About the job

The Authorization Manager assists schools in all aspects of programme implementation related to the global authorization process in order to optimize the growth, results, engagement and satisfaction of schools in the authorization process. - Maximizing profitability through portion control, accurate billing, and effective budgeting.

Job Responsibility:

Lead Singapore office and manage affiliated office relevant business units

Formulate and implement business strategy to achieve annual target

Engage clients and vendors for procurement and trading activities

Develop E-commerce platform for the traded commodities

Responsible for steering the company's financial management, including strategic planning，budgeting and financial performance analysis

Oversee daily business operations and risk management

Implement HQ policies and formulate local policies, optimize business processes

Allocate budget resources and manage operational cost

Oversee human resources management and functions

Prepare regular report (in Mandarin) for management

Job Requirement

Minimum 15 years of management working experiences in managing across multiple countries in Asia Pacific region (mainly China, Japan, Australia) and Europe.

Minimum 2 years of experiences in commodities E-commerce business.

Strong finance background and attained finance certification in one of the countries mentioned above

Strong leadership and excellent communication & interpersonal skills

Communicate with Mandarin speaking counterparties in both written & spoken. Proficiency in Mandarin is required.

Willing to travel and stationed overseas based on work assignment.

Responsibilities

• Oversee the daily operations of Finance Department
• Ensure all financial and statutory reports are accurate and submitted timely
• Ensure payments made are in order, properly verified and authorized
• Assist the Investment Committee Chairman with the management of the Investment Portfolio including the Fixed Deposits
• Manage financial planning including daily and monthly funds management and working capital management for the Company
• Prepare annual cashflow forecast, Shareholders’ funds accounts, Insurance funds accounts for the Company and present the annual budget to the Board for approval
• Analyse actual and compare the results with the budgets
• Conduct regular review of the accounting system and procedures, and be responsible for enhancements of system
• Ensure compliance with the requirements of the Companies Act, Accounting Standards, MAS Regulations, Insurance Act and to respond to any queries from the MAS.
• Liaise with the internal and external auditor to co-ordinate the audit process till completion
• Liaise with the Company actuary on the annual certification of the Company’s premium liabilities and on the annual stress testing exercise
• Co-ordinate with the Company Secretary on all secretarial matters, including the annual AGM and the regular Board of Directors’ meeting

Requirements

• Degree in Accountancy or professional qualification in Accountancy; CPA preferred
• At least 5 years of relevant experience in a senior finance leadership role of a financial services firm
• Strong foundation in finance and in-depth understanding of internal controls, corporate governance, regulatory compliance and accounting standards
• Familiar with MAS regulatory reporting requirements and IFRS 17 knowledge
• Numerically-inclined, meticulous and well-organised
• Highly driven with the ability to drive result and ability to work under tight deadlines and pressure

• Provide support in the settlements of Treasury products including Foreign Exchange, Money Market as well as Fixed Income and Interest Rate Swaps
• Process FXMM trades including CLS
• Pre-matching, validation and settlements of trades
• Reconcile trade breaks and investigate failed trades
• Static data creation and maintenance in the systems
• Perform reconciliations
• Process remittances accurately and timely
• Ensure submission of regulatory reports on a timely basis
• Participate in projects and/or perform User Acceptance Testing
