality reports.

Job Requirements:

• Minimum Bachelor of Science or Engineering qualification.
• Proven experience (minimum two years) of managing quality management systems within a multi-discipline testing, inspection and certification environment, preferably multi-location.
• Demonstrable experience auditing against ISO/IEC 17025, ISO/IEC 17020 and ISO/IEC 17065.
• Sound knowledge of equipment calibration and analysing proficiency test data.
• Knowledgeable in uncertainty of measurement and risk assessment and hands-on experience with Element e-QMS preferable.

Responsibilities

• Daily Update of Project / Operation Progress to immediate superior.

• To have and maintain good daily attendance and punctuality.

• Supervise and oversee the sequential activities of Structural, Piping &

the lay down, Preservation, Foundation and Structure, Receiving from

Main Contractor/Suppliers/Vendors, Pipe Support Installation, Launching, Fitting and Welding of piping, Flange Alignment, Punch Clearing, Reinstatement, Touch up Painting and Hand Over.

• Must have working knowledge of all applicable piping and structure

standards and recommended practices, e.g. BS, ASME,ASTM,CSA,API etc.

• Managing project scope and change control with commercial or without commercial impact.

• Development of procedures, flowchart or process flow, detailed calculation based on available Engineering information.

• To procure and requisition materials based on interpret construction and technical drawings.

• Communicate with Engineering/technical/quality requirement to team individuals.

• Project Coordinate with Clients, PMD, Procurement, Engineering, Contract & Finance. Departments & Subcontractors and interfaces with other REL' s Business Units.

• Oversee the Steel Structural Works, Piping and Mechanical while assist and communicate for any prioritize from Pre-Fabrication required (e.g.

PTREI and Subcontractors).

• Preparation of method of statement, risk assessments for Piping,

Mechanical & Steel Structure Scopes.

• Monitoring and installation supervision with Subordinates to deliver the projects in Safety, Quality and Production manners.

• To liaise with clients representative on all project issues and

subcontractors to ensure safe and efficient delivery of projects to both the company and clients satisfaction.

• Leading the supervisors and foremen in finding and executing solutions to SMP related problems on site.

• Communicating with Project Management Team / QAQC Team to validate and document all changes and highlight to PM for changes that shall involve additional works.

• Assist with the management of internal and external third party interfaces.

• Monitoring and assist of site construction team for Installation, Testing and Pre-Commissioning works related to SMP Scopes.

• Liaise with respective functions or Bu's to prepare project planning,

contracts, procurement, progress reports and claims.

• Timely Setting out the target, plan and accurate achievement including manpower, materials and machineries as per scope and budget.

• To outsource the Shop-Prefab for Piping and Steel Structure Scope, Shop and Field Painting, Galvanising, Metal Roofing, Shop drawings (TEKLA),etc.

• Able to have understanding of systems and subsystems of the plant in order to expediously complete and handover to Client.

• To take note the Variation order (VO) and to take note of any Notice of Delay (NOD) during execution of the project.

• Nominating and training of supervisors, foremen, fitters, welders and

general workers to be capable of doing works well.

• To initiate and undertake action to prevent the occurrence of nonconformity.

The holder of the position is mainly responsible for the following areas in coordination with his / her superior:

Design and build the DWH database models (star schema).

Manage the semantic model in Oracle Analytics Cloud to provide a unified view of our organization's data.

Manage application roles and access rights for end users including row level security filters, to protect sensitive data.

Work with ETL specialists, IT business Consulting as well as external vendors to ensure data ingestion and integration into the database model

Collaborate with Business Controlling and business counterparts on new reporting requirements.

Ensure data quality, security and compliance with industry standards and internal guidelines.

Ensure proper documentation of data infrastructure, data models, workflows as well as security concepts in accordance with internal security policies.

Skills
