About FRAP
As part of EDB’s continuous efforts to develop the suite of industries in Singapore, the Finance, Risk & Assurance and Procurement (FRAP) division is an imperative business partner to our officers in the industry and policy groups.

As a FRAP business partner, you will be responsible for providing advisory on the procure to pay value chain. You will also be part of a team that is responsible for the data management and implementation of FRAP systems, which is critical in ensuring that EDB has access to accurate and relevant data at all times to help drive operational decision-making, policy-making and strategic planning by Corporate Management and line divisions within EDB. As this role requires cross-functional partnership with various stakeholders, you will also get to learn about EDB’s business from the line divisions directly.

[What you will be working on]

• Processing payments for the Board’s expenses, including payment to suppliers, grant recipients and scholars and maintenance of supplier and customer records in financial system; 

• Processing reimbursement to staff for overseas trips and other claims; 

• Processing overseas centres’ expenses to suppliers;

• Monitoring of accounts receivables, fixed assets and bank account at overseas centres;

• Assessment and accounting for leases in accordance with FRS116

• Supporting various statutory returns, budget exercise, management reports and ad-hoc projects;

• Supporting financial systems enhancements and troubleshooting.

• Analysis of bank transactions and complete monthly bank reconciliation;

• Tasks will be assigned in accordance to the candidate’s experience and suitability.

[What we are looking for]

To meet the challenges of this role, you must be a Singaporean with the following attributes:

Responsibilities:

• Manage financial and administration teams to achieve company financial goals.
• Develop the overall corporate financial goals and objectives.
• Oversee preparation of financial records related to general ledger, payroll, budget, expense, etc.
• Assist in account receivable and payable activities.
• Maintain accurate bank records of cash withdrawals and deposits.
• Follow standard accounting process for financial analysis and reporting activities.
• Assist in developing and managing budgeting system.
• Manage all client accounts for payment settlements.
• Track and monitor resource needs and other material needs for carrying out financial and administration tasks.
• Monitor and manage expenses within allotted budgets.

Requirements:

• Minimum of 2 years of accounting experience
• Demonstrable proficiency with Microsoft Word, Excel, PowerPoint, Access and other accounting tools

Job Responsibilities:

• As a Business Analyst, you will be involved in the software development life cycle and agile methodology from project initiation, requirements, application development, implementation, maintenance and post-implementation review phases.
• Mandatory - SQL skillset, experiences in Banking industry and ability to perform detailed data and business analysis and testing.
• Liaise extensively with external, internal clients and vendors;
• Lead design thinking sessions and requirements discussion with customers; conduct requirement analysis to ensure the implementation feasibility of functional specifications. Highlight requirement gaps, disproportional construction efforts, technical challenges and any other issues;
• Successfully translate users’ requirements into use cases, technical solutions;
• Present and communicate functional requirements and use cases to the technical and development teams and ensure system meets functional and system requirements;
• Define system-level application architecture, high-level and detailed design, architectural policies and principles, implementation risks and mitigation measures, etc;
• Engage customers to explain the rationale of architecture’s selection, or other technical issues;
• Prepare documentation, such as requirements and functional specification, design specification, enterprise class structure, data and application management framework, interfacing, infrastructure requirements, data migration approach, etc; work closely with customers to review and sign-off documentation;
• Prepare system training programs and conduct training to the customers;
• Develop test plans, cases and results and trace to requirements to ensure comprehensive test coverage. Measure test results with customers’ required outcome;
• Perform functional and backend testing, review results and logs, resolve test issues and ensure application quality;
• Perform test briefing to the stakeholders and support UAT.
• Trouble-shoot system problems faced by the project team, customers and follow up till resolution;
• Conduct change impact analysis on customers’ requests in a change management lifecycle;

Experience:

• Degree in Computer Science and Engineering;
• Must have experience working in banking domain.
• Minimum 2 years onwards of relevant experience as a Business Analyst and tester in Java environment.
• Strong analytical skills and possess stamina in following up on issues reported till its resolution;
• Experience in issues/problems and change management processes;
• Ability in analysing system backend logs and performing data mapping and categorisation;
• Able to perform functional and backend testing activities and ensure traceability to requirements;
• Self-motivated with a positive “can-do” attitude, creative with excellent presentation, good writing and communication, negotiation and interpersonal skills including strong persuasive technique and an eye for details;
• Development skillset Java environment, well verse in Jira and SQL is an added advantage;
• Able to work under stringent timeline and exhibit commitment to project completion;
• Strong customer-service orientation and good presentation skills;
• A good team player

Executive (Finance Department) [NIE]

Responsibilities

You will be part of the team which handles payments and other student-related financial matters for the institute. Your responsibilities will include:

• Administering Financial Aid schemes, e.g. PSEA, CPF, Mendaki, Tuition Fee loan, Study loan, scholarships and bursaries.
• Checking that payment transactions (e.g. supplier invoices, student claims) have appropriate certification and approvals before processing payments.
• Handling the financial accounts, preparing GST, audit schedules and financial statements for NIE Student Union.
• Responding timely to enquiries pertaining to student matters.
• Assisting in the design, implementation and review of financial processes, policies and guidelines for continuous improvements, through streamlining and automation.
• Handling ad hoc duties as assigned.

Requirements

• A Polytechnic Diploma in Accountancy or its equivalent.
• 2 or 3 years of working experience in accounting.
• Organized and meticulous in handling numbers and data.
• A team player with a positive working attitude and is willing to learn and adapt.
• Proficient in Microsoft Office applications, especially Excel pivot tables and formulas.
• Experience in SAP would be an added advantage.
• Able to adhere to timelines.
