Job Description

• Manage and supervise major construction supervision as RE of building works and civil infrastructure,involving site inspection, meetings and review of drawings and method statements in accordance to customer specifications, applicable codes, standards and other generally accepted practices.
• Carry out independent design checks for temporary falsework and formwork support system
• Keep quality records of all works, monitor and report on work progress
• Review and comment on contractor's submissions.
• To review and supervise safety, environmental and health matters.
• Station full-time on site to support Senior Resident Engineers (SRE) and the QP(S) with projects.
• Possess Degree in Civil Engineering recognized by PEB and registered with IES as Resident Engineer

Job Requirements

• At least 5 years of MRT Project Experience or Civil/Structural works.
• Has good working knowledge of Civil and M&E works and Strong knowledge of Singapore building codes, regulations, and standards.

MAJOR RESPONSIBILITIES:

1) Execution of projects:

Ensure the successful and timely execution of projects professionally and strictly within the budgetary

cost and contractual completion time given by the Sales Department.

Ensure the accurate documentation of all activities/transactions.

Preparation of Bill of Materials (BOM)/production order before commencement of kick-off meeting.

2) Payment:

Check with the Sales Department about the down payment, LC, or other payment methods before the commencement of procurement of items.

3) Workshop Drawings:

After populating the BOM with all the items, work with the Design Department on generating Workshop Drawings (GA / P&ID / Electrical drawings).

Obtain the client’s official approval on all drawings before

any commencement of works.

4) Engineering:

Check the correct sizing of components (e.g. motors, pumps, valves & instrumentations).

In case of any changes, ensure other related

components are correctly sized.

5) Master Production:

Update the Master Production Schedule (MPS) and inform relevant departments of the strict compliance with the delivery schedule, in consultation with the GM.

6) Kick-off Meeting:

Mini-lead project kick-off meeting for the dedicated

projects handled with all critical information established (e.g. BOM, Gantt chart, lead time)

7) Lead Time:

Consistent follow-ups and confirmation from the Procurement Department on the ETA especially lead-time and technical specifications with the help of the Design team.

Communicate with customers in case of any changes after discussion with the Sales Department, if authorized by GM.

8) Factory Acceptance Test

(FAT)

Attend together with the Engineering Department to ensure complete factory testing is accomplished before generating the in-house testing reports as records for the client before delivery of the project.

9) Site Visit / Meeting: If necessary, attend and write minutes of the meeting for recording purposes at the site; and insert these in Project

File, provided site meetings are held.

10) Sub-contractor: Engagement and coordination with sub-contractors services upon approval of GM for any ongoing projects.

Ensure the quality of sub-contractor work is strictly according to requirements.

Responsibilities:

• Assist the Project Manager in project planning and to co-ordinate and oversee all works on the site
• Monitor & co-ordinate the works with supervisors
• Handling of technical and engineering problems
• Assist in planning, programming and monitoring of construction works progress
• Liaison with client's representative, relevant authorities and consultants
• Identify and assess any foreseeable risk arising from the workplace or work processes, minimise environmental impact associated with the construction activities
• Take reasonable practical measures to eliminate any foreseeable risk to any person who is at the workplace
• Ensure safe work procedures and environmental control measures are implemented at the work site

Requirements:

• Diploma /Degree in Civil Engineering
• Able to operate MS Project
• Proactive with excellent interpersonal skills and analytical abilities

Environmental Strategy and Compliance

• Supports and execute the implementation of EHS strategies and initiatives that align with the overall business strategy/ plan.
• Manage site’s EHS protocols; including fire safety matters to the requirements of site & corporate directives, local legislations and other requirements (i.e. REACH, RoHS, Conflict of Minerals, OHSA and etc.)
• Follow up mandatory notifications with regards to licenses/ permits and relevant WSH reports (i.e. iReporting, Medical Examinations submissions etc.) to ensure compliance with relevant legal regulations related to our factory operations.
• Implement operational management practices in line with ISO14001/ 45001 standards, including document management, record storage, and emergency response.

Consultant and Government Coordination

• Select and collaborate with EHS consultants as needed.
• Support on-time renewal of all licenses and permit without any lapse.
• Aggregate and report environmental impact data in accordance to ISO14001 Standards and Corporate Directives
• Sustenance of EHS rules and regulations with respect to the additions, changes and reviews by local mandatory Agencies for compliance and governance.
• Manage incident reports and ensure follow-up actions (reactive/preventive) are implemented.
• Manage EHS documentation and ensure up-to-date.
• Respond to EHS-related questionnaires from customers and government agencies.

Environmental Health and Safety Facilities Management

• Oversee the management of EHS facilities, including renewable energy installations.
• Develop specifications, request price quotes, and prepare proposal documents for EHS projects.
• Supervise addition/ alteration works within the facility; with regards to safety and health management, inspections and audits.
• Organize monthly EHS committee meeting and EHS inspections
• Develop and conduct EHS&F trainings, liaise training schedule with operations team and facilitate trainings as required.

Industrial Waste Management

• Manage operations related to industrial waste, ensuring proper handling and disposal.

EHS Policies and ESG Initiatives

• Collaborate, Develop and implement essential Environmental, Health, and Safety (EHS) policies and procedures to meet regulatory and industry standards.
• Supports the Environmental, Social, and Governance (ESG) initiatives, focusing on sustainability projects and reporting.

International Collaboration and Risk Management

• Collaborate with international factory teams to conduct risk assessments, improve emergency response protocols, and investigate incidents to prevent future occurrences.
• Lead and manage Risk Assessment (RA) teams; including reviewing, control and maintenance of RA reports.
• Support the operations in identifying, assessing any foreseeable risk arising from the workplace or process, risk management and consulting

Project and Mechanical Improvement Management

• Oversee project management for new buildings and facilities, including redevelopment projects.
• Implement mechanical improvement projects by planning, procuring contracts, and executing upgrades to mechanical services infrastructure in a safe, efficient, and cost-effective manner.
• Manage contractors undertaking new and/ or improvement projects and maintenance/ service term contractors. This shall include the monitoring of the contractor’s performance and administration from start till the completion of work.
• Handle and manage contractors, and their deliverables according to requirements, approved quotation &/or agreement.

Perform any other daily administrative tasks but not limited to the above, which may vary based on daily situations and needs.

• Investigate, analyse and determine root cause and report breakdowns and faults effectively.
• Liaise with contractors for rectification and/or ad-hoc works.
