Key Responsibilities

1. Regulatory Compliance

· Ensure compliance with the Payment Services Act (PSA) and other MAS regulations governing remittance services.

· Maintain up-to-date knowledge of regulatory changes and implement appropriate updates to policies, procedures, and controls.

· Prepare and submit regulatory reports to MAS, including suspicious transaction reports (STRs) and periodic compliance filings.

2. Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT)

· Implement and maintain an effective AML/CFT compliance program in line with MAS requirements and global best practices.

· Conduct customer due diligence (CDD), enhanced due diligence (EDD), and periodic KYC reviews for high-risk customers.

· Monitor and investigate unusual or suspicious transactions, escalating issues to the relevant authorities as required.

3. Risk Management

· Perform risk assessments for customers, agents, and transactions to identify potential AML/CFT or fraud risks.

· Develop and implement controls to mitigate compliance risks, including transaction monitoring systems and real-time screening tools.

· Ensure proper record-keeping of compliance activities for the stipulated period as per MAS regulations.

4. Policies, Procedures, and Training

· Develop, update, and enforce compliance policies and procedures specific to the remittance business.

· Provide training to employees and agents on compliance requirements, AML/CFT regulations, and ethical business practices.

· Conduct periodic internal audits to ensure adherence to compliance policies and rectify any gaps or breaches.

5. Transaction Monitoring and Reporting

· Perform ongoing transaction monitoring to identify patterns of unusual activity or behavior.

· File suspicious transaction reports (STRs) with the Suspicious Transaction Reporting Office (STRO) as necessary.

· Maintain records of transactions exceeding the threshold under MAS and FATF guidelines.

6. Licensing and Onboarding

· Assist with applications, renewals, and variations of remittance-related licenses as required by MAS.

· Ensure all agents and sub-agents meet compliance standards during the onboarding process.

7. Engagement with Stakeholders

· Liaise with regulatory authorities, such as MAS and STRO, as well as law enforcement agencies when necessary.

· Serve as the key point of contact for compliance-related inquiries from internal and external stakeholders.

Requirements

· Qualifications: Bachelor’s degree in Law, Finance, Accounting, or a related field. Professional certifications such as CAMS, ICA, or equivalent are a plus.

· Experience: At least 2 years of relevant experience in compliance, AML/CFT, or a related role, preferably in the remittance or payments industry.

· Knowledge: Strong understanding of MAS regulations, the Payment Services Act, FATF standards, and AML/CFT practices.

· Skills:

Deliver quality customer service:

1. Deliver quality customer service and frontline assistance by sharing useful and correct information and advice to stakeholders such as callers, walk-in residents, contractors, etc., to create a positive and satisfying customer experience.
2. Handle outbound calls and respond to inbound call enquiries in a polite, timely and accurate manner.
3. Manage feedback, complaints and services requested by the residents professionally and liaise with the relevant departments to follow-up on outstanding matters. Escalate the incident to your superior if there is no resolution.
4. Attend to all correspondences on the usage or booking of common properties including all recreational facilities, on behalf of the Town Council following company policies and procedures. Tracking and ensure payment for booking of facilities. Follow-up on deposit refund.
5. Assist and work closely with the Property team in tracking the daily, weekly, and monthly maintenance and bulk refuse schedule, improvement and upgrading works timeline, deployment, resources arrangement and IEMS cases (where applicable).
6. Booking of bulky removal appointment and making any related changes.

Finance support:

1. Collect and manage the funds payable to the Town Council via different payment methods, e.g., cash, nets, credit card.
2. Handling of S&CC related inquiries.
3. Coordinate and handle permit and waiver applications and appeals.

Administrative support:

1. Issue notices to vehicle owners or tenants or relevant parties to comply with or remedy a breach of any Town Council’s bylaws (BES). Follow-up on status and closure.
2. Perform administrative duties such as prepare courier bag, prepare letters to residents, mailing, inventory of pantry/ office supplies, etc.
3. Maintain proper records and files of documents, drawings, and materials, collection transactions, pertaining to Town Council matters.
4. Prepare end day reporting, e.g. number of permits.

Cross deployment/ others:

1. Be ready to be deployed to either the call center, cashier, or reception/ counter station across all offices (where necessary) to ensure smooth business operations.
2. Any ad-hoc duties assigned by your supervisor.

Job Purpose

Compliance

· To assist Head of Compliance to manage a robust Compliance function in line with the Group Compliance Policy which provides assurance to the Board and senior management.

· Support Group Compliance and Unit Branch in collaborating with relevant businesses (predominantly corporate and institutional) on Compliance and financial crime issues across client and geographic segments and client coverage models.

· Act as back up to Head of Compliance & MLRO, Asia during his/her leave/absence.

Finance

· To assist the Head of Finance and Finance department on daily reporting including computing and monitor regulatory compliance ratios and requirements.

· Assist in MAS reporting.

Act as a Finance back up for expenses payment and entries.

Main Responsibilities:

Compliance

- Assist the Head of Compliance to manage a Compliance function covering bank wide compliance risks for the Branch as mentioned in Section 1 above.

- Assist the Singapore MLRO in achieving the successful clearing of the SIRON KYC and Safewatch batch alerts and also assist in managing the day-to-day alerts by undertaking the following activities:

• Alert disposition (investigation) to rule out false positive hits

• CDD/KYC review for alerts

• Gathering necessary information from different stakeholders

• Conduct open searches to rule out alerts

• Reporting daily progress reports

• Escalating true matches and suspicious activities to MLRO

- Aside from the above, primary role is also to assist in financial crime/FATCA & CRS /Data Protection unit governance initiatives, such as:

• AML systems implementation,

• partake in committee meetings preparation,

• preparation for reporting to Group Compliance

• limited compliance testing

• Data Protection Risk Assessment and Annual Plan initiatives

Finance

- Regulatory financial compliance – Asset Maintenance Ratio (AMR), Minimum Liquid Asset (MLA) and Minimum Cash Balance (MCB)

• Compute qualifying Liabilities, non-bank deposits and adjusted capital fund

• Monitor qualifying assets and ensure compliance with the ratios and requirements including projections

- Prepare/check MAS returns for submission covering notices 755, 640, 649, 758, 610, 757, 759, 760 and 630

Assist Finance (as a backup) in the processing of payment and entries for expense

Job Requirements:

Knowledge

· Good knowledge and understanding of Anti-money Laundering.

· Good knowledge of Customer Due Diligence/ Know your Customer requirements.

· Basic understanding of Sanctions and screening

· Basic understanding of MAS regulatory requirements of a wholesale bank

· Solid computer skills with capability to use spreadsheets, graphic and presentation packages to review and create professional material.

· Knowledge and understanding of MAS reporting, MLA, MCB and AMR

· Basic knowledge of accounting preferred

Education / Certifications

· Suitably educated, preferably with a bachelor’s degree (a prerequisite).

Experience

· External auditors or Internal auditors that have audited regulated financial institutions and are looking for an in-house role are welcome.

· Junior compliance professionals looking to expand compliance knowledge and portfolio.

· Compliance related qualifications would be an advantage (e.g. ACAMS, ICA).

The job scope includes:

• Support laboratory operations by maintaining cleanliness, organization, and functionality of laboratory equipment and workspaces.
• Assist in conducting experiments, tests, and analyses under the supervision of laboratory staff.
• Procure laboratory supplies, equipment, and materials in accordance with project requirements and budgetary guidelines.
• Coordinate with vendors and suppliers to obtain competitive pricing and ensure timely delivery of procurement orders.
• Maintain accurate records of inventory levels, procurement transactions, and supplier information
• Assist in the development and implementation of procurement strategies to optimize cost-effectiveness and efficiency.
• Collaborate with laboratory personnel and project teams to identify procurement needs and recommend suitable products or solutions.
• Monitor and track the usage of laboratory consumables to prevent stockouts and minimize wastage.

Safety:

• Support the daily operation of all safety and security matters in the lab.
• Adhering to safety protocols and guidelines while handling hazardous materials and operating laboratory equipment.
• Provide expert advice to all staff on all workplace safety and health issues
• Develop and implement effective safety guidelines and standard operating procedures
• Conduct thorough inspections for all work premises assigned and execute all required follow-ups
• Conduct investigations for all accidents and incidents
• Facilitate the application of licenses and liaise with the relevant authorities for license/permit issues relating to safety, such as NEA,SCDF.
• Responsible for the emergency preparedness programme including local chemical spill response team
• Provide training, expertise and support in the safety management of lab equipment, consumables and operations of the labs
• Perform routine checks and inspection of assigned laboratories and office to maintain good housekeeping, enforce safety regulations and create safety awareness
• Conduct regular housekeeping and checking of safety equipment of the assigned laboratories and office to ensure compliance to safety regulations.
• Follow up on non-compliant safety inspection findings and ensure the corrective actions are rectified.

Security

• Plan and coordinate all lab security matters.
• Ensure high level of security for the smooth operations of lab.
• Ensure lab’s access is secured and house rules are followed.
• Ensure only authorized persons have accessed to the designated areas.

Assist in other laboratory-related tasks and projects as assigned by supervisors or management

COMPETENCIES AND QUALIFICATION REQUIREMENTS:

• Candidate must possess at least a Secondary School/Professional Certificate/NITEC, Diploma, Advanced/Higher/Graduate Diploma/Degree, any field.
• Fresh graduates or 1 year(s) of working experience in the related field
• Good communication skills and able to communicate with internal department well.
• Be driven, responsible, organized, independent and able to handle stress well.
• Able to learn fast, high attention to detail, and able to multi-task
• Able to work under pressure and minimum supervision.
• Able to start immediately or at short notice is a plus.
• Possess positive working attitude, punctual, initiative and able to work productively under minimal supervision.

Job Responsibilities:

· Perform day to day HR & Administration functions.

· Maintain and update employees’ records in HRIS system and related portals.

· Able to draft HR related letters and notices and communicate well with staff and related government agencies.

· Perform MOM work permit/pass applications, renewal, and cancellation.

· Update Residential address in OFWAS and dormitory management for foreign workers.

· Manage staff attendance, leave administration, computation, and calculation of Overtime claims.

· Training registration and maintain a proper training records.

· Involve in ISO related audit matters as and when required.

· Assist in staff engagement and survey.

· Assist in staff disciplinary and grievances related issues.

· Facility Maintenance (e.g. Lift renewals, Copier machine, fire safety equipment, etc).

. Replenish for Company uniform, office stationery, name card and etc.

· Assist in staff recruitment via various means to meet the company manpower needs.

. Familiar with recruitment requirements, able to identify potential candidates, conduct selection, interviews, job offer and signing of employment contract.

. Assist in HR & Admin duties, including on boarding process, exit clearance, staff relation management, group insurance, work injury reporting, staff claims and travel arrangement, etc.

· Assist in employees’ welfare and benefits, organize company events and activities for employees.

· Any other HR & administration tasks.

Job Requirements:

· At least Diploma in Human Resource Management or related field.

· Minimum 1 years of working in HR, with focus on HR administration.

· Basic knowledge of local Employment laws and MOM regulations.

· Excellent communication and interpersonal skills.

· Proven ability to handle confidential information with discretion.

. Adaptable to fast-paced work environment.

· Proficiency in using software applications (e.g, Microsoft Word, Excel, PowerPoint, etc).

Working Hours: 8am to 5.30pm (Monday to Friday)

Work Location: 5 Jalan Tepong

(Transportation is provided, pick-up at Lakeside MRT station)
